Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of April 3, 1967, were read and approved. Bids were received on Sidewalk Job 476. A. W. Saum and Sons L. W. Rexroad Oscar W. Wilbur Engineer's Estimate $11,113.00 14,835.00 12,379.00 14,284.00 On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the bid was awarded to A. W. Saum and Sons, and the Contract Ordinance was introduced for first reading Carried. Ordinance Passed: �� % Number: `7 C The City Engineer filed Plans and Specifications for Job 475, for improvements in Country Club Heights Addition No. 4. On a motion by Commissioner Stark, seconded by v Commissioner Rundquist, the Plans and Specifications were accepted and approved and the City Clerk was instructed to advertise for bids to be received April 17, 1967. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: Curb, gutter, and paving with concrete, 33 feet wide from back of curb to back of curb, Hamilton Avenue, from the center line of Third Street to the West line of Fourth Street. " On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6964. Carried. Ordinance was introduced for first reading on April 3, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: Paving with concrete, 28 feet wide from toe of gutter to toe of gutter, Ellsworth Avenue from the East line of Santa Fe Avenue to the West line of Fourth Street. " On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6967. Carried. Ordinance was introduced for first reading on April 3, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of paving and grading the Alley First East of Santa F Avenue with concrete (Ten (10) feet wide from edge of concrete to edge of concrete) from the south line of Crawford Avenue to the north line of Bond Street; paving and grading of Diamond Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Ninth Street (Highway US 81) to the West City Limits: paving and gradi of Dover Drive with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter from the south line of Teakwood Street to the south line of Westwood Road, the same being an intervening connecting street; paving and grading of Greeley Avenue with concrete (Thirty- three (33) feet wide from back of curb to back of curb) from Kenwood Avenue to the present paving at Hazel Court, the same being an intervening connecting street; and relating to and providing for the collection and payment of such assessments. An ordinance was introduced for second reading entitled: "AN ORDINANCE levying special assessments against property to pay the cost of new water service lines, located at the following property, to -wit: Blocks 1 and 2 Riverside Park Addition on Penn Avenue in Salina, Saline County, Kansas. " On a motion by Commissioner Casebeer, seconded by Commissioner Rundquist, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). An ordinance was introduced for second reading entitled: "AN ORDINANCE prohibiting the storage, display, sale, discharge or storage or fireworks within the City or within one hundred feet from the City Limits; amending Section 12-126 of The Salina Code and repealing said original section. South side of Claremont Drive, from the East curb line of Queens f Road to the East line of Lot 20, Block 3, Claremont Heights Addition. 2. West side of Front Street, from the South line of Ash Street approximately 120 feet in Lot 14, Atherton and Phillips Addition 3. South side of Franklin Street, from the West line of Ninth Street west 102 feet in Lot 1, Block 6, Fairview Addition. 4. West side of Ninth Street; the South 50 feet of Lot 4, on Ninth Street in Phillips Addition. 4 5. West side of Ninth Street; the South 50 feet of Lot 5, on !, Ninth Street in Phillips Addition. An ordinance was introduced for second reading entitled: "AN ORDINANCE levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: 1. The pavement, curb and gutter: j (a) to a width of 50 feet face to face of curb of Westport Boulevard j from the north line of the pavement in Crawford Street north to the north line of St. Louis Street. 0 (b) to a width of 40 feet face to face of curb of the whole of St. Louis Street and of Denver Boulevard from the north line of the pavement in Crawford Street, north to the north line of j Lot Thirteen (13), extended east, of Lot Thirteen (13), in Block Three (3), in Westport Exchange Addition to the City of Salina, Kansas. 2. Water Mains to be installed in the above described streets. 3. A Sanitary Sewer to serve Block 1 and part of Blocks 2, 3, and 4, Westport Exchange Addition to the City of Salina, Kansas. On a motion by Commissioner Casebeer, seconded by Commissioner Rundquist, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Petition Number 2937 was reconsidered. On a motion by Commissioner Rundquist, seconded! ° by Commissioner Stark the decision of Resolution Number 103 of the Zoning Board of Appeals be reversed and Mrs. Delker be allowed to operate a beauty shop under Special Class Zoning at 320 West Jewell. On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the Mayor was authorized to sign the Requisition for Grant Payment for Open Space Land on behalf of the City. (Lakewood Park Property) i On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the Taxicab Liability Insurance Rate be left at $50,000/$100,000/$10,000. i On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the City Manager is to go ahead on the temporary improvement of road in Lakewood Park. The cost is estimated less than $1,000.00. i The Commissioners also gave approval for the City Manager to go ahead on resurfacing South Santa Fe Avenue from South Street to Prescott Avenue. The Mayor, with the approval of the City Commission, appointed E. A. Dowdy to the Salina City Planning Commission to replace Lawrence Beil, to November 22, 1968. An ordinance was introduced and passed entitled:: "AN ORDINANCE making an appropriation for the payment of certain claims."
