03-20-1967 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas March 20, 1967 Regular Meeting of the Board of Commissioners March 20, 1967. Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Exline, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of March 13, 1966 were read and approved. The Mayor signed a proclamation for National Wildlife Week, March 19 to 25, 1967. Bids were received on a Pick-up Truck for the Street Department. On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the bid was awarded to Jim Sullivan Chevrolet Company, Inc., for $1,577.43, if it meets the specifications. A Resolution was introduced for second reading entitled: "A RESOLUTION relating to the paving and grading of the West one half (W2)of the Alley First East of Chicago Street, with concrete (Eight (8) feet wide) from the North line of South Street to the South line of Spruce Street." On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the Resolution was voted on, and the following vote was had: Ayes: Rundquist (1). Nays: Casebeer, Exline, Stark (3). Mayor Waddell obstained. The Resolution was defeated. Hearing was held on Resolution Number 2924, for Improvements in Country Club Heights Number 4. No protests, written or oral, were filed. On a motion by Commissioner Rundquist, seconded by Commissioner Exline, the hearing was adjourned. A Resolution was introduced and passed entitled: "A RESOLUTION determining the advisability of curb, gutter, paving, sidewalk and sewer and water mains improvements, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment, and apportioning the cost between the improvement district and the City at Large." On a motion by Commissioner Rundquist, seconded by Commissioner Exline, the Resolution was adopted as read and the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the resolution and it is numbered 2926. Carried. A letter was received from the Salina City Planning Commission regarding Petition 2909, for the replat of Block 4, Moose Addition. The Salina City Planning Commission recommended that it be approved. On a motion by Commissioner Exline, seconded by Commissioner Stark, the recommendation was accepted, and the Mayor was authorized to sign the Plat. A letter was received from the Salina City Planning Commission regarding Petition 2887 for the rezoning of Lots 1, 2, 6, 7, Block 6; Lot 13, Block 5, Moose Addition; and Lots 17 and 18, Block 4 of the Replat of Lots 15, 16, 17, 18, 19, 20, 21, 22, Block 4, Moose Addition to District "D". The Salina City Planning Commission recommended that it be approved. On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the recommendation was accepted and an ordinance for the rezoning was placed on First reading. Ordinance Passed: L-(.yam-�� S� ` Number: On a motion by Commissioner Stark, seconded by Commissioner Rundquist, an ordinance was introduced for first reading for the construction of sidewalks on the West side of Front St. from Bond to Republic; North side of Wilson Street from Fifth to Front; North side of Republi Street from Fifth to Third and Second to Front; Third Street from Lamar to Republic, west sid and Lots 31 and 33 on Kirwin Avenue in Grounds of Kansas Wesleyan University; Willis Avenue from Haskett to Hageman. Ordinance Passed: Number: K; C� Petition Number 2944 was filed by Francis J. Gorrell for the rezoning of Lot 12, Block 2, Southern Heights Addition to Zone "C". On a motion of Commissioner Exline, seconded by Commissioner Stark, the petition was referred to the Salina City Planning Commission. Petition Number 2943 was filed for street lights on Overhill Road, east of Fairdale Road Intersection. On a motion by Commissioner Stark, seconded by Commissioner Exline, the petition was referred to the City Manager to be checked. A letter was received from Lawrence A. Beil, Jr., resigning from the Salina City Planning Commission due to time conflicts. On a motion by Commissioner Stark, seconded by Commissione Exline, the resignation was accepted. I A letter of recognition was received, to Robert Hein and the survey crew, relative to Platting of Schilling Industrial Park, from Mr. Wall. 1 1 1 The Salina Labor Building, Inc. presented an appeal from the Zoning Board of Appeals, decision in Resolution Number 105. On a motion by Commissioner Rundquist, seconded by Commissioner Stark to grant approval for Lot 21 to be used as Parking Area and Exit Area but to comply with all requirements of Section 25, Paragraph 7, Ordinance 6613. Carried. George Ancel Cleaver appeared regarding Firemen's Pension and the refund of only 50% of the amount paid in by the Firemen. The matter was referred to the City Attorney to report regarding the State Law. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) On a motion by Commissioner Rundquist, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1372. Carried. On a motion by Commissioner Rundquist, the Board of Commissioners adjourned. H. E. Peterson, City Clerk
