03-06-1967 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas March 6, 1967 Regular Meeting of the Board of Commissioners March 6, 1967. Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of February 27, 1967 were read and approved. The Mayor signed a Proclamation for the American Legion Program for Law and Order, for the week of March 6, 1967. A letter was received from the Salina City Planning Commission relative to the selection of a consultant engineering firm to perform CRP Study. The Salina City Planning Commission recommended Bucher and Willis, Consulting Engineers and Planners, of Salina, Ks. On a motion by Commissioner Casebeer, seconded by Commissioner Rundquist the recommendation was accepted and negotiation with Bucher and Willis for a consulting fee to prepare CRP Application was approved. The City Manager reported on petition Number 2936 requesting a street light on Johnstown Avenue, between Front and Oakdale. The City Manager recommended the street light not be installed. On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the recommendation was accepted and the petition was denied. The City Manager reported on the letter of protest to Resolution 2921, for the paving of the alley east of Gibson Store. A motion by Commissioner Rundquist, seconded by Commissioner Stark to cancel Resolution 2921 and authorize resolution for paving the West Half of the alley. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to appr and authorize the Mayor to sign a Quit Claim Deed for $50.00 to Ted R. Johnson for a tract of land in the SWI of Section 18, Township 14 South, Range 2 West of the Sixth Principal Meridian, reserving :;the right of permanent easement. On a motion by Commissioner Casebeer, seconded by Commissioner Rundquist, an ordinance was introduced for first reading vacating 8th Street from Ash to Elm and vacating the alley first east of 8th Street from Ash to Elm. On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the petition,.,was referred to the City Manager to be checked. Petition Number 2939 was filed to extend the paving and sewer on Westport Boulevard. On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the petition was referred to the City Manager to be checked. Petition Number 2940 was filed for the rezoning of the North 110 feet of Lot 8, Surveyor's Plat 8 to District "D". On a motion by Commissioner Casebeer, seconded by Commissioner Rundquist, the petition was referred to the Salina City Planning Commission. City Engineer filed Partial Estimate Number 1 - Job 463 - Brown and Brown, Inc. in the amount of $15,231.20. On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the Estimate was approved. City Engineer filed Final Estimate - Job 453 - 0. D. Wilmoth Excavating Contractor - in the amount of $12,830.12. On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the Estimate was approved. A Perpetual Care Deed was filed for Lot 43, Block 1, by Mrs. R. P. Cravens. On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the deed was approved. The Mayor announced that the Grand Opening for Lakewood Park would be April 1st. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, RUndquist, Stark (4).
