Regular Meeting of the Board of Commissioners January 16, 1967. Meeting was called
to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Exline,
Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded.
The Minutes of the Regular Meeting of January 9, 1967, were read and approved.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for
the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof." (Schippel Addition)
Robert Berkley and others appeared and filed a letter of protest with the City
Commission.
On a motion by Commissioner Exline, seconded by Commissioner Stark, the rezoning was
referred back to the Salina City Planning Commission without prejudice or advice, for
further consideration.
An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing
the combined reading of Multiple Water Meters in certain instances."
On a motion by Commissioner Rundquist, seconded by Commissioner Stark, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance
and it is numbered 6950. Carried. Ordinance was introduced for first reading January 9,196;
An ordinance was introduced for second reading entitled: "AN ORDINANCE defining a
consumer of Water Service as used in Chapter 35 of The Salina Code."
On a motion by Commissioner Exline, seconded by Commissioner Stark, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance
and it is numbered 6951. Carried. Ordinance was introduced for first reading January 9,196;
Charter Ordinance Number 5 was introduced for second reading entitled: "A CHARTER
ORDINANCE exempting the City of Salina, Kansas, from the provisions of K. S. A. 13-14a08
which provides for payments upon retirement to certain members of the Police Department or
Fire Department and providing substitute and additional provisions on the same subject."
On a motion by Commissioner Exline, seconded by Commissioner Casebeer, the Charter
Ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the
ordinance and it is numbered Charter Ordinance Number 5. Carried. Ordinance was introduced
for first reading January 9, 1967.
A letter was received from the Salina City Planning Commission, regarding Petition
Number 2925, filed by Prudential Savings Association for the rezoning of Lot 2 and the
North 40 feet of Lot 4, on Santa Fe Avenue, in Prescott Addition to District "DD". The
Salina City Planning Commission recommended the approval of the zoning. On a motion by
Commissioner Stark, seconded by Commissioner Exline, the recommendation of the Salina City
Planning Commission was accepted, and the rezoning was approved; and an ordinance was
introduced for first reading for the rezoning.
Ordinance Passed: Number: (317
The City Manager reported on the petition filed by Everett A. Lewis, Jr. on January 9,
1967, requesting permission to sell beer at 1409 West Crawford (The Jolly Roger). The
City Manager recommended that the petitioner show State Restaurant License and City Food
Permit, and get the signatures of the property owners within 200 feet of the property, that
they don't object. On a motion by Commissioner Exline, seconded by Commissioner Stark,
the recommendation was accepted.
On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the
resignation of Robert A. Lange, from the Plumbers Examining Board, was accepted.
The Mayor appointed Laverne Turner to serve on the Plumbers Examining Board, with the
approval of the Commission.
On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the City Clerk
was instructed to advertise for bids to be received on January 30th, for Job 463 for Street,
Water and Sewer improvements in connection with Urban Renewal Project.
Petition Number 2929 was filed for curbing, guttering, paving, sewer, water and
sidewalks in Country Club Heights No. 4. On a motion by Commissioner Rundquist, seconded
by Commissioner Casebeer, the petition was referred to the City Manager.
Petition Number 2931 was filed for the construction of Curb sidewalk on the West side
of Marymount Road, from Ruskin Road to Glen. On a motion by Commissioner Stark, seconded
by Commissioner Rundquist, the petition was referred to the City Manager.

On a motion by Commissioner Rundquist, seconded by Commissioner Stark, the Cereal Malt
Beverage applications were approved. Carried.
On a motion by Commissioner Stark, seconded by Commissioner Rundquist, Cancellation
of storage contract FA65CE-3456 at the Old Municipal Airport with FAA was approved and the
Mayor was authorized to sign.
The Mayor, with the approval of the Commission, appointed members to the Cultural
Arts Commission.
