Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Exline, Rundquist, Stark, City Manager Olson responded. City Attorney Bengtson absent. The Minutes of the Regular Meeting of December 12, 1966, were read and approved. An ordinance was introduced for second reading entitled: "AN ORDINANCE establishing a Cultural Arts Commission for the City of Salina, Kansas, and prescribing the duties and functions thereof." On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell; Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered 6946. Carried. Ordinance was introduced for first reading December 12, 1966. The City Commissioners will appoint Members of the Cultural Arts Commission on January 9, 1961. An ordinance was introduced for second reading entitled: "AN ORDINANCE repealing Ordinance Number 6762 of the Code of the City of Salina, Kansas, 1960, which provides for longevity payment for all regular full time employees of the City." On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered 6947. Carried. Ordinance was introduced for first reading December 12, 1966. Charter Ordinance Number 4 was introduced for second reading entitled: "A CHARTER ORDINANCE exempting the City of Salina, Kansas, from the provisions of K. S. A. 13-791, which provides longevity pay for regular appointed members of the Fire Department." On a motion by Commissioner Stark,seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered Charter Ordinance Number 4, Carried. Ordinance was introduced for first reading December 12, 1966. A letter was received from the Salina City Planning Commission regarding Petition Number 2908, filed by Robert N. Langley, for the rezoning of the East 33 feet of Lot 3, Plat 1, Lamers Sub -division to District "D". The Salina City Planning Commission recommends the approval of the rezoning. On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the recommendation was accepted and the rezoning was approved and an ordinance was introduced for first rea ing, Carried. Ordinance Passed: ` ^-� �— �� � � Number: V On a motion by Commissioner Exline, seconded'by Commissioner Stark, the Mayor was authorized to sign the Ambulance Sercice Agreement with Saline County, Kansas. A Resolution was introduced and passed entitled: "A RESOLUTION determining the charges to be made by the City of Salina, Kansas, for providing Fire Protection outside of the City Limits." On a motion by Commissioner Exline, seconded by Commissioner Stark, the resolution was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays:(0). Mayor approved the Resolution and it is numbered 2916. Carried. Petition Number 2927 was filed by E. J. Kessler and J. D. Hensley to extend the City Limits to include a part of the SEI -4 of the NE4 of Section 2, Township 14 South, Range 3 West of the 6th Principal Meridian. Beginning at a point 84.6 feet west of the SE corner of the SE -'4 of the NE -4 of Sec. 2, which point being on the south line of said SEI -4; thence North along the right-of-way line of US 81 to the South right-of-way line of the Flood Control Dike;. thence West along said Right-of-way line 325 feet; thence South 476.46 feet to the South line of said SE -14 of the NE -4 of Section 2; thence East along said line 325 feet to the point of beginning. On a motion by Commissioner Exline, seconded by Commissioner Stark, the petition was referred to the City Engineer. Carried. City Engineer filed Final Estimate on Job 466 - Painting 500,000 gallon water tank - Maguire Iron Preserving Company - in the amount of $6,795.00. On a motion by Commissioner Rundquist, seconded by Commissioner Stark, the estimate was approved. Carried. Cereal Malt Beverage License applications for 1967. On a motion by Commissioner Stark, seconded by Commissioner Rundquist, 58 applications were approved. Application Numbers 1 to 58. Carried. Nays:. (0). Mayor approved the ordinance and it is numbered A-1357. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims."
