COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS' ROOM
Salina, Kansas
November 21, 1966
Regular Meeting of the Board of Commissioners November 21, 1966. Meeting was called to
order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Exline,
Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded.
The Minutes of the Regular Meeting of November 14, 1966 were read and approved.
Bids were received on Gasoline Supply for Central Garage for six months. The bids were
opened and tabulated by the City Clerk. On motion of Commissioner Exline, seconded by
Commissioner Stark, the bid was awarded to Champlin Oil Company as low bidder for the six
months period beginning November 22, 1966 to May 21, 1967. (Regular .1119; Ethyl .1217)
Carried.
A report was received on the bids taken on NoVeiuber 14, 1966 for equipment. On motion
of Commissioner Casebeer, seconded by Commissioner'file'bid for Five Refuse Bodies was awarded;
oto 0. J. Watson Company, Wichita, Kansas. Difference of $13,725.00. Carried. j
On motion of Commissioner Rundquist, seconded by Commissioner Exline, the bid for Crawle
Tractor was awarded to Foley Tractor Company. $23,500.00 Carried.
On motion of Commissioner Stark, seconded by Commissioner Rundquist, the bids for Aerial
Ladder were rejected, and the City Clerk was instructed to readvertise for bids to be receive
November 28, 1966. Carried.
On motion of Commissioner Stark, seconded by Commissioner Rundquist, the bid for One Ton
Truck with Flat Bed was awarded to Sid Bacon Motor Company, in the amount of $2,065.00.Carriec
On motion of Commissioner Casebeer, seconded by Commissioner Exline, the bid for Street
Sweeper was awarded to Salina Tractor Company, in the amount of $9,617.00. Carried.
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the bid for
Wheel Loader was awarded to Salina Tractor Company, in the amount of $20,347.00 for gas unit.
Carried.
A Resolution was introduced for second reading entitled: "A RESOLUTION determining
necessity of and directing that the owner or owners of certain lots construct, in compliance
with plans and specifications of the City Engineer, a sidewalk, abutting said lots within
60 days of the adoption and publication hereof and providing that in the event the owner or
owners fail to do so, that the City of Salina shall proceed to construct or cause to be
constructed said sidewalk and that the total cost thereof shall be assessed against such lot
or lots on which such sidewalk shall abut as other special assessments."
On motion of Commissioner Rundquist , seconded by Commissioner Casebeer, the resolution
was approved as read and the following vote was had: Ayes: Casebeer, Rundquist, Waddell (3)
Nays: Exline, Stark (2). Mayor approved the resolution and it is numbered 2913. Carried.
Resolution was introduced for first reading November 7, 1966.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the
amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby
adopted and providing for the rezoning of certain property within the City and prescribing
the proper uses thereof."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell
Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance and it is
numbered 6943. Carried. Ordinance was introduced for first reading November 7, 1966.
An ordinance was introduced for second reading entitled: "AN ORDINANCE adopting and
enacting a New Code of Ordinances for the City of Salina, Kansas; establishing the same;
providing for the repeal of certain ordinances not included therein; providing for the
effective date thereof and a penalty for the violation thereof; and providing for the manner
of amending such code."
On motion of Commissioner Casebeer, seconded by Commissioner Exline, the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Waddell,
lCasebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance and it is
numbered 6944. Carried. Ordinance was introduced for first reading November 14, 1966.
On motion of Commissioner Exline, seconded by Commissioner Stark, an ordinance was
introduced for first reading directing the Union Pacific Railroad to pave Fourth Street
between the railroad tracks, from Center Street to Prescott Avenue. Carried.
Ordinance Passed: Number:
City Manager reported on Petition Numbers 2919, 2921, 2922, 2923, all for curb sidewa
as set up in Resolution Number 2910, which has been passed and published. The petitions
have 100% signers. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer
the petitions were accepted and approved. Carried.
Petition Number 2924 was filed against the rezoning in Schippel Addition. On motion of
Commissioner Exline, seconded by Commissioner Stark, the petition was referred to the Salina
City Planning Commission.
On motion of Commissioner Rundquist, seconded by Commissioner Stark, the City Clerk was
instructed to advertise for bids on Five Refuse Trucks to be received on November 28, 1966.
Carried.
The City Commission authorized the City Attorney to write an ordinance for the next
meeting amending the Curb Sidewalk requirements of 100% signers to authorizing the City
Commission to make approval. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation
for the payment of certain claims." (payroll)
On motion of Commissioner Exline, seconded by Commissioner Stark, the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Waddell,
Casebeer, Exline, Rundquist, Stark, (5). Nays: (0). Mayor approved the ordinance and it
is numbered A=1354. Carried.
On motion of Commissioner Rundquist, the Board of Commissioners adjourned.

A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and
providing for the issuance of Temporary Notes of the City of Salina, Kansas in the sum of
$17,062.00, to pay a portion of the cost of improving certain streets in the City of
Salina to be designated as Series PT -78 pending the issuance of bonds to pay the cost of
said work."
On motion of Commissioner Exline, seconded by Commissioner Rundquist, the resolution
was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Exline,
Rundquist, Stark (5). Nays: (0). Mayor approved the Resolution and it is numbered 2914.
Carried.
