Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Exline, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner Rundquist absent. The Minutes of the Regular Meeting of November 7, 1966 were read and approved. Bids were received on the following equipment: Five Refuse Truck Bodies: 0. J. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with the 0. M. Wilbur Construction Company for the construction of certain sidewalks in the City of Salina, Kansas, heretofore designated as Engineering Job 474 and providing for the issuance of Temporary Notes to pay the cost thereof, pending the issuan and sale of Bonds." On motion of Commissioner Exline, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Exline, Stark (4). Nays (0). Commissioner Rundquist absent. Mayor approved the ordinance and it is numbered 6942. Carried. Ordinance introduced for first reading 11/7/'6 City Commission reconsidered the request from the Salina City Planning Commission for the City to initiate a CRP Study. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the request was approved and asked the City Planning Commission to report on the scope of work necessary. Mayor, with approval of Commissioners, appointed to the Salina City Planning Commission: Lawrence Beil, Jr. to November 22, 1968 (Jerry Gray resigned) Dr. Neal M. Jenkins to November 22, 1969 (Wm. Odgers term expired) On motion of Commissioner Casebeer, seconded by Commissioner Stark, Water Connection Agreement (for users along Marymount Road to the Elks Club) was approved, and given Resolution Number 2912. Water and Sewerage System, Condition and Operations Report was filed by Wilson & Company Engineers & Architects. On motion of Commissioner Exline, seconded by Commissioner Stark, the report was accepted and approved. Commissioner Exline made motion to introduce Ordinance relating to raising of dogs as a commercial activity, for first reading. No second 1 1 1 1 1 1 Petition Number 2921 was filed for curb sidewalks on Front Street, from Anderson to Rahm, as authorized in Resolution Number 2910. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the resolution was referred to the City Manager for checking. Petition Number 2922 was filed for curb sidewalks on the north side of Wilson Street from Front Street to Second Street, as authorized in Resolution Number 2910. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the resolution was referred to the City Manager for checking. Petition Number 2923 was filed for curb sidewalk on the West side of Front Street, from Wilson Street to Anderson, as authorized in Resolution Number 2910. On motion of Commission Stark, seconded by Commissioner Casebeer, the resolution was referred to the City Manager for checking. Mayor made presentation of attendance certificates to Firemen who attended State Fire School at K. U. On motion of Commissioner Exline, seconded by Commissioner Stark, an ordinance was introduced for first reading to adopt and enact a new City Code. Carried. Ordinance Passed: �L ti- 11, 1 16 � Number: b el q 4 On motion of Commissioner Stark, seconded by Commissioner Casebeer, the City Attorney was instructed to check on resolution to Union Pacific Railroad for paving between rails on Fourth Street, between Center Street and Prescott Avenue. The Mayor asked that some trees be planted in Indian Rock Park. The City Manager asked for a Comprehensive Park Development Plan. On motion of Commissioner Stark, seconded by Commissioner Casebeer, Authorized to present costs for approval. The City Manager brought up the need for some help on Municipal Services outside City Limits, force account with Wilson Engineering Company. Individual Members of Planning Commission had expressed such a need. On motion of Commissioner Stark, seconded by Commissioner Exline, authorized to proceed. The City Manager brought up the need to contract with Kansas Power and Light and Southwestern Bell Telephone for removal of lines in Centennial Park. On motion of Commissioner Casebeer, seconded by Commissioner Stark, authorized to proceed. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) On motion of Commissioner Exline, seconded by Commissioner Casebeer, the ordinance was adopted by sections on on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Exline, Stark (4). JOB 460 Meeting was held for the purpose of acting on the appraisers report for Engineering Job 460, for the paving and grading of the Alley First East of Santa Fe Avenue, from South line of Crawford Avenue to the north line of Bond Street; paving and grading of Diamond Drive, from the west line of Ninth Street to the West City Limits; paving and grading of Dover Drive, from the south line of Teakwood Street to the south line of Westwood Road; paving and grading of Greeley Avenue, from Kenwood Avenue to present paving at Hazel Court. No protests, written or oral, were filed. On motion of Commissioner Exline, seconded by Commissioner Stark, the appraisers report was approved as read. Carried.
