Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of October 31, 1966 were read and approved. Bids were received on Sidewalk Job 474. Oscar M. Wilbur $1,020.45 Albers Construction Company 1,128.65 Engineer's Estimate 1,133.00 On motion of Commissioner Stark, seconded by Commissioner Rundquist, the bid was awarded to Oscar M. Wilbur. Carried. On motion of Commissioner Stark, seconded by Commissioner Rundquist, the Contract Ordinance was introduced for first reading for Sidewalk Job 474. Carried. Ordinance Passed: 1�'j.�ti�. ( ( C( Number: K� An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing the issuance of General Improvement Bonds of The City of Salina, Kansas, in the amount of $1,100,000 for the purpose of paying said City's share of the cost of acquiring a site for and constructing, furnishing and equipping an office building for the joint use and occupancy of the City of Salina, Kansas, Saline County, Kansas, and Unified School District Number 305, Saline County, State of Kansas, and fixing the details of said bonds." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6939. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing the issuance of Internal Improvement Bonds of the City of Salina, Kansas, in the sum of f $340,000.00, to pay the cost of Sanitary Sewer and Street Improvements in said City to be designated as Series P-202." On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6940. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing the issuance of General Obligation Park Bonds of The City of Salina, Kansas, in the amount of $150,000 for the purpose of paying the costs of acquiring land for Park purposes for said City." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the Tdinance and it is numbered 6941. Carried. A Resolution was introduced for second reading entitled: "A RESOLUTION determining necessity of and directing that the owner or owners of certain lots construct, in compliance with plans and specifications of the City Engineer, a sidewalk, abutting said lots within 60 days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City of Salina shall proceed to construct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the Resolution was adopted as read and the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and it is numbered 2910. Carried. A letter was received from the Salina City Planning Commission, regarding Petition Number 2901 filed by Harry Banker for rezoning part of Block 1, Banker's Addition to Zone "E". Salina City Planning Commission recommends that the petition be denied. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the recommendation was -accepted and the Petition was denied. Carried. 1 1 A letter was received from the Salina City Planning Commission, regarding Petition Number 2912, filed by Stanley Nelson for the rezoning of the South 130 feet of Lots 1 and 2 in Atherton -Phillips Addition, and the South 130 feet of Lot 24 in Surveyor's Plat "G" to District "C". The Salina City Planning Commission recommends that the petition be appro On motion of Commissioner Stark, seconded by Commissioner Rundquist the recommendation was accepted and the rezoning was approved. Ordinance Passed :' 2 ( % b • Number: & City Manager reported on Petition Number 2917 requesting Street Lights at the corners of Jupiter and Neptune, Venus and Neptune, Jupiter and Hageman, and recommended that the street lights be approved. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the recommendation was accepted and the street lights were approved. Carried. City Manager reported on Petition Number 2918 requesting sidewalks on both sides of Willis Avenue from Hageman to Haskett. The petition has 25 property owners in the Precinct. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the petition was approve and a Resolution was introduced for first reading. Carried. Resolution Passed: �� �/' %� Number: On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the City Clerk was instructed to advertise for Gasoline Bids for the Central Garage, to be received on November 21, 1966. Carried. Petition Number 2919 was filed for 3 foot Curbside sidewalks along the West side of the 900 block of South Front Street and the North side of Republic from Front to and including the Slough Area. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the petition was referred to the City Manager to be checked. Carried. Petition Number 2920, was filed against the sidewalks on Willis Avenue between Haskett and Hageman. The petition was filed with Petition Number 2918. City Engineer filed Estimate Number 1 - Job 471 - Water Main - Brown and Brown, Inc. in the amount of $3,235.95. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the estimate was approved. Carried. City Engineer filed Estimate Number 12 - Job 453 - 0. D. Wilmoth Excavating Contractor - in the amount of $4,824.50. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the estimate was approved. Carried. "Dangerous Structures" report was filed on property at 1241 North Santa Fe, Lot 32, Block 23, Episcopal Military Institute Addition. A Resolution was introduced and passed entitled: "A RESOLUTION fixing a time and place and providing for Notice of Hearing before the Governing Body of The City of Salina, Kansas, at which the owner, his agent, Lienholders of Record and Occupants of Lot 32, Block 23; E.M.I. Addition, (1241 North Santa Fe) in said City may appear and show cause why such structures should not be condemned and ordered repaired or demolished as dangerous or unsafe structures." On motion of Commissioner Casebeer, seconded by Commissioner Stark, the Resolution was adopted as read and the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and it is numbered 2911. Carried. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the City was authorized to purchase a Leafloader for $2,790.00 from Victor L. Phillip Company. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell Casebeer, Rundquist, Stark (4).
