10-10-1966 Minutes1 1 1 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas October 10, 1966 Regular Meeting of the Board of Commissioners October 10, 1966. Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of October 3, 1966, were read and approved. A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and ordering certain sidewalk improvements, ordering preparation of plans and specifications, and the estimate of costs." On motion of Commissioner Stark, seconded by Commissioner Rundquist, the Resolution was adopted as read, and the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and it is numbered 2907. Carried. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the City Clerk !was authorized to take bids on October 31st, 1966 on the following bonds: Series CB -201 $1,100,000.00 1968 to 1987 City County Building '•, Series P-202 340,000.00 1968 to 1977 For Street improvements Series PK -203 150,000.00 1968 to 1977 Park Land and Costs, Jarvis Properlty ;Carried. A letter was received from the Salina City Planning Commission requesting the City to !initiate a Community Renewal Program study for Salina. City Commissioners to give it further 'study. Mayor reappointed James P. Mize to the Minimum Housing Board of Appeals for a 3 year term; 'with the approval of the City Commissioners. Petition Number 2909 was filed by Harry Banker for the replat of Lots 17 to 22, Block 4, Moose Addition. On motion of Commissioner Stark, seconded by Commissioner Rundquist the petition was referred to the Salina City Planning Commission. Carried. Petition Number 2910 was filed by Larry S. Gutsch for the platting of Country Club !Heights Addition Number 4. On motion of Commissioner Stark, seconded by Commissioner Rundquist the petition was referred to the Salina City Planning Commission. Carried. Petition Number 2911 was filed for drainage and resurfacing the 1000 block of North 5th 'Street. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the petition !was referred to the City Manager. Carried. Petition Number 2912 was filed by C. Stanley Nelson for the rezoning to "C" the South j130 feet of Lots 1 and 3 in Atherton -Phillips Addition and the south 135 feet of Lot 24, Surveyor's Plat "G". On motion of Commissioner Rundquist, seconded by Commissioner Stark !the petition was referred to the Salina City Planning Commission. Carried. A motion was made by Commissioner Stark, seconded by Commissioner Casebeer, to purchase 50 City Flags @ $6.75 each. Carried. Rev. Robert M. Rymph and others appeared asking the City Commission to set up a Cultural 'Art Board or Commission; and outlined some of the advantages and benefits to be accomplished. 'The Mayor, with the approval of the City Commissioners, asked the City Manager and City ;Attorney to check into the feasibility of such a Board or Commission. City Manager reported of receiving some complaints with regard to the raising of dogs in the City Limits. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist that the City Manager and the City Attorney check into the legal requirements and report. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation 'for the payment of certain claims." (bills) On motion of Commissioner Stark, seconded by Commissioner Rundquist, the ordinance was ;adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, 'iCasebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered A-1348. Carried. On motion of Commissioner Stark, the Board of Commissioners adjourned. H. E.
