COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM
Salina, Kansas
August 15, 1966
Regular Meeting of the Board of Commissioners August 15, 1966. Meeting was called
to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer,
Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded.
Commissioner Exline absent.
The minutes of the Regular Meeting of August 8, 1966 and Special Meeting of
August 11, 1966 were read and approved.
A resolution was introduced and passed entitled: "A resolution Authorizing
and ordering certain revisions in the 1967 published budget.
On motion of Commissioner Stark, seconded by Commissioner Casebeer, the
resolution was approved as read and the following vote was had; Ayes: Waddell,
Casebeer, Rundquist, Stark (4) Nays: (0) Commissioner Exline absent. Mayor
approved the resolution and it is Numbered 2886. Carried.
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, an
ordinance was introduced for making a levy of taxes for general revenue and other
purposed by the City of Salina, Kansas, for the year 1967. Carried.
Ordinance Passed: L-Z� ; r 9,10/ Number
No bids were received on the two Police cars for sale.
An ordinance was introduced for second reading entitled: "An ordinance
prohibiting the solicitation or sale of any merchandise upon the public streets
and alleys within the City of Salina, Kansas"
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the
j ordinance was approved as read and the following vote was had; Ayes: Waddell,
Casebeer, Rundquist, Stark (4) Nays: (0) Commissioner Exline absent. Mayor
approved the ordinance and it is Numbered 6930. Carried. Ordinance was introduced
for first reading August 15, 1966.
An ordinance was introduced for second reading entitled: "An ordinance levying
special assessments against certain property to pay the cost of abatement of nuisances."
On motion of Commissioner Stark, seconded by Commissioner Rundquist the ordinance
was approved as read and the following vote was had; Ayes: Waddell, Casebeer,
Rundquist, Stark (4) Nays: (0) Commissioner Exline absent. Mayor approved the
ordinance and it is Numbered 6931. Carried. Ordinance was introduced for first
reading August 15, 1966.
An ordinance was introduced for second reading entitled: "An ordinance levying
special assessments against certain property to pay the cost of disconnecting the
water service lines."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the
ordinance was approved as read and the following vote was had; Ayes: Waddell,
Casebeer, Rundquist, Stark (4) Nays: (0) Commissioner Exline absent. Mayor approved
the ordinance and it is Numbered 6932. Carried. Ordinance was introduced for first
reading August 15, 1966.
An ordinance was introduced for second reading entitled: "An ordinance levying
special assessments against certain property to pay the cost of cutting weeds on
certain lots and parts of lots and the parkways abutting thereon in the City of
Salina, Kansas."
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the
ordinance was approved as read and the following vote was had; Ayes: Waddell,
Casebeer, Rundquist, Stark (4) Nays: (0) Commissioner Exline absent. Mayor approved
the ordinance and it is Numbered 6933. Carried. Ordinance was introduced for first
reading August 15, 1966.
On motion of Commissioner Rundquist, seconded by Commissioner Stark an ordinance
was introduced for first reading for the vacation of easement in part of Lots 4 & 5
Block 6 Morningside Addition, Carried. /�

On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the City
Clerk was instructed to advertise for bids for water mains on Crawford from Choctaw
to Willow and on Penn from Elm to Riverside, bids to be received on August 29, 1966.
Job 471. Approved. Carried.
Petition number 2901 was filed by Harry Banker for the rezoning of 1300 Block of
West Crawford. (Commencing at the NW Corner of the West 100 ft. Block 1, Bankers Add.
thence S. 95 ft. for a place of beginning; thence S. 70 ft. thence east 100 ft. thence
N. 70,ft. thence West 100 ft. to the place of beginning.)
On motion of Commissioner Stark, seconded by Commissioner Casebeer the petition
was referred to the City Planning Commission. Approved.
Mutual termination agreement with Continental Oil Co. for aviation gasoline and
leasing of mobile fueling vehicle at the Municipal Airport. On motion of Commissioner
Rundquist, seconded by Commissioner Stark the agreement was approved.
A resolution was introduced and passed entitled: "A resolution requesting the
Board of County Commissioners of Saline County, Kansas, to hold annual tax foreclosure
sale"
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the
resolution was approved as read and the following vote was had; Ayes: Waddell,
Casebeer, Stark, Rundquist (4) Nays: (0) Commissioner Exline absent. Mayor approved
the resolution and it is Numbered 2887. Carried.
Hilton Inn change order M-1. E. K. Jenkins - Contract$451,091.00, Less$24,519.00
Revised Contract amount $426,572.00. On motion of Commissioner Rundquist, seconded
by Commissioner Casebeer the change order was approved.
City Commissioners authorized the City Manager to install lights at Hazel Court
and Greeley.
City Commissioners authorized the City Manager to present plans for Water Service
lines in Indian Rock Park.
Mayor Waddell with approval of the City Commission appointed Pat Bolen to serve
unexpired term of Otho Schmidt on Planning Commission; Lyle Floro was reappointed for
5 year term on Board of Appeals.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims." (Bills)
On motion of Commissioner Stark, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Waddell, Casebeer, Rundquist, Stark (4) Nays: (0) Commissioner Exline absent. Mayor
approved the ordinance and it is Numbered A1,341. Carried.
