August 8, 1966
Regular Meeting of the Board of Commissioners August 8, 1966. Meeting was called to
order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Rundquist,
Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent.
The Minutes of the Regular Meeting of August 1, 1966 were read and approved.
General Construction Work and Electrical Work Bids were received on Hilton Inn. On moti n
of Commissioner Stark, seconded by Commissioner Rundquist, the bids were referred to the
Board of Directors of Community Inn and Wilson and Shaver, Architects -Engineers, to report.
Carried.
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, an ordinance
was introduced for first reading prohibiting the solicitation or sale of merchandise upon
public streets. Carried.

introduced for first reading levying special assessments against certain property for the

City Manager reported on Petition Number 2900, for a street light at Fourth and Bond
Streets, and recommended that the street light be installed. On motion of Commissioner
Rundquist, seconded by Commissioner Casebeer, the street light was approved for installation.
Carried.
Petition to amend Ordinance Number 6895 for the control of fireworks was filed. On
motion of Commissioner Stark, seconded by Commissioner Rundquist, the petition was referred
to the City Attorney. Carried.
Gas Fitters Bond was filed for Harold Hajny. On motion of Commissioner Casebeer,
seconded by Commissioner Rundquist, the Bond was approved. Carried.
Renewal application for Merchant Police was filed for Paul J. Gestl. On motion of
Commissioner Rundquist, seconded by Commissioner Casebeer, the application was approved.
Carried.
Renewal application for Merchant Police was filed for Willie Beard. On motion of
Commissioner Rundquist, seconded by Commissioner Casebeer, the application was approved.
Carried.
On motion of Commissioner Stark, seconded by Commissioner Rundquist, renewal of
FAA Contract Number FA3-1556 at the Old Municipal Airport was approved, from July 1st and
to be terminated when the new Flight Service Station Facility is commissioned at Schilling.
Carried.
City Engineer filed an additional amount due on Final Estimate of Greeley Bridge - Job
462 - E. W. Blair - in the amount of $93.31. On motion of Commissioner Stark, seconded by
Commissioner Rundquist, the estimate was approved. Carried.
On motion of Commissioner Rundquist, the Board of Commissioners adjourned.

Present: Mayor Waddell, Commissioner Rundquist and Stark, City Manager N. D. Olson,
City Attorney L. 0. Bengtson. Caseber-rand Exline absent.
Meeting called for purpose of acting an the following Business:
The Flag Design Committee composed of Mrs. Glenn Branwell, Chairman and
Lewis Crawford and Herschel Logan, presented their report.
Steve Hgller 927 East Minneapolis was the winner of Salina's Flag Content.
It is a shield ----emblematic of the city's solidarity ---on a yellow
field representing wheat.
The red white and blue colors in the shield represent the three types
of government under which the city has grown.
The star in the shield represents the city's role as county seat, and the
lines radiating from the star are emblematic of the major highways which
serve Salina.
The three lines which divide the lower part of the shield represent the
three rivers of the Salina area.
The wheel represents Salinas pioneer past. The cog represents the city's
present industry and agriculture. The atomic symbol represents the city's
future.
Motion by Commissioner Stark and seconded by Commissioner Rundquist that
the report be accepted and that the design be Salina's Official Flag Design. Carried.

W. McGuire of Wilson -Shover presented the report on Bids of July 12th and
August 8th and both organizations recommended their approval as follows:

Agreements were signed by the Mayor on all of the above Contracts with a
contingency clause that the Series A Bonds in the amount of 1,500,000.00 will
be sold within 30 days.
City Attorney presented Contracts from AlNon and Company for purchase of
the Community Inn and Convention Center Revenue Bonds Series "A" in the amount
of 1,500,000.00 and accrued interests.
Motioned by Stark seconded by Rundquist, approved and authorize Mayor to Sign
City Attorney presented contract from J. J. Vanier for exchange of land for
600,000 Series "B" Community Inn and Convention Center Revenue Bond&.
Motioned by Commissioner Rundquist, seconded by Commissioner Stark -approved
and authorize' Mayor to Sign
