08-01-1966 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas August 1, 1966 Regular Meeting of the Board of Commissioners August 1, 1966. Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of July 25, 1966 were read and approved. On motion of Commissioner Casebeer, seconded by Commissioner Stark, consideration of the ordinance prohibiting solicitation or sale of merchandise upon the public streets, sidewalks, or alleys was tabled for one week. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE exempting property located within the Schilling Subdivision from taxation and levying a tax on such property in lieu of the taxes exempted." On motion of Commissioner Rundquist, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddel Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6929. Carried. Ordinance was introduced for first reading July 25, 1966. A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of paving improvements in certain districts and giving notice of such hearing." (Ellsworth Avenue from Santa Fe to 4th) On motion of Commissioner Stark, seconded by Commissioner Casebeer, the Resolution was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark, (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and it i numbered 2882. Carried. A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of curb, gutter, and paving improvements in certain districts and giving notice of such hearing." (Hamilton Avenue from 3rd to 4th) On motion of Commissioner Stark, seconded by Commissioner Casebeer, the Resolution was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and it is numbered 2883. Carried. A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of paving improvements in certain districts and giving notice of such hearing." (Montrose Street from South St. to Morrison Avenue On motion of Commissioner Stark, seconded by Commissioner Casebeer, the resolution was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and it is numbered 2884. Carried. On motion of Commissioner Rundquist, seconded by Commissioner Stark, General Constructi Work and Electrical Work Bids, taken for Hilton Inn on July 12, 1966, were rejected as they were over the Engineer's Estimate, and to readvertise for bids on General Construction Work and Electrical Work, as per Plans and Specifications filed for August 8, 1966 at 4:00 P. M. CST in the City Commission Room, City Hall, Carried. City Engineer filed Final Estimate - Job 449 - Brown and Brown, Inc. - in the amount of $500.00. On motion of Commissioner Stark, seconded by Commissioner Rundquist, the estimate was approved. Carried. City Engineer filed Partial Estimate Number 10 - Job 453 - 0. D. Wilmoth - in the amount of $24,357.11. On motion of Commissioner Rundquist, seconded by Commissioner Stark the estimate was approved. Carried. City Engineer filed Final Estimate - Job 462 - E. W. Blair - Greeley Bridge - in the amount of $4,955.44. On motion of Commissioner Stark, seconded by Commissioner Rundquist, the estimate was approved. Carried. City Engineer filed Final Estimate - for Tennis Courts - Brown and Brown, Inc. - in the amount of $1,689.52. On motion of Commissioner Stark, seconded by Commissioner Rundquist the estimate was approved. Carried. City Engineer filed Partial Estimate Number 1 - Job 460 - Brown and Brown, Inc.,- in the amount of $20,645.61. On motion of Commissioner Stark, seconded by Commissioner RundquiEt the estimate was approved. Carried. City Engineer filed Final Estimate - Job 462 - E. W. Blair - Greeley Bridge - in the amount of $4,955.44. On motion of Commissioner Stark, seconded by Commissioner Rundquist, the estimate was approved. Carried. A letter was received from Donald Tucker for Gas Tax Refund of $180.52 for period from April 1, 1966 to July 1, 1966. On motion of Commissioner Stark, seconded by Commission r Rundquist, the Gas Tax Refund was approved. Carried. A Gas Fitters Bond for Wichita Burner Company, Inc. was filed. On motion of Commission r Rundquist, seconded by Commissioner Casebeer, the bond was approved. Carried. City Manager submitted a Contract with the Army for Fire Protection at Schilling (Capehart Housing). On motion of Commissioner Stark, seconded by Commissioner Rundquist, the Mayor was authorized to sign, after the Legal Department has checked it over. Carried. The Salina Airport Authority submitted Resolution and then 1966 and 1967 Budget asking for 3 mill levy. 1.5 mills for operating and 1.5 mills for No Fund Warrants. A Resolution was introduced and passed entitled: "BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That the proposed Budget of the Salina Airport Authority for the Airport Revolving Fund in the amount of $89,387.00 and the No -Fund Warrant Fund in the amount of $89,387.00 be and the same is hereby approved." On motion of Commissioner Stark, seconded by Commissioner Rundquist, the Resolution was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and it is numbered 2885. Carried. Mr. Dave Zook of the Salina Recreation Commission was present and invited the Commissioners and others to the 19th Lantern Parade at Municipal Pool, August 2nd, at 7:30 P. M. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered A-1339. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4).
