COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS' ROOM
Salina, Kansas
July 11, 1966
Regular Meeting of the Board of Commissioners July 11, 1966. Meeting was called to
order by Mayor Waddell, the roll was called and Commissioners Waddell, Exline, Rundquist,
Stark,.City Attorney Bengtson, and City Manager Olson responded. Commissioner Casebeer
absent.
The Minutes of the Regular Meeting of June 27, 1966 were read and approved.
An ordinance was introduced for second reading entitled: "AN ORDINANCE prohibiting
the solicitation or sale of any merchandise upon the public streets, sidewalks, and alleys
within the City of Salina, Kansas." j
On motion of Commissioner Stark, seconded by Commissioner Rundquist, the ordinance
will be held over for one week. Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for
the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
On motion of Commissioner Rundquist, seconded by Commissioner Stark, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Waddell, Exline, Rundquist, Stark (4). Nays: (0). Commissioner Casebeer absent. Mayor
approved the ordinance and it is numbered 6926. Carried. Ordinance was introduced for
first reading June 20, 1966.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for

approved the ordinance and it is numbered 6927. Carried. Ordinance was introduced for
first reading June 20, 1966.
On motion of Commissioner Exline, seconded by Commissioner Stark, an ordinance was
introduced for first reading for the inclusion of the Schilling property within the City
Limits. Carried.

On motion of Commissioner Exline, seconded by Commissioner Stark, the Mayor was
authorized to sign the Community Shelter Plan Contract with consulting engineers. Carried.!
On motion of Commissioner Exline, seconded by Commissioner Stark, the City Clerk was
instructed to advertise for bids for Hilton Inn furniture and kitchen equipment to be
received at 1:00 o'clock P. M., CST, July 19, 1966, at City Hall. Carried.
Petition Number 2898 was filed by Gibson Discount Center for a street light at the
intersection of Chicago and Spruce Streets. The street light was recommended by the
City Manager. On motion of Commissioner Exline, seconded by Commissioner Rundquist, the
street light was approved for installation. Carried.
On motion of Commissioner Exline, seconded by Commissioner Stark, the Mayor was
authorized to sign the water contract between the City and Elks Lodge #718. Carried.
City Engineer filed Partial Estimate Number 5 - Job 458 - 0. D. Wilmoth - in the
amount of $1,500.71. On motion of Commissioner Exline, seconded by Commissioner Stark,
the estimate was approved. Carried.
City Engineer filed Partial Estimate Number 9 - Job 453 - 0. D. Wilmoth - in the
amount of $23,585.62. On motion of Commissioner Exline, seconded by Commissioner Stark,
the eatimate was approved. Carried.
City Engineer filed Partial Estimate Number 4 - Job 452 - Catherman Construction -
in the amount of $22,207.83. On motion of Commissioner Exline, seconded by Commissioner
J Stark, the estimate was approved. Carried.
Cereal Malt Beverage license application was filed by Curtis McDaniel for 105 North
Broadway. On motion of Commissioner Exline, seconded by Commissioner Stark, the.license
was approved. Carried.
A letter was received from Jay Alley and Company concerning the use of present
Municipal Airport. On motion of Commissioner Stark, seconded by Commissioner Rundquist,
the City Commission does not wish to approve any lease at this time for private use of
present Municipal Airport. Carried.
Mr. Hobbs appeared regarding the lease of Indian Rock Park land to plant alfalfa.
After discussion regarding the payment of taxes by the City and what Mr. Hobbs could afford
to pay; decision at this time was not to lease it for this purpose. Carried.
City Attorney was instructed to draw up an ordinance regarding taxes, etc. for
Schilling property being taken into the City limits.
Mayor made the following appointments with the approval of the City Commission:
Mayor Waddell and Commissioner Stark to City -County Building Authority.
William Wrigley appeared regarding fire at his residence. He was referred to the
City Manager.

On motion of Commissioner Exline, seconded by Commissioner Stark, the Ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Waddell,
Exline, Rundquist, Stark (4). Nays: (0). Commissioner Casebeer absent. Mayor approved
the ordinance and it is numbered A-1334. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation
for the payment of certain claims." (payroll)
On motion of Commissioner Stark, seconded by Commissioner Exline, the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Waddell,
Exline, Rundquist, Stark (4). Nays: (0). Commissioner Casebeer absent. Mayor approved
the ordinance and it is numbered A-1335. Carried.

On motion of Commissioner Exline, seconded by Commissioner Stark, the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Waddell,
Exline, Rundquist, Stark (4). Nays: (0). Commissioner Casebeer absent. Mayor approved
the ordinance and it is numbered A-1336. Carried.
