06-20-1966 Minutes,) yn ,� �, COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas June 20, 1966 Regular Meeting of the Board of Commissioners June 20, 1966. Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioners Exline and Rundquist absent. The Minutes of the Regular Meeting of June 13, 1966 were read and approved. An ordinance was introduced for second reading entitled: "AN ORDINANCE adopting the 1965 Edition of the National Electrical Code, amending Section 8-510 of the Code of the City of Salina, Kansas, 1960, repealing said original section." On motion of Commissioner Stark, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Stark (3). Nays: (0). Commissioners Exline and Rundquist absent. Mayor approved the ordinance and it is numbered 6923. Carried. Ordinance was introduced for first reading June 13, 1966. An ordinance was introduced for second reading entitled: "AN ORDINANCE adopting the 1965 Edition of the Standard Fire Prevention Code, amending Section 12-101 of the Code of the City of Salina, Kansas, 1960, and repealing the original section." On motion of Commissioner Casebeer, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Stark (3). Nays: (0). Commissioners Exline and Rundquist absent. Mayor approved the ordinance and it is numbered 6924. Carried. Ordinance was introduced for first reading June 13, 1966. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby alopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Stark, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Stark (3). Nays: (0). Commissioners Exline and Rundquist absent. Mayor approved the ordinance and it is numbered 6925. Carried. Ordinance was introduced for first reading June 6, 1966. A letter was received from the City Planning Commission concerning Petition Number 2892. The City Planning Commission recommends the approval of the rezoning of Lots 21 and 23, Block 1, Wellington Addition to District "F". On motion of Commissioner Casebeer, seconded by Commissioner Stark, the recommendation was accepted and the rezoning was approved, and the Rezoning Ordinance was introduced for first /reading. Carried. % Ordinance Passed: ( �i b `? Number: lCj Z. A letter was received from the City Planning Commission concerning Petition Number 2893. The City Planning Commission recommends the approval of the rezoning of Lots 3 to 10, inclusive, in Block 8, Replat of Lots 1 to 15, Garden Home Addition to District "DD". On motion of Commissioner Stark, seconded by Commissioner Casebeer, the recommendation was accepted and the rezoning was approved, and the Rezoning Ordinance was introduced for first reading. Carried. 11 Ordinance Passed: l Y Number: A report was received from the City Manager concerning Petition Number 2895, for an opening from the parking lot on South 7th Street (200 block) to the alley between 7th and Santa Fe. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the cut in the alley was approved, and the City Manager is to determine the actual location. Carried. City Engineer filed Final Estimate - Job 464 - Demolition of Buildings - Bob Smith Salvage Company - in the amount of $2,662.50. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the estimate was approved. Carried. Petition Number 2896 was filed by Yale Davis, for the concrete paving Cf Ellsworth Ave. from Santa Fe Avenue to Fourth Street. On motion of Commissioner Casebeer, seconded by Commissioner Stark, the petition was referred to the City Manager. Carried. A request was received from Rounds and Porter Company to have a railroad run a spur track across North Street. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the track crossing was approved, subject to the proper guarantees by the owner to pay for the crossing of the street. Carried. 1 FJ 1 J a 6 1 W Petition Number 2897 was filed for the installation of a mercury vapor white way system along Crawford Street from Broadway to the I-35 interchange. On motion of Commissionr Stark, seconded by Commissioner Casebeer, the petition was referred to the City Manager. Carried. An application for Cereal Malt Beverage license was filed by Oscar Dale Martinson for 908 East North Street. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the application was referred to the City Manager and Legal Department for checking. Carried. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the Mayor was authorized to sign the certificate for the acceptance of a B-47 from the U. S. Air Force. Carried. Commissioner Casebeer brought up the subject of stopping vending on the streets, and the subject was referred to the City Attorney to check up and report. Carried. i, Mayor Waddell brought up the subject of a City Flag, and that during the week Contest Rules would be set up and a committee appointed to pass on diagrams submitted to the City Manager's Office. Mention was made of July 4th and the Freedom Bell and the Mayor stated that not only the City should participate but all organizations of Salina. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." On motion of Commissioner Stark, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Stark, (3). Nays: (0). Commissioners Exline and Rundquist absent. Mayor approved the ordinance and it is numbered A-1333. Carried. On motion of Commissioner Casebeer, the Board of Commissioners adjourned. 1 H.
