06-06-1966 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas June 6, 1966 Regular Meeting of the Board of Commissioners June 6, 1966. Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Exline, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of May 23, 1966 were read and approved. A letter was received from the City Planning Commission, concerning Petition Number 2889. The City Planning Commission recommended the denial of the rezoning of the North 205 feet of the West 100 feet of Block 9, Riker Addition from District "DD" to District "D" On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the recommendation was accepted and the petition was denied. Carried. A letter was received from the City Planning Commission concerning Petition Number 2890. The City Planning Commission recommends the approval of the rezoning of Lots 8, 10, and 12, Block 4, E. M. I. Addition from District "B" to District "C". On motion of Commissioner Stark, seconded by Commissioner Exline, the recommendation was accepted and the rezoning was approved, and the Rezoning Ordinance was introduced for first reading. Carried. Ordinance Passed: Number: —7 Charter Ordinance Number Three was introduced for second reading entitled: "A Charter Ordinance exempting the City of Salina, Kansas, from K. S. A. 79-1951 and providing substitute and additional provisions on the same subject; Authorizing and limiting tax levies in any one year on each dollar of assessed tangible valuation and prescribing an aggregate limit for all city wide tax levies; amending Charter Ordinance No. 1 of the City of Salina, Kansas, and repealing said original Charter Ordinance." j On motion of Commissioner Rundquist, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: ! Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered Charter Ordinance Number Three. Carried. On motion of Commissioner Exline, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). An ordinance was introduced and passed entitled: "AN ORDINANCE repealing ordinance numbers 6911 and 6912. " On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered 6920. Carried. On motion of Commissioner Stark, seconded by Commissioner Exline, an ordinance was introduced for first read ig for $1,500,000.00 Industrial Revenue Bonds Series A. Carried. Ordinance Passed: Number: �(7 On motion of Commissioner Stark, seconded by Commissioner Exline, an ordinance was introduced for first reading for $600,00/0.00 Industrial Revenue Bonds Series B. Carried. Ordinance Passed: to Number: On motion of Commissioner Stark, seconded by Commissioner Rundquist, the By -Laws for Salina Airport Authority were approved. Carried. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the Mayor was authorized to execute the option agreement for the application to purchase Jarvis Lake Property. Approved and Carried. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the Mayor was authorized to sign the contract with golf course architect (Floyd Farley) for design of proposed golf course. Approved and Carried. A Resolution was introduced and passed entitled: "A RESOLUTION pertaining to the filing of a petition with the Board of County Commissioners of Saline County, Kansas, requesting that said Board of County Commissioners make a finding as to the advisibility annexing certain territory to the City of Salina, Kansas." On motion of Commissioner Exline, seconded by Commissioner Casebeer, the Resolution was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark. (5). Nays: (0). Mayor approved the resolution and it is numbered 2879. Carried. Fees for Home Care Services to be administered by Salina -Saline County Health Dept was submitted for consideration. On motion of Commissioner Stark, seconded by Commissioner Rundquist, the fees for Home Care Services were approved. Carried. Petition Number 2894 was filed, for completion of a sidewalk on the north side of Lots 1 and 2, Block 6, Fairview Addition. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the petition was referred to the City Manager to be checked. Carried. Merchant Police Application was filed by Clarence M. Smith. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the application was approved. Carried. Cereal Malt Beverage License was filed by Larry D. Lawler for the Brown Derby at 437 North 3rd Street. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the application was approved. Carried. Change of Address application was filed by Lloyd W. Holmgren for beer license at 1200 South Santa Fe Avenue. On motion of Commissioner Exline, seconded by Commissioner Stark, the change of address for the beer license was approved. Carried. City Engineer filed Partial Estimate Number 8 - Job 453 - 0. D. Wilmoth - in the amount of $13,579.27. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the estimate was approved. Carried. City Engineer filed Partial Estimate Number 4 - Job 458 - 0. D. Wilmoth - in the amount of $8,915.23. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the estimate was approved. Carried. City Engineer filed Partial Estimate Number 3 - Job 452 - Catherman Construction Co., in the amount of $22,899.27. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the estimate was approved. Carried. City Engineer filed Partial Estimate Number 1 - Job 462 - E. W. Blair, Inc., in the amount of $13,197.60. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the estimate was approved. Carried. Mr. Charles Waeckerle appeared with regard to the Elks Lodge #718 about getting city water out to the Elks Golf Course and Swimming Pool. Motion was made by Commissioner Exline, seconded by Commissioner Stark that the City Manager and City Attorney work with the representatives of the Elks Lodge on terms and conditions necessary for such a water line and present the terms to the City Commission for approval. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (Bills) On motion of Commissioner Exline, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5).
