05-23-1966 Minutes1 1 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas May 23, 1966 Regular Meeting of the Board of Commissioners May 23, 1966. Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Exline, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of May 16, 1966 were read and approved. Bids were received on 5 new Police Cars: Long McArthur, Inc. $10,444.05 Marshall Motor Company, Inc. 10,620.00 Jim Sullivan Chevrolet 10,810.75 Peterson Pontiac, Inc. 12,978.20 On motion of Commissioner Exline, seconded by Commissioner Casebeer, the bid was awarded to Long -McArthur, Inc. in the amount of $10,444.05. Carried. Bids were received on new City Manager Car: Sid Bacon Motor Company $ 2,796.15 Marshall Motor Company, Inc. 2,923.00 Peterson Pontiac, Inc. 2,840.90 On motion of Commissioner Rundquist, seconded by Commissioner Stark, the bid was awarded to Sid Bacon Motor Company, in the amount of $2,796.15. Carried. Bids were received on Job 466, Painting of the Water Tank in Sunset Park: Maguire Iron Preserving Company, Inc. P.O.Box 169, Sioux Falls, South Dakota $ 6,565.00 Mid West Tank and Reservoir Service 915 East Jefferson, P.O.Box 362, Pittsburg, Kansas $ 8,595.00 On motion of Commissioner Stark, seconded by Commissioner Exline, the bid was awarded to Maguire Iron Preserving Company, Inc, in the amount of $6,565.00. Carried. Bids were received on the sale of real estate at the corner of Highland and Prescott. J. E. Foley $12,500.00 On motion of Commissioner Exline, seconded by Commissioner Stark the bid of J. E. Foley, in the amount of $12,500.00 was accepted, providing a pay plan can be worked out satisfactorily with the City Attorney and Commissioners. Carried. A letter was received from the City Planning Commission, concerning Petition Number 2886. The City Planning Commission recommends the approval of the Subdivision Plat of Meadowlark Acres Addition. On motion of Commissioner Stark, seconded by Commissioner Rundquist, the recommendation was accepted and the Subdivision Plat was approved, and the Mayor was authorized to sign the Plat. Carried. i A letter was received from the City Planning Commission, concerning Petition Number 2888. The City Planning Commission recommends the approval of the Rezoning of Lots 5, 7, 9, 11, and the North 45 feet of Lots 1 and 3 and the East 38 feet of Lots 13 and 15, all in Atherton -Phillips Addition and the North 45 feet of the South 180 feet of Lot 24, Surveyor's Plat "G" to District "C" Apartment District. On motion of Commissioner Rundquist, seconded by Commissioner Exline, the recommendation was accepted and the rezoning was approved, and the Rezoning Ordinance was introduced for first reading. Carried. Ordinance Passed: Number: i A letter was received from the Joint City -County Civil Defense Agency recommending consultant engineering firm for Community Shelter Plan Survey. On motion of Commissioner Exline, seconded by Commissioner Rundquist, the recommendation was accepted and approved. Carried. Fred Littooy was present and outlined Contract with First Securities Company of Kansas, Inc. for a feasibility study and issuance of Revenue Bonds for Municipal Golf Course. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the Mayor was authorized to sign the contract. Carried. On motion of Commissioner Rundquist, seconded by Commissioner Exline, the City Clerk was authorized to advertise for bids for Diesel Fuel to be received on June 13, 1966. Carried. ,)`- A ,� 04 The Mayor signed a proclamation presented by Veterans of Foreign Wars, proclaiming Poppies Day, May 28, 1966. Affidavit was filed by Donald L. Tucker for a refund of gasoline tax in the amount of $174.11 for the period of January 1, 1966 to April 1, 1966. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the refund was approved. Carried. Plumbers and Gas fitters Bond was filed for Stanley F. Sampson. On motion of Commissioner Exline, seconded by Commissioner Stark, the bond was approved. Carried. Petition Number 2893 was filed by Mowery Clinic Building, Inc. for the rezoning of Lots 3 to 10, Block 8, Replat of Lots 1 to 15, Garden Home Addition, to "DD". On motion of Commissioner Exline, seconded by Commissioner Stark, the petition was referred to the Salina City Planning Commission. Carried. Gypsum Hill Cemetery Perpetual Care Trust Deed was filed for the care of the South Half of Lot 45, Block 5, On motion of Commissioner Stark, seconded by Commissioner Exline, the Trust Deed was approved. Carried. Also for North z Lot 57, Block 6. On motion of Commissioner Stark, seconded by Commissioner Exline, Charter Ordinance Number 3, was introduced for First Reading for a 20 mill limit in General Operating Fund. Carried. Ordinance Passed: Number: Commissioners agreed that the Ohio Street Railroad crossing signs are to be removed. City Engineer filed Plans and Specifications for Job 463, required by Resolution Number 2878. On motion of Commissioner Exline, seconded by Commissioner Stark the Plans and Specifications were accepted and approved. Carried. On motion of Commissioner Rundquist, the Board of Commissioners adjourned. No meeting today because of Legal H< H. E. Peterson, City Clerk
