05-09-1966 MinutesJ 1 Yr+�y a`J _S - COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM SALINA, KANSAS May 9, 1966 Regular Meeting of the Board of Commissioners May 9, 1966. Meeting was called to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer, Exline, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of May 2, 1966 were read and approved. Bids were received for gasoline supply at Central Garage for six months. The bids were opened and tabulated by the City Clerk. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the bid was awarded to Hi -Quality Lo -Cost Service Stations as low bidder for the six months period beginning May 10, 1966. (Regular 11.20, Ethyl 12.18) Carried. A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and orderings certain street, sewer and water main improvements, ordering preparation of plans and I i specifications, and the estimate of costs." Urban Renewal Project # 1 On motion of Commissioner Rundquist, seconded by Commissioner Stark, the Resolution was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Exline, Rundquist, Stark (5). Nays: (0). Mayor approved the Resolution and it is numbered 2878. Carried. City Manager reported on a letter from Salina Inc. concerning extension of a sewer line; along Water Well Road west of the UPRR tracks. On motion of Commissioner Exline, seconded by Commissioner Stark the report was accepted. Carried. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the City Clerk was instructed to advertise for bids for the sale of City property at the corner of Highland; j and Prescott, to be received on May 23, 1966. Approved. Carried. City Manager reported on Petition Number 2885 for street lights at Flemco Trailer Court,' and recommended the street lights be installed. On motion of Commissioner Exline, seconded by Commissioner Stark, the petition was approved. Carried. Cereal Malt Beverage license application was filed by W. M. VanNess for Rex Smoker at 150 North Santa Fe Avenue. On motion of Commissioner Exline, seconded by Commissioner Rundquist, the application was approved. Carried. Cereal Malt Beverage license application was filed by Beulah M. St.Clair for Elbow Inn at 311 East Pacific. On motion of Commissioner Exline, seconded by Commissioner Rundquist, the application was approved. Carried. Concrete Construction Bond was filed by Bradley Building Company, Inc. On motion of Commissioner Casebeer, seconded by Commissioner Stark the bond was approved. Carried. Petition Number 2891 was filed by Delmer L. Ayre for a street light at the corner of McAdams Road and Moundview Avenue. On motion of Commissioner Casebeer, seconded by Commissioner Stark, the petition was referred to the City Manager to be checked. Carried. City Engineer filed Partial Estimate Number 7 - Job 453 - D. Wilmoth - in the amount of $2,258.25. On motion of Commissioner Rundquist, seconded by Commissioner Exline the estimate was approved. Carried. On motion of Commissioner Stark, seconded by Commissioner Exline, the City Manager was approved to purchase six Police Cars. Carried. City Manager and City Attorney reported on Plumbing Code. Mr. Gage and others were present. The City Attorney outlined a number of changes from the point of the City. On motion of Commissioner Casebeer, seconded by Commissioner Exline the Plumbing Code was approved for inclusion in The Code with these changes. Carried. On motion of Commissioner Stark, seconded by Commissioner Rundquist, 330 angle parking was approved in front of Unclaimed Freight business on West Crawford. Carried. Discussion was had regarding "Mayors Proclamations". On motion of Commissioner Stark, seconded by Commissioner Casebeer, the matter was tabled for one week. Carried. Mayor made the following appointment with the approval of the City Commissioners. Lyle Floro to fill unexpired term of Ray Haggart, who resigned, to the Building Board of Appeals, to August 17, 1966.
