05-02-1966 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas May 2, 1966 Regular Meeting of the Board of Commissioners May 2, 1966. Meeting was called to order by Mayor Waddell., the roll was called and Commissioners Waddell, Casebeer, Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of April 25, 1966 were read and approved. Hearing was held, as required by Resolution Number 2873, on Job 463 for street and sewer improvements on Ash, Ninth, Elm and Seventh Streets for Urban Renewal Project Number 1 There were no protests filed, written or oral. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist that the hearings be adjourned. Carried. A Resolution was introduced and passed entitled: "A RESOLUTION determining the advis- ability of certain street, sewer and water main improvements, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment and apportioning the cost between the improvement district and the City at Large." I On motion of Commissioner Casebeer, seconded by Commissioner Stark, the resolution I was adopted as read and the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark, (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and it is numbered 2877. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Brown and Brown, Inc., for the construction of certain 1 improvements in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6916. Carried. Ordinance was introduced for first reading April 25, 1966 A letter was received from the Salina City Planning Commission recommending the approval jof Schilling Subdivision Plat. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the recommendation was accepted and the Plat was approved, and the Mayor signed the Plat. Carried. Mr. Gage and others were present regarding the Plumbing Code; they gave a copy to the City Attorney and City Manager to report at next meeting, May 9th. Petition Number 2889 was filed by Equitable Investment Company for the rezoning of the North 205 feet of the West 100 feet of Block 9, Riker Addition (Crawford and Roach) On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the petition was referred to the City Planning Commission. Carried. ' I { City Engineer filed partial Estimate Number 2 - Job 452 - Westport Exchange Addition - Catherman Construction Company - in the amount of $11,276.33. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the estimate was approved. Carried. Plumber and Gas Fitter Bond was filed by Mid America Steel Castings Inc. On motion of Commissioner Stark, seconded by Commissioner Rundquist, the bond was approved. Carried. Electricians Bond was filed by William F. Pratt d/b/a B & W Electrical Contractors Inc'. On motion of Commissioner Stark, seconded by Commissioner Casebeer, the bond was approved. Carried. Gas Fitters Bond was filed by William F. Pratt d/b/a B & W Electrical Contractors Inc, On motion of Commissioner Stark, seconded by Commissioner Casebeer, the bond was approved. Carried. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the City Clerk { was instructed to advertise for bids. Painting 500,000 Gallon Water Tank. Job 466. Carried. i i City Engineer filed partial Estimate Number 3 - Job 458 - Wilmoth Excavating Contractor - in the amount of $70,741.03. On motion of Commissioner Stark, seconded by Commissioner Rundquist, the estimate was approved. Carried. Petition Number 2890 was filed by W. H. League for rezoning Lots 8, 10, 12, Block 4, E. M. I. Addition. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the petition was referred to the Salina City Planning Commission. Carried. f 6 4 i f f Minutes of May 2, 1966 - Continued Mayor made the following appointments with the approval of the City Commissioners: Plumbers Examining Board: Robert Lange - reappointed - to May 1, 1967. Clifford Johnson - reappointed - to May 1, 1967 (Master) Robert Kastner - appointed to succeed Raymond Snead - to May 1, 1967 (Journeyman) Public Welfare Board: Eugene Revels - appointed to succeed Earl Morgan - to May 21, 1971 Salina City Planning Commission: D. A. Norris - appointed to succeed C. A. Brooks - to May 1, 1969 Gilbert Wenger - reappointed to May 1, 1969 Zoning Board of Appeals: Leonard Wood - reappointed - to May 8, 1969 John Sabin - appointed to succeed Raymond Haggart - to May 8, 1968. *** A motion was made by Commissioner Stark, seconded by Commissioner Rundquist that the median strip be removed from Santa Fe Avenue north of South Street. Carried. City Manager reported on the following: Two shelter houses to be installed, one at Sunset Park and the other in Oakdale Park. (The materials were purchased in the 1965 budget) On motion of Commissioner Stark, seconded by Commissioner Rundquist the shelter houses were approved. Carried. Can rebuild the four tennis courts in Oakdale Park for approximately $8,500 to $9,000. On motion of Commissioner Rundquist, seconded by Commissioner Stark, the work was approved and authorized to proceed. Carried. Mentioned letter from officer at Capehart Housing in Schilling Manor regarding the Dog problem, and the possible need to put on another man and pickup. The Commissioners were of the opinion that he should try to work out something if possible. An ordinance was introduced and passed entitled : "AN ORDINANCE Making an appropriation for the payment of certain claims." (bills) On motion of Commissioner Stark, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered A-1326. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Waddell, Casebeer, Rundquist, Stark (4).
