COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS' ROOM
Salina, Kansas
April 25, 1966
Regular Meeting of the Board of Commissioners April 25, 1966. Meeting was called
to order by Mayor Waddell, the roll was called and Commissioners Waddell, Casebeer,
Rundquist, Stark, City Attorney Bengtson and City Manager Olson responded. Commissioner
I Exline absent.
The Minutes of the Regular Meeting of April 18, 1966 were read and approved.
Bids were received on Engineering Jobs 460 and 461.
Brown and Brown, Inc. $76,350.75
0. D. Wilmoth Excavating Contractor $86,236.25
Engineer's Estimate $88,137.50
On motion of Commissioner Stark, seconded by Commissioner Casebeer, the bid was
awarded to Brown and Brown, Inc., as the low bidder. Carried.
On motion of Commissioner Stark, seconded by Commissioner Casebeer, the contract
ordinance for Jobs 460 and 461, was introduced for first reading. Carried.
Ordinance Passed: Number: l
An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing
and providing for the revision and codification of the General Ordinances of the City of
Salina, Kansas, and of the publication of said revision and codification."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Waddell, Casebeer, Rundquist, Stark (4). Nays: (0). Commissioner Exline absent. Mayor
approved the ordinance and it is numbered 6915. Carried. Ordinance was introduced for
first reading April 18, 1966.
A letter was received from the Salina City Planning Commission recommending the
Open -Space Acquisition and Development plans for Jarvis Lake Property. On motion of
Commissioner Rundquist, seconded by Commissioner Stark, the recommendation was accepted
and approved. Carried.
A Resolution was introduced and passed entitled: "A RESOLUTION authorizing the
f filing of an application for grant from the United States Government to acquire Open -
Space Land under the provisions of Title VII of the Housing Act of 1961."

On motion of Commissioner Stark, seconded by Commissioner Casebeer, the Resolution
was approved as read and the following vote was had: Ayes: Waddell, Casebeer, Rundquist,
Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and
it is numbered 2875. Carried.

A Plat was filed for Schilling Sub -division. On motion of Commissioner Casebeer,
seconded by Commissioner Rundquist, the Plat was referred to the Salina City Planning
Commission. Carried.
A Resolution was introduced and passed entitled: "A RESOLUTION approving that
certain agreement dated April 12, 1966, by and between the Urban Renewal Agency of
Salina, Kansas, City of Salina, Kansas, Board of Commissioners of Saline County, Kansas,
Unified School District Number 305, Saline County, Kansas, and Saline County -City
Building Authority and Salina Library Board."
On motion of Commissioner Stark, seconded by Commissioner Rundquist, the Resolution
was approved as read and the following vote was had.: Ayes: Waddell, Casebeer, Rundquist,
Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and
it is numbered 2876. Carried.
Cereal Malt Beverage License application was filed by Charles T. Swedenburg for
Hi Way Sundries at 901 North Ninth Street. (package only). On motion of Commissioner
Rundquist, seconded by Commissioner Casebeer, the license was approved. Carried.
Cereal Malt Beverage License application was filed by Varvel D. Draper for The Cat
at 121 East Walnut. On motion of Commissioner Rundquist, seconded by Commissioner
Casebeer, the license was approved. Carried.
Cereal Malt Beverage License application was filed by Doris Meckling for Mickey's
Pool Hall at 502 North 3rd Street. On motion of Commissioner Rundquist, seconded by
Commissioner Casebeer, the license was approved. Carried.
Petition Number 2887 was filed by Harry Banker for the rezoning to "D". Lots 2 & 6,
Block 6; Lot 13, Block 5; Lots 17 to 22, Block 4, all in Moose Addition. On motion of
Commissioner Casebeer, seconded by Commissioner Rundquist, the petition was referred
to the Salina City Planning Commission. Carried.

On motion of Commissioner Stark, seconded by Commissioner Casebeer, the City Clerk
was instructed to advertise for Gasoline Bids for the Central Garage, to be received on
May 9, 1966. Carried.
Petition Number 2888 was filed for the rezoning of certain property in Atherton -
Phillips Addition and Plat "G". On motion of Commissioner Stark, seconded by Commissioner
Rundquist, the petition was referred to the Salina City Planning Commission. Carried.
Mayor made the following appointments with the approval of the City Commissioners:
Allen R. Dodge -reappointed to Airport Authority for 3 year term to April 26, 1969.
Edward H. Bell -reappointed to Airport Authority for 3 year term to April 26, 1969.
Robert R. Hansmann-reappointed to Library Board for 4 year term to April 30, 1970.
C. Stanley Nelson -reappointed to Library Board for 4 year term to April 30, 1970.
Jim T. Knight -reappointed to Memorial Stadium Baseball Park Committee for 3 year
term to April 3, 1969.
On motion of Commissioner Stark, the Board of Commissioners adjourned.
