April 11, 1966
Regular Meeting of the Board of Commissioners April 11, 1966. Meeting was called to
order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline,
Rundquist, Waddell, City Attorney Bengtson and City Manager Olson responded.
The Minutes of the Regular Meeting of April 4, 1966, were read and approved.
Bids were received on the demolition of buildings in Centennial Park. On motion of
Commissioner Rundquist, seconded by Commissioner Casebeer, the bid was awarded to Bob Smith
Salvage Company, Box 223, Solomon, Kansas, in the amount of $2,662.50. Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for
the paving and grading of Greeley Avenue with concrete (Thirty-three (33) feet wide from
back of curb to back of curb) from Kenwood Avenue to the present paving at Hazel Court,
the same being an intervening connecting street; paving and grading of Dover Drive with

concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the south
line of Teakwood Street to the south line of Westwood Road, the same being an intervening
connecting street; the paving and grading of Diamond Drive with concrete (Thirty-three (33)
feet wide from back of curb to back of curb) from the west line of Ninth Street (Highway
US 81) to the West City Limits; paving and grading of the Alley First East of Santa Fe
Avenue with concrete (Ten (10) feet wide from edge of concrete to edge of concrete) from
the south line of Crawford Avenue to the north line of Bond Street; and providing for the
payment of the cost thereof, and how the same shall be assessed and the manner of the
payment of the cost thereof."
On motion of Commissioner Rundquist, seconded by Commissioner Waddell, the Ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance
and it is numbered 6914. Carried. Ordinance was introduced for first reading April 4, 196f.
City Engineer filed Plans and Specifications on Job 461, as required by Resolution
Number 2867. (Improvements on Elmhurst Boulevard). On motion of Commissioner Casebeer,
seconded by Commissioner Rundquist, the Plans and Specifications were accepted and approved.
Carried.
A Resolution was introduced and passed entitled: "A RESOLUTION authorizing the
execution of an agreement between the City of Salina, Kansas, and the Corps of Engineers
relative to the development of a Community Shelter Plan."
On motion of Commissioner Waddell, seconded by Commissioner Exline, the Resolution
was adopted as read, and the following vote was had: Ayes: Stark, Casebeer, Exline,
Rundquist, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered
2871. Carried.
A Resolution was introduced and passed entitled: "A RESOLUTION approving an agreement
between the City of Salina, Kansas, and the United States Government relative to the
operation of the Water and Sewage Facilities at Schilling Air Force Base."
On motion of Commissioner Waddell, seconded by Commissioner Exline, the Resolution
was adopted as read, and the following vote was had: Ayes: Stark, Casebeer, Exline,
Rundquist, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered
2872. Carried.
Petition Number 2883 was filed by A-E Investment Company for the Rezoning to District
"C". Lots 1, 2, 3, 4, Block 19, Key Acres Addition. On motion of Commissioner Casebeer,
seconded by Commissioner Rundquist, the petition was referred to the City Planning
Commission. Carried.
Petition Number 2884 was filed by J. D. Hensley for the Rezoning to District "G"
all of Lot 3, Plat "G", except the South 100 feet. On motion of Commissioner Rundquist,
seconded by Commissioner Casebeer, the petition was referred to the City Planning
Commission. Carried.
Gas Fitters Bond was filed for Robert L. Hanchett. On motion of Commissioner

Rundquist, seconded by Commissioner Waddell, the Bond was approved. Carried.
f Kennedy and Coe filed Audit Proposal for 1966. On motion of Commissioner Waddell,
seconded by Commissioner Exline, the proposal was accepted and approved. Carried.
Mayor made the following appointments with the approval of the Commissioners.
Max McClintock to Urban Renewal Board to April 12, 1970 (In place of Robert
Frederick - Term Expired) and Otho Schmidt to the unexpired term of Ray Haggart
on the Salina City Planning Commission - term to May 1, 1967
On motion of Commissioner Waddell, the Board of Commissioners adjourned.
