Regular Meeting of the Board of Commissioners April 4, 1966. Meeting was called to
order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist,
Waddell, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent
The Minutes of the Regular Meeting of March 28, 1966 were read and approved.
Hearing was held on the Urban Renewal Project No. Kansas R-26, as advertised in the
Salina Journal. A large number of people were present, and the main points of the project
were discussed, and questions answered for the public, by Dick Worth. There were no
protests filed, written or oral.
A Resolution was introduced and passed entitled: "A RESOLUTION of the Governing Body
of the City of Salina, Kansas, approving the Urban Renewal Plan and the Feasibility of
Relocation for Project No. Kans. R-26."
On motion of Commissioner Waddell, seconded by Commissioner Casebeer, the resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and it
is numbered 2868. Carried.
Discussion of changes in the new City Code was held. A large number of people were
present and the changes were brought up and answers given by the Department Heads.
Charter Ordinance Number Two was introduced for second reading entitled: "A Charter
Ordinance exempting the City of Salina, Kansas, from the provisions of K. S. A. 17-4754 and
providing substitute and additional provisions on the same subject; Defining the powers
of the City for the purpose of aiding in the planning, undertaking and carrying out of the
Urban Renewal Projects located within the City and providing the procedure for the issuance
and sale of General Obligation Bonds of the City for the purpose of undertaking or carrying
out of an Urban Renewal Project of the City."
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Mayor approved the ordinance and it is
numbered Charter Ordinance Number Two. Carried. Ordinance was introduced for first reading
IMarch 28, 1966. Commissioner Exline absent.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for
the amendment of Zoning Ordinance 6613 and the Zoning District Map therein and thereby
adopted and providing for the rezoning of certain property within the City and prescribing
the proper uses thereof."
On motion of Commissioner Waddell, seconded by Commissioner Rundquist, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Mayor approved the ordinance and it is
numbered 6913. Carried. Ordinance was introduced for first reading March 2f, 1966.

On motion of Commissioner Rundquist, seconded by Commissioner Waddell, an ordinance
was introduced for first reading providing for the construction of streets in Engineering
Job 460. Carried.

A Resolution was introduced and passed entitled: "A RESOLUTION authorizing the Mayor
to enter into a contract on behalf of the City of Salina, Kansas, to purchase certain
property from Federal Housing Administration for park purposes."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the Resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and
it is numbered 2869. Carried.
City Engineer filed Partial Estimate Number 6 - Job 453 - 0. D. Wilmoth - in the
amount of $7,383.20. On motion of Commissioner Waddell, seconded by Commissioner Rundquist,
the estimate was approved. Carried.
City Engineer filed Partial Estimate Number 1 - Job 452 - Catherman Construction Co. -
in the amount of $24,416.91. On motion of Commissioner Waddell, seconded by Commissioner
Rundquist, the estimate was approved. Carried.
City Engineer filed Partial Estimate Number 2 - Job 458 - 0. D. Wilmoth - in the
amount of $38,560.77. On motion of Commissioner Waddell, seconded by Commissioner Rundquist,
the estimate was approved. Carried.

Petition Number 2881 was filed for the curbing, guttering and paving of Hamilton Avenue
from Third Street to Fourth Street. On motion of Commissioner Rundquist, seconded by
Commissioner Casebeer, the petition was referred to the City Manager to be checked. Carried.
Petition Number 2882 was filed for the vacation of White Street from Broadway to the
center line of Dry Creek. On motion of Commissioner Waddell, seconded by Commissioner
Rundquist, the petition was referred to the City Manager to be checked. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation
for the payment of certain claims." (Bills)
On motion of Commissioner Casebeer, seconded by Commissioner Waddell, the ordinance
E was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered A-1321. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation
for the payment of certain claims." (payroll)
On motion of Commissioner Casebeer, seconded by Commissioner Waddell, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered A-1322. Carried.

the ordinance and it is numbered A-1323. Carried.
A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and providing
for the issuance of Temporary Notes of the City of Salina, Kansas, in the sum of $114,100.00,
to pay a portion of the cost of improving certain streets in the City of Salina to be designa ed
as Series PT -76 pending the issuance of bonds to pay the cost of said work"
On motion of Commissioner Rundquist, seconded by Commissioner Waddell, the Resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist, Wadd 11
(4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and it is numbere
2870. Carried.
On motion of Commissioner Waddell, the Board of Commissioners adjourned.
