COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS' ROOM
Salina, Kansas
February 21, 1966
Regular Meeting of the Board of Commissioners February 21, 1966. Meeting was called
to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline,
Rundquist, City Attorney Bengtson and City Manager Olson responded. Commissioner Waddell
absent.
The Minutes of the Regular Meeting of February 14, 1966 were read and approved.
Report was received on the bids taken February 14, on Job 452 for Westport Exchange
Addition. On motion of Commissioner Exline, seconded by Commissioner Casebeer the bid
was awarded to Catherman Construction Company, Inc. for $134,036.47, and approved
Change Order # 1 in the amount of $856.40. Carried.
On motion of Commissioner Exline, seconded by Commissioner Casebeer, the Contract
Ordinance for Job 452 was introduced for first reading. Carried.

An ordinance was introduced for second reading entitled: "AN ORDINANCE levying
assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the
purpose of paying a portion of the cost of:
The Sanitary Sewer Main and Water Main to serve area approximately
400 feet each side of U. S. 81 Highway from Euclid Street north
approximately 12 miles to Culver Road. "
r On motion of Commissioner Casebeer, seconded by Commissioner Exline the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,'
Casebeer, Exline, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved
the ordinance and it is numbered 6908. Carried. Ordinance was introduced for first
reading February 14, 1966.
A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering
a public hearing on the advisability of curb, gutter, paving and sewer and water mains
and hydrant improvements in certain districts and giving notice of such hearing."

On motion of Commissioner Rundquist, seconded by Commissioner Exline the resolution
was adopted as read and the following vote was had: Ayes: Stark, Casebeer, Exline,
Rundquist, (4). Nays: (0). Commissioner Waddell absent. Mayor approved the resolution
and it is numbered 2864. Carried.
A Letter was received from the Salina City Planning Commission approving the Urban
Renewal Plan for the Civic Center Project. On motion of Commissioner Rundquist, seconded
by Commissioner Exline the letter was accepted and the Urban Renewal Project Plan was
approved. Carried.
Petition Number 2879 was filed by Westport Exchange, Inc., asking for street lightingi
in Westport Exchange Addition. On motion of Commissioner Exline, seconded by Commissioner]
Casebeer, the petition was referred to the City Manager to be checked. Carried.
A motion was made by Commissioner Exline, seconded by Commissioner Casebeer, that the
City Attorney draw up an ordinance regulating the speed of trains at 30 miles per hour
in the City Limits; and on Switch engines that a brakeman be at the crossings when the
engine is backing and going forward. Carried.
A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist, that
the City Manager install stop signs on Ohio Street at the Missouri Pacific Crossing, and
regulate speed through the railroad track area at 30 miles per hour. Carried.
City Manager reported that the operator of Municipal Airport Cafe had given notice
that she intends to vacate.
An ordinance was introduced and passed entitled: "An ordinance making an appropriation
for the payment of certain claims."
On motion of Commissioner Exline, seconded by Commissioner Rundquist, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist (4). Nays: (0). Mayor approved the ordinance and it is
numbered A-1316. Carried. (payroll)
On motion of Commissioner Exline, the Board of Commissioners adjourned.
