Meeting was called j to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist, City Attorney Bengtson and City Manager Olson responded. Commissioners Exline and Waddell absent. The Minutes of the Regular Meeting of February 7, 1966 and Special Meeting of February 8, 1966 were read and approved. Bids were received on Job 452, Westport Exchange Addition Improvements. Catherman Construction Company $140,546.47 Box 1162 $134,036.47 John Rohrer Construction Company $167,143.64 2820 Roe Lane, Kansas City, Kansas $163,685.64 Brown and Brown, Inc. $153,393.95 Box 1266 $151,776.95 Emerson Excavating Company $161,864.50 1115 Tyler Street, Topeka, Kansas $158,810.50 Engineer's Estimate $155,427.10 $153,522.10 On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the bids were referred to the City Manager and City Engineer for checking and to be reported on February 21, 1966. Carried. Notice of hearing on proposed assessments was taken up for the improvements in Job 450 (Resolution Number 2808) The Sanitary Sewer Main and Water Main to serve area approximately 400 feet each side of U. S. 81 Highway from Euclid Street north approximately 12 miles to Culver Road. There being no protests or changes in the proposed assessments as filed, Commissioner Rundquist made motion, seconded by Commissioner Casebeer, that they be approved. Carried. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the Assessment Ordinance for Job 450 was introduced for first reading. Carried. Ordinance Passed: 4 �'% (G� r Number: Z' 7 C, 1 An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Rundquist (3). Nays: (0). Commissioners Exline and Waddell absent. Mayor approved the ordinance and it is numbered 6905. Carried. Ordinance was introduced for first reading January 31, 1966. An ordinance was introduced for second reading entitled: "AN ORDINANCE relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewer Districts 498, 499, 500, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Rundquist (3). Nays: (0). Commissioners Exline and Waddell absent. Mayor approved the ordinance and it is numbered 6906. Carried. Ordinance was introduced for first reading February 7, 1966. i An ordinance was introduced for second reading entitled: "AN ORDINANCE relating to and! apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewer District Number 501, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Rundquist (3). Nays: (0). Commissioners Exline and Waddell absent. Mayor approved the ordinance and it is numbered 6907. Carried. Ordinance was introduced for first reading February 7, 1966 234 - Petition Number 2865 and Feasibility Report for curbing, guttering and paving and sewer on Elmhurst Boulevard from Ohio Street to Roach Street was filed. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the petition and feasibility report were accepted and approved. Carried. Cereal Malt Beverage application was filed by Keith D. Graybeal for the Rendezvous Tavern at 249 North Santa Fe Avenue. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the application was approved. Carried Concrete Construction Bond was filed by Roy M. Wilbur d/b/a Wilbur Construction Co. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the bond was approved. Carried. Plumbers and Gas fitters bond was filed by Clifford W. Johnson d/b/a Day and Night Plumbing Company. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the bond was approved. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." Nays: (0). Commissioners Exline and Waddell absent. Mayor approved the ordinance and it is numbered A-1315. Carried. Mayor asked the City Manager to make a report regarding Railroad Crossings with regard to safety measures that might be necessary for the protection of the public. On motion of Commissioner Rundquist, the Board of Commissioners adjourned. H. E. Peterson, City Clerk
