COMMISSIONERS PROCEEDINGS REGULAR MEETING
COMMISSIONERS' ROOM
Salina, Kansas
February 7, 1966
Regular Meeting of the Board of Commissioners February 7, 1966. Meeting was called to
order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline,
Rundquist, City Attorney Bengtson and City Manager Olson responded. Commissioner Waddell
absent.
The Minutes of the Regular Meeting of January 31, 1966 were read and approved.
An Ordinance was introduced for second reading entitled: " AN ORDINANCE ratifying and
confirming a contract with 0. D. Wilmoth Excavating Contractor, Inc., for the construction of
certain improvements in the City of Salina, Kansas, and providing for the issuance of
temporary notes to pay the cost thereof pending the issuance and sale of bonds."
On motion of Commissioner Exline, seconded by Commissioner Rundquist, the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved
the ordinance and it is numbered 6901. Carried. Ordinance was introduced for first reading
January 31, 1966.
An Ordinance was introduced for second reading entitled: "AN ORDINANCE for the vacation
of a certain alley within the City of Salina, Saline County, Kansas."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved
the ordinance and it is numbered 6902. Carried. Ordinance was introduced for first reading
January 31, 1966.
City Engineer reported with map showing land necessary to widen Eastborough Road from
Crestview Drive to Seitz Drive. City Attorney advised the property owners should be contacte
about dedication. Referred to the City Manager to report at next weeks meeting.
City Engineer filed Partial Estimate Number 4 - 0. D. Wilmoth - in the amount of
$16,621.78 for Job 453. On motion of Commissioner Exline, seconded by Commissioner Rundquist
the estimate was approved. Carried.
Petition Number 2878 was filed by J. R. Laughlin for a new preliminary Plat of Laughlin
Addition. On motion of Commissioner Exline, seconded by Commissioner Casebeer, it was
referred to the City Planning Commission. Carried.
On motion of Commissioner Exline, seconded by Commissioner Casebeer, an ordinance was
introduced for first reading authorizing issuance of $1,500,000.00 in Industrial Revenue
Bonds, Series A. Carried.

On motion of Commissioner Rundquist, seconded by Commissioner Exline, an ordinance was
introduced for first reading authorizing issuance of $600,000.00 in Industrial Revenue
Bonds, Series B. Carried. /

City Engineer filed Final Estimate - Job 456 - Asphalt Resurfacing Streets - Brown and
Brown, Inc. in the amount of $3,458.74. On motion of Commissioner Exline, seconded by
Commissioner Rundquist the estimate was approved. Carried.
Concrete Construction Bond was filed for Vernon L. Weis. On motion of Commissioner
Exline, seconded by Commissioner Casebeer, the bond was approved. Carried.

A Resolution was introduced and passed entitled: "A RESOLUTION approving the second
supplement to the Salina Interlocal Cooperation Agreement, subject to the approval of the
Attorney General of Kansas"
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Exline,
Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved the resolution and
it is numbered 2863. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an appropriation
for the payment of certain claims."
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist (4). Nays: (0). Mayor approved the ordinance and it is numbered
A-1314. Carried.
On motion of Commissioner Rundquist, the Board of Commissioners adjourned.
