Regular Meeting of the Board of Commissioners January 3, 1966. Meeting was called
order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist,
Waddell, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline
The Minutes of the Regular Meeting of December 27, 1965 and Special Meeting of
December 31st, 1965 were read and approved.
Bids were received on Greeley Avenue Bridge. Job 462.

All bids over Engineer's Estimate. On motion of Commissioner Rundquist, seconded by
Commissioner Casebeer all bids were rejected , and the City Clerk was instructed to
re -advertise for bids for January 17th, 1966. Carried.

An ordinance was introduced for second reading entitled: "An Ordinance authorizing the
connection of Natural Gas to Mobile Homes and prescribing the procedures and safety
regulations which must be complied with prior to such connections; providing penalties for
the violation of the ordinance; amending Ordinance 6657 and repealing the said original
ordinance."
On motion of Commissioner Waddell, seconded by Commissioner Casebeer the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark
Casebeer, Rundquist, Waddell. (4). Nays: (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered 6899. Carried. Ordinance was introduced for first reading
December 27, 1965.
An ordinance was introduced for second reading entitled: "An Ordinance relating to a
minimum Housing Code, the purpose of said Code, enforcement of said Code, Notice, Appeals,
Responsibility of Owner, Definition of Terms, Minimum Standards for basic equipment and
facilities, Lighting, Ventilation and Heating Requirements relating to safe and sanitary
maintenance of Dwellings and Dwelling Units, Minimum use and Location requirements, Unocupied
Buildings, Dangerous buildings, Sub -standard Residential Buildings, Buildings unsafe for use,
Procedure for condemnation, Repair, Removal or Demolition of sub -standard buildings and
assessment of costs thereof, Formation of Board of Appeals, Meetings, Powers and Duties,
Budget, and Procedure for Board of Housing Code Appeals and penalties for violation."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered 6900. Carried. Ordinance was introduced for first reading
December 27, 1965.
A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and ordering
certain sewer and water mains and hydrant improvements, ordering preparation of plans and
specifications, and the estimate of costs." (Westinghouse)
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the Resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell. (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and it
is numbered 2857. Carried.
City Engineer filed partial Estimate Number 3 - Job 453 - 0. D. Wilmoth - in the amount
of $16,279.29. On motion of Commissioner Waddell, seconded by Commissioner Rundquist the
estimate was approved. Carried.
City Engineer filed partial Estimate Number 2 - Job 456 - Asphalt resurfacing of streets
Brown and Brown, Inc. in the amount of $8,692.33. On motion of Commissioner Casebeer,
seconded by Commissioner Rundquist the estimate was approved. Carried.
Petition Number 2869 was filed by Leo Solbach for sidewalk at 122 and 112 South 9th St.
On motion of Commissioner Waddell, seconded by Commissioner Rundquist, the petition was
referred to the City Manager to be checked. Carried.

Petition Number 2870 was filed by Salina Building Company, for closing Chicago Street
j from South Street to Spruce Street. On motion of Commissioner Casebeer, seconded by
Commissioner Rundquist the petition was referred to the City Manager to be checked. Carried.
Petition Number 2871 was filed for permission to move sewer easement serving Lot 6 fron
Lot 4 to the extreme east side of Lot 5, Block 6, Morningside Addition. On motion of
Commissioner Rundquist, seconded by Commissioner Waddell the petition was approved. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an appropriation
for the payment of certain claims." (Bills)

Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor
approved the ordinance and it is numbered A-1307. Carried. �

On Motion of Commissioner Waddell, seconded by Commissioner Rundquist, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:

approved the ordinance and it is numbered A-1308. Carried.
