Regular Meeting of the Board of Commissioners December 6, 1965. Meeting was called to
order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline,
Rundquist, Waddell, City Attorney Bengtson and City Manager Olson responded.
The Minutes of the Regular Meeting of November 29, 1965 were read and approved.
An ordinance was introduced for second reading entitled: "An ordinance authorizing the
use of Public Property by abutting owners for aesthetic purposes."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist, Waddell. (5). Nays: (0). Mayor approved the ordinance and it
is numbered 6894. Carried. Ordinance was introduced for first reading November 29, 1965.
An ordinance was introduced for second reading entitled: "An ordinance relating to the'
sale, storage and discharge of Fireworks within the City Limits of the City of Salina, Kansas,
and providing penalties for violation thereof; repealing Article 2 of Chapter XII of the
Code of the City of Salina, Kansas, 1960."
On motion of Commissioner Exline, seconded by Commissioner Casebeer the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it
is numbered 6895. Carried. Ordinance was introduced Eor first reading November 29, 1965.
Petition Number 2868 was filed by Grain Belt Supply Company, Inc. for the Rezoning of
property on East Diamond Drive. On motion of Commissioner Waddell, seconded by Commissioner
Exline the petition was referred to the City Planning Commission. Carried. '
On motion of Commissioner Rundquist, seconded by Commissioner Exline the Mayor was
authorized to sign the Contract for the Codification of Ordinances. Carried.
On motion of Commissioner Waddell, seconded by Commissioner Exline the City Manager
is authorized to enter into Contract with the League of Kansas Municipalities for the
Classification and Pay Study in the amount of $1,280.00. Approved. Carried.
City Manager reported on Petition Number 2866 for street lights on East Diamond Drive.
and recommended they be installed. On motion of Commissioner Rundquist, seconded by
Commissioner Waddell the street lights were approved. Carried.
City Manager reported on petition number 2863 for street lights on Country Club Road
and Eastborough Road, and recommended they be installed. On motion of Commissioner Waddell,
seconded by Commissioner Rundquist the street lights were approved. Carried.

On motion of Commissioner Waddell, seconded by Commissioner Rundquist that Industrial
and Commercial property owners that want to connect up to the sewer being installed in
Job 458, pay $100.00 per acre or part thereof, as Westinghouse is paying $15,000.00 for
their part on approximately 160 acres. Carried.
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist an ordinance
was introduced for fir reading for s ecial assessments for side alk Job 457. Carried.

City Engineer filed Final Estimate - Job 454 - Lateral Sanitary Sewers - Construction
Industries - in the amount of $475.68. On motion of Commissioner Waddell, seconded by
Commissioner Rundquist, the estimate was approved. Carried.
A Resolution was introduced and passed entitled: "A Resolution directing and ordering
a public hearing on the advisability of sewer and water mains in certain districts and

giving notice of such hearing."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the resolution
was adopted as read and the following vote was had: Ayes: Stark, Casebeer, Exline,
Rundquist, Waddell (5). Nays: (0). Mayor approved the resolution and it is numbered 2854.
Carried.
Petition Number 2867 was filed by Beulah Russell for the installation of a street light
near the center of the 1800 block of South Fourth Street. On motion of Commissioner
Casebeer, seconded by Commissioner Rundquist, the petition was referred to the City Manager
to be checked. Carried.
Petition Number 2868 was filed by Grain Belt Supply Company, Inc. for the Rezoning of
