11-08-1965 MinutesCOMMISSIONERS PROCEDDINGS - REGULAR MEETING • COMMISSIONERS ROOM Salina, Kansas November 8, 1965 Regular Meeting of the Board of Commissioners November 8, 1965. Meeting was called to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist, Waddell, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of November 1, 1965 were read and approved. Bids were received for gasoline supply at Central Garage for six months. The bids were opened and tabulated by the City Clerk. On motion of Commissioner Rundquist, seconded by Commissioner Waddell the bid was awarded to Hi -Quality Lo -Cost Service Stations as low bidder for the six months period beginning November 10, 1965. (Regular .1120, Ethyl .1195) Carried. An ordinance was introduced for second reading entitled: "An ordinance authorizing reimbursement of Motor Fuel Tax or Special Fuel tax paid by persons operating Franchised Public Transportation Systems within the City of Salina, Kansas." On motion of Commissioner Waddell, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, • Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6890. Carried. Ordinance was introduced for first reading November 1, 1965. Carried. A letter was received from the Salina City Planning Commission regarding Petition Number 2855 for rezoning of Lots 6 and 7 in Surveyor's Plat "G" to District "G". Petition was filed by C. H. Kenison on September 29, 1965. The Salina City Planning Commission recommended the rezoning of the property. On motion of Commissioner Casebeer, seconded by Commissioner Waddell the recommendation was accepted and the rezoning was approved, and an ordinance was introduced for first reading. Carried. u Ordinance Passed: °1 `� ��� Number: 1, A letter was received from the Salina City Planning Commission regarding Petition Number 2858 for the approval of the plat of Riverdale Addition. The Salina City Planning Commission recommended the approval of the plat subject to the petitioners giving a 25 foot easement. On motion of Commissioner Waddell, seconded by Commissioner Casebeer the recommendation was accepted and the plat was approved subject to the 25 foot easement for Park Trail. Carried. A letter was received from the Salina City Planning Commission regarding Petition Number 2857 for the rezoning of Lot 1, Block 3 Riverdale Addition to District"DD", and Lots 2 and 3, Block 3, Riverdale Addition to District "C". The Salina City Planning Commiss recommended the rezoning of the property. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the recommendation was accepted and the rezoning was approved, and an ordinance was introduced for first reading. Carried. % I Ordinance Passed: N \ 5 v -1 � C Number: r Petition Number 2863 was filed for street lights at the corner of Country Club Road and • Eastborough Road, the middle of the 100 block of North Eastborough Road, and the corner of Eastborough Road and Crestview Drive. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the petition was referred to the City Manager to be checked. Carried. On motion of Commissioner Waddell, seconded by Commissioner Rundquist an ordinance was introduced for first reading relating to posting, distributing and circulating hand bills, circulars, posters, cards, leaflets, pamphlets, booklets and other advertising matter. Ordinance Passed: �i,A,�-��� �� C'� ._�� Number: Petition Number 2864 was filed by T. A. Kelley for rezoning . On motion of Commissioner Rundquist, seconded by Commissioner Casebeer, the petition was referred to the City Planning Commission. Carried. Petition Number 2865 was filed by Parkview Realty and Building Company, Inc. for the concrete paving of Elmhurst Blvd in Riverdale Addition. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the petition was approved subject to being checked and sufficient feasibility report being filed. Carried. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the City Clerk was authorized to advertise for bids on Motor Grader and Fire Truck to be received on December 13, 1965. Carried. r: I 1 ------ -- ------- I, City Manager brought up the storm drainage in Upper Mill Heights Addition on or near I C. L. Clark property. It would cost about $500.00 and C. L. Clark agreed to pay one-half. On motion of Commissioner Waddell, seconded by Commissioner Rundquist authorized to make the improvement and sign agreement with C. L. Clark. Carried. j I On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the City Attorney is to draw up a resoluti�jn that the City Commission is in favor of the City getting a VHF TV Channel.
