COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM
Salina, Kansas
November 1, 1965
Regular Meeting of the Board of Commissioners November 1, 1965. Meeting was called to
order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist,
Waddell, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent.
The Minutes of the Regular Meeting of October 25, 1965 were read and approved.
The letter from Ralph B. Ricklefs, Jr. and Wilbur Johnson regarding removal of shade
trees along the east edge of parking lot in the 200 block of South Seventh Street was
considered. On motion of Commissioner Rundquist, seconded by Commissioner Waddell the trees
are to be left where they are and replace the ones that are missing and check regarding any
trimming that could be done. Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE for the vacation
of a certain alley within the City of Salina, Saline County, Kansas."
(an east -west alley from Front St. to East Prescott Road)
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered 6888. Carried. Ordinance was introduced for first reading
October 25, 1965.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the
amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby
adopted and providing for the rezoning of certain property within the City and prescribing
the proper uses thereof." (lot 1 less the N. 19' and lot 2, Block 5, Oakdale Addition)
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved i
the ordinance and it is numbered 6889. Carried. Ordinance was introduced for first reading
October 18, 1965.
A letter was received from the Salina City Planning Commission regarding Petition Numbed
2858 for the approval of a plat filed by Parkview Realty and Building Company for 15 acres
in the southeast corner of Plat 52. City Planning Commission recommended the approval of
the plat. On motion of Commissioner Rundquist, seconded by Commissioner Waddell the letter I
was tabled until the City Commission can get more information regarding the plat. Carried. j
On motion of Commissioner Waddell, seconded by Commissioner Casebeer an ordinance was
introduced for first reading authorizing the reimbursement of motor fuel tax to
transportation systems holding a franchise and operating over fixed routes. Carried.

City Engineer filed final estimate - Job 459 - 0. M. Wilbur Construction Company -
Sidewalks - in the amount of $1,103.80. On motion of Commissioner Casebeer, seconded by
Commissioner Rundquist the estimate was approved. Carried.
City Engineer filed partial estimate Number 8 - Job 450 - Construction Industries -
in the amount of $12,727.07. On motion of Commissioner Waddell, seconded by Commissioner
Casebeer the estimate was approved. Carried.
City Engineer filed partial estimate Number 1 - Wilmoth Construction Company - Street
improvements - Job 453 - in the amount of $17,281.89. On motion of Commissioner Rundquist,
seconded by Commissioner Casebeer the estimate was approved. Carried.
A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer that the
City Manager and the City Attorney check into the law regarding investment of Idle Funds and
draw up the required ordinance. Carried.
Mrs. Barnes appeared regarding her petition Number 2854 for the rezoning which was
denied at meeting of October 25, 1965. Referred to the City Manager.
Commissioners brought up the matter of putting bill posters under the windshield wipers
of cars. The matter was referred to the City Attorney to check up regarding any legal i
restrictions that might be enforced.

An ordinance was introduced and passed entitled: "An ordinance making an appropriation
for the payment of certain claims." (bills)
On motion of Commissioner Rundquist, seconded by Commissioner Waddell the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell. (4). Nays: (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered A-1298. Carried.

On motion of Commissioner Waddell, seconded by Commissioner Rundquist the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered A-1299. Carried.
City Engineer filed Plans and Specifications as required by Resolution 2847.
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the Plans and
Specifications were approved. Carried. Westport Exchange Addition.
On motion of Commissioner Waddell, the Board of Commissioners adjourned.
