10-25-1965 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas October 25, 1965 Regular Meeting of the Board of Commissioners October 25, 1965. Meeting was called to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist, and Waddell, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline absent The Minutes of the Regular Meeting of October 18, 1965 were read and approved. Bids were received on gasoline supply for the Central Garage. On motion of Commissioner Faddell, seconded by ^ommissioner Rundquist all bids were rejected and the City Clerk was instructed to re -advertise for bic!- rn the basis of the ratio of purchases between Ethyl and Regular for the past six monthsf(three parts ethyl and one part regular). Carried. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing th proper uses thereof." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6882. Carried. Ordinance was introduced for first reading October 11, 1965. An ordinance was introduced for second reading entitled: "An ordinance providing the penalty for improper parking as defined by 27-2309 of the Code of the City of Salina, Kansas, 1960, and providing the method for payment thereof." On motion of Commissioner Waddell, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6883. Carried. Ordinance was introduced for first reading October 18, 1965. An ordinance was introduced for second reading entitled: "An ordinance levying assessment on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: 1. The Curbing, guttering, and concrete paving of: (a) Brookwood Lane from the East line of Beechwood Road east to the City Limits (b) Crestwood Road from the north line of Brookwood Lane to the south line of Northwood Lane. (c) Driftwood Road from the north line of Brookwood Lane to the south line of Northwood Lane. 2. Water mains to be installed in the above described streets. 3. 4' curb sidewalks abutting all above described streets. 4. A Sanitary Sewer to serve Blocks 13 and 14, Riker Manor Addition." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6884. Carried. Ordinance was introduced for first reading October 18, 1965. An ordinance was introduced for second reading entitled: "An ordinance authorizing the issuance of Internal Improvement Bonds of the City of Salina, Kansas, in the sum of 265,000.00, to pay the cost of Street improvements in said City to be designated as Series P-198. " On motion of Commissioner Waddell, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6885. Carried. Ordinance was introduced for first reading October 18, 1965. An ordinance was introduced for second reading entitled: "An ordinance authorizing the issuance of Internal Improvement Bonds of the City of Salina, Kansas, in the sum of $360,000.00,to pay the cost of Sanitary Sewer and Street Improvements in said City to be designated as Series P-199." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, s Casebeer, Rundquist, Waddell (4). An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of bonds of the City of Salina, Kansas, in the sum of $675,000.00 to pay for the acquiring of a site for and constructing, furnishing and equipping a public j library building in and for the City of Salina, Kansas, and all things incidental thereto, to be designated as Series LB -200." i On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6887. Carried. Ordinance was introduced for first reading j October 18, 1965. A Resolution was introduced and passed entitled: "A Resolution finding that it is necessary and advisable to file an application with the Board of Tax Appeals of the State of Kansas for permission to issue No Fund Warrants in the amount of $60,000.00 for the Bond and! Interest Account to provide necessary funds for Bond and Interest payments due in December of 1965." On motion of Commissioner Waddell, seconded by Commissioner Casebeer the resolution was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and it is ,numbered 2848. Carried. A letter was received from the Salina City Planning Commission regarding petition Number 2854 filed by Mrs. Alice Barnes for the rezoning to District "C" the North 372 feet of Lots 8 and 9, Block 1, Fruitland Addition (108 and 110 North Ohio). The Salina City (Planning Commission recommended the denial of the rezoning. On motion of Commissioner Rundquist, seconded by Commissioner Waddell the recommendation was accepted and the petition ,was denied. Carried. Petition Number 2851 has been checked. Petition was filed for the vacation of the alley; between Blocks 1 and 2 in the replat of Lots 1 to 15 of Garden Home Addition. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the petition was approved and ;'introduced an ordinance for first reading for the vacating of the above described alley i reserving all utility rights. Carried. G p Ordinance Passed: �/`� ( (� , Number: n J 0 Petition Number 2860 was filed by Mrs. Eldon Holle for a street light at the corner of Highland Avenue and Parkway. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the petition was referred to the City Manager to be checked. Carried. Petition Number 2861 was filed by Dennis N. Neifert for a street light in the 1900 Block of Dover Drive. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the (petition was referred to the City Manager to be checked. Carried. Petition Number 2862 was filed by Dennis N. Neifert for the concrete paving of Dover Drive from Teakwood to Westwood Road. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the petition was referred to the City Manager to be checked. Carried. Concrete Construction Bond was filed by Gary Ward d/b/a Midwest Steel Structures. On motion of Commissioner Waddell, seconded by Commissioner Rundquist the Concrete Construction Bond was approved. Carried. Ralph B. Ricklefs, Jr. and Wilbur L. Johnson appeared regarding the removal of trees from the parking lot in the 200 block of South 7th Street and presented a letter on why the trees should not be removed. Held over for next meeting. Mr. Donald Tucker appeared regarding his letter for allowance of a refund on gasoline tax on City Buses. On motion of Commissioner Rundquist, seconded by Commissioner Waddell it was referred to the City Attorney to draw up an ordinance. Carried. City Manager brought up a request of the National Bank of America to place 6 planter boxes in the sidewalk on the north side of their building. The request was referred to the City Manager and the City Attorney to check the City Ordinances regarding the same. City Manager reported to the City Commission that the City Employees had subscribed 100% in the amount of $3,186.49 to the Community Chest.
