10-18-1965 Minutes;2()4 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas October 18, 1965 Regular Meeting of the Board of Commissioners October 18, 1965. Meeting was called to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline, Rundquis , City Attorney Bengtson, City Manager Olson responded. Commissioner Waddell absent. The Minutes of the Regular Meeting of October 11, 1965 were read and approved. Bids were received on Bonds: Series P-198 $265,000.00 20 year street improvement bonds, Series P-199 $360,000.00 10 year street improvement bonds, Series LB -200 $675,000.00 Library Bonds for 20 years. The bids were opened and tabulated by the City Clerk. On motion of Commissioner Exline, seconded by Commissioner Rundquist the bid was awarded to City National Bank and Trust Company, Kansas City, Missouri as the lowest net interest to the City Carried. On motion of Commissioner Exline, seconded by Commissioner Rundquist the bond ordinance was introduced for first reading yyfor Series P-19{8 $265,000.00. Carried. Ordinance Passed: 6 Number: � F� 7 An ordinance was introduced for second reading entitled: "An Ordinance prohibiting parking on certain portions of North Street, Fourth Street and Fifth Street; amending Section 27-1407 of the Code of the City of Salina, Kansas, 1960, and repealing the original section." On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered 6881. Carried. Ordinance was introduced for first reading October 11, 1965. A Resolution was introduced and passed entitled: "A Resolution authorizing and ordering certain street, sewer, water mains and hydrant improvements, ordering preparation of plans and specifications, and the estimate of costs." (Westport Exchange Addition) On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the resolution was approved as read and the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved the resolution and it is numbered 2847. Carried. Notice of hearing on the proposed assessments was taken up for the improvements in Job 447- Riker Manor Addition. The curbing, guttering and concrete paving of Brookwood Lane, Crestwood Road, Driftwood Road, water mains, 4 foot curb sidewalks and a sanitary sewer to serve Blocks 13 and 14, Riker Manor Addition. There being no protests or changes in the proposed assessments as filed, Commissioner Rundquist.made motion, seconded by Commissioner Casebeer, that they be approved. Carried On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the assessment ordinance was introduced for firs/t� reading. Carried. Ordinance Passed: CR '�'-�� [ J_ Number: A letter was received from the City Planning Commission after 20 day hearing notice recommending the rezoning of Lot 1, less the north 19 feet and Lot 2 all in Replat of Block 5! Oakdale Addition from District "C" to District "DD", as requested in Petition 2853 filed by Dr. Jack Lungstrum (635 and 645 East Iron Avenue). On motion of Commissioner Rundquist seconded by Commissioner Exline the recommendation was accepted and the rezoning of the above! j mentioned property was approved. Carried. On motion of Commissioner Rundquist, seconded by Commissioner Exline an ordinance was introduced for first reading for the rezoning of Lot 1, less the north 19 feet and lot 2, Replat of Block 5, Oakdale A dition from District "C" to District "DD". Carried. Carried. r p �/�' r/ Ordinance Passed: �'� ` Number: ( ,F d 3 1 f A Resolution was introduced and passed entitled: "A Resolution consenting to the filing of an application by the Board of Directors of the Salina Airport Authority with the Board of Tax Appeals of the State of Kansas for authority to issue no fund warrants under the provisions of K. S. A. 79-2938 and K. S. A. 79-2939 and for permission to make a levy to raise funds necessary to finance the no fund warrants." On motion of Commissioner Casebeer, seconded by Commissioner Exline the resolution was approved as read and the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist (4). Nays; (0). Commissioner Waddell absent. Mayor approved the resolution and it is numbered 2846. Carried. Gypsum Hill Cemetery Trust Deed for perpetual care of the North 2 of Lot 27, Block 23 was filed by Jean M. Shoemaker. On motion of Commissioner Rundquist, seconded by Commissionet Exline the Trust Deed was approved. Carried. A letter was received from Donald L. Tucker asking for $872.69 from Motor Fuel Tax on City Bus Service from September 1, 1964 to September 30, 1965 be reimbursed to him. On motion of Commissioner Exline,.seconded by Commissioner Rundquist the letter was referred to the City Attorney for a legal opinion. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." (bills) On motion of Commissioner Exline, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist. (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered A-1296. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims."
