COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM

October 11, 1965.
Regular Meeting of the Board of Commissioners October 11, 1965. Meeting was called
to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist,
Waddell, City Attorney Bengtson and City Manager Olson responded. Commissioner Exline
absent.
The Minutes of the Regular Meeting of October 4, 1965 were read and approved.
An ordinance was introduced for second reading entitled: "An Ordinance ratifying and
confirming a contract with Brown and Brown, Inc. for the construction of Lateral Sanitary
Sewer 501, and providing for the issuance of temporary notes to pay the cost thereof,
pending the issuance and sale of bonds."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent.
Mayor approved the ordinance and it is numbered 6879. Carried. Ordinance was introduced
for first reading October 4, 1965.
An ordinance was introduced for second reading entitled: "An ordinance levying
assessments on lots, pieces and parcels of land in the City of Salina, Kansas, for the
purpose of paying a portion of the cost of:
1. (a) The curbing, guttering, and paving with concrete, 33 feet wide,
from back of curb to back of curb, Moundview Avenue from the
south line of Edgedale Drive to the north side of McAdams Road.
(b) The curbing, guttering, and paving with concrete, 33 feet wide,
from back of curb to back of curb, McAdams Road from the east
side of Ohio Street to the east side of Moundview Avenue.
(c) The curbing, guttering, and paving with concrete, 33 feet wide,
from back of curb to back of curb, E_dgedale Drive from the west
line of Moundview Avenue to the west line of Meadowbrook Road.
2. Water Main to be installed in the above described streets with 1"
copper service stubbed out at each lot.
3. Sanitary Sewers to serve Blocks 3 and 7, Replat of Faith Addition."
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: j
Stark, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent.
Mayor approved the ordinance and it is numbered 6880. Carried. Ordinance was introduced
for first reading October 4, 1965.
A Resolution was introduced and passed entitled: "A Resolution determining the
advisability of certain street, sewer, water mains and hydrant improvements, estimating
the cost thereof, defining the boundaries of the improvement district, method of
assessment and apportioning the cost between the improvement district and the City at
Large." (Westport Exchange Addition)
On motion of Commissioner Waddell, seconded by Commissioner Rundquist the resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and it
is numbered 2843. Carried.
20 day Notice of Hearing up on the rezoning of Lots 9 and 10 in Bristol Addition to
"DD" (Office District). As there were no protests, written or oral, filed, a motion was
made by Commissioner Rundquist, seconded by Commissioner Casebeer that the rezoning
ordinance be introduced for first reading. Carried.

A Resolution was introduced and passed entitled: "A Resolution by the City
Commission of Salina, Kansas approving the undertaking of surveys and plans for an Urban
Renewal Project and filing of an application by the Urban Renewal Agency of Salina, Kansas
in connection with the Northeast Industrial Park Project in Salina, Kansas."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and it
is numbered 2844. Carried.
On motion of Commissioner Waddell, seconded by Commissioner Rundquist the City Clerk
was authorized to advertise for bids on a six months supply of gasoline at the Central j
Garage, on October 25, 1965. Carried. j
On motion of Commissioner Casebeer, seconded by Commissioner Rundquist an ordinance
was introduced for first reading prohibiting parking on certain portions of North Street,
Fourth Street, and Fifth Street. Carried.

A Resolution was introduced and passed entitled: "This license agreement, made and
entered into this 11th day of October, 1965, by and between the City of Salina, Kansas,
hereinafter referred to as the "city" and Mid America Broadcasting Company, Inc., hereinafter
referred to as the "Licensee".
On motion of Commissioner Waddell, seconded by Commissioner Rundquist the Resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the Resolution and
it is numbered 2845 . Carried.
Petition Number 2859 was filed for the improvement of Diamond Drive (an east and west
street north of I-70 and west of 81 Highway) On motion of Commissioner Waddell, seconded
by Commissioner Casebeer the petition was referred to the City Manager to be checked.
Carried.
City Engineer filed partial estimate # 7 - Job 450 - Construction Industries -
in the amount of $11,811.72. On motion of Commissioner Waddell, seconded by Commissioner
Casebeer the estimate was approved. Carried.
Engineering Agreement between the City and Bucher and Willis and Westport Exchange, Ino.
on Westport Exchange Addition improvements. On motion of Commissioner Waddell, seconded by!
Commissioner Rundquist the Engineering Agreement was approved. Carried.
City Manager brought up a request of the Chamber of Commerce to
pay $264.18 to cover I
parking meters for use of Downtown area for free parking on October 16, 1965. On motion
of Commissioner Rundquist, seconded by Commissioner Waddell the request was approved.
Carried.
On motion of Commissioner Rundquist, the Board of Commissioners adjourned.
