Regular Meeting of the Board of Commissioners September 20, 1965. Meeting was called
to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline,
Rundquist, Waddell, City Attorney Bengtson responded. City Manager Olson absent.
The Minutes of the Regular Meeting of September 13, 1965 were read and approved.
An ordinance was introduced for second reading entitled: "An ordinance providing for
use regulations in District "C"; amending Section 9 of Ordinance Number 6613 and repealing
said original section."
On motion of Commissioner Exline, seconded by Commissioner Rundquist the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it
is numbered 6877. Carried. Ordinance was introduced for first reading September 13, 1965.
An ordinance was introduced for second reading entitled: "An ordinance providing for
various uses to be known as Special Classes which may be located in any district within the
City of Salina, Kansas, under special permission by the Board of Zoning Appeals, and amendin
Section 15 of Ordinance Number 6613 of the City of Salina, Kansas, and repealing the original
section."

On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it
is numbered 6878. Carried. Ordinance was introduced for first reading September 13,1965.

On motion of Commissioner Exline, seconded by Commissioner Waddell, the City Clerk
was authorized to receive bids on October 18, 1965 for $1,300,000.00 of General Obligation
Bonds. ($625,000.00 Street Improvement and $675,000.00 Library) Carried.
The City Clerk reported that the assessment rolls for the following improvements to -wit:
Curbing, guttering and paving of certain street, installation of sanitary sewers, water)
mains and hydrants in Faith Addition as authorized by Resolution Number 2783 passed by the
Board of Commissioners on July 6, 1964 has been determined and that final costs have been
i filed by the City Engineer.
Commissioner Rundquist made motion, seconded by Commissioner Casebeer, that the City
Clerk be directed to publish notice in the official paper at least once, not less than 10 days
j prior to the date of October 4, 1965, the date set for the hearing on said assessments, and
that at the same time notice is published, to mail to the owners of property made liable
to pay the assessments, at their last known post office address, a notice of the Hearing and
a statement of the cost proposed to be assessed against the land so owned and assessed.
Motion carried.

Electricians Bond was filed by Asbury Hospital Association, Salina, Kansas. On motion
of Commissioner Rundquist, seconded by Commissioner Casebeer the bond was approved. Carried
Petition Number 2854 was filed by Mrs. Alice K. Barnes for the rezoning to "C" the
North 372 feet of Lots 8 and 9, Block 1, Fruitland Addition. 108 and 110 North Ohio.
On motion of Commissioner Waddell, seconded by Commissioner Exline the petition was referred'
to the Salina Planning Commission. Carried.

Art Dillingham was present and presented a Resolution from the Bar Association
regarding Court Rooms in the City -County Building. The resolution was referred to the
Joint City -County Building Authority.
An ordinance was introduced and passed entitled: "An ordinance making an appropriation
i for the payment of certain claims."
On motion of Commissioner Exline, seconded by Commissioner Waddell the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it
is numbered A-1293. Carried.
On motion of Commissioner Exline, the Board of Commissioners adjourned.

A resolution was introduced and passed entitled: "A Resolution authorizing and providing
for the issuance of Temporary Notes of the City of Salina, Kansas, in the sum of $50,294.10,
to pay a portion of the costs of installing sewer and water improvements in the City of Salina
to be designated as Series PT -74 pending the issuance of bonds to pay the cost of said work."
On motion of Commissioner Exline, seconded by Commissioner Rundquist the resolution was
approved as read and the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist,
Waddell. (5). Nays: (0). Mayor approved the Resolution and it is numbered 2841. Carried.
