09-13-1965 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING I R COMMISSIONERS ROOM Salina, Kansas # September 13, 1965 Regular Meeting of the Board of Commissioners September 13, 1965. Meeting was called j to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline, Rundquist, Waddell, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of August 30, 1965 were read and approved. Bids were received for the sale of three parcels of land. Tract # 1 (consisting of 2 lots) $800.00 by J. D. Hensley. j Tract # 2 (consisting of .06 acre) $300.00 by Grover M. Simpson On motion of Commissioner Waddell, seconded by Commissioner Rundquist, the bids were accepted and referred to the Legal Department to draw up the deeds and reserve fence on i property line north of the Cemetery. Carried. 20 day Notice of Hearing up on the amending of Section 9 of Ordinance 6613 (Zoning Ordinance). No protests, written or oral, were filed. On motion of Commissioner Rundquist, i seconded by Commissioner Waddell an ordinance was introduced for first reading for the amendment of said section. Carried. Ordinance Passed:/� J^ Number: -7 s 20 day Notice of Hearing up on the amending of Section 15, Special Classes of Ordinance 6613 (Zoning Ordinance). No protests, written or oral, were filed. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist an ordinance was introduced for first reading "I for the amendment of said section. Carried. Section 15 to include Class "A" and "B" private clubs. /( r Ordinance Passed: /�� c (� `J Number: a Wilson -Shaver, architects and engineers filed detailed cost estimate on the Library Building called for in Resolution Number 2839. Total Cost $675,000.00. On motion of Commissioner Exline, seconded by Commissioner Rundquist the cost estimate was accepted and approved. Carried. i On motion of Commissioner Waddell, seconded by Commissioner Rundquist the City Clerk was instructed to advertise for bids on Lateral Sanitary Sewer 501 in Surveyor's Plat No. 8. The date set to receive bids is October 4, 1965. Carried. j A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of street, sewer and water mains and hydrant improvements in certain districts and giving notice of such hearing." (Westport Exchange Ad'.) On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the resolution was approved as read and the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the resolution and it is numbered 2840. Carried. i Proposals were received on an accounting machine for the City Clerk's Office. On motion of Commissioner Waddell, seconded by Commissioner Casebeer the proposals were referred to the City Manager. Carried. i i A letter was received from the City Planning Commission recommending the rezoning of Lots 9 and 10 in Bristol Addition to "DD" (Office District) requested in Petition Number 2846A. On motion of Commissioner Rundquist, seconded by Commissioner Exline the recommendation was Faccepted and the City Clerk was instructed to publish Notice of Hearing. Carried. Concrete Construction Bond was received from Arthur Harz. On motion of Commissioner Exline, seconded by Commissioner Rundquist the bond was approved. Carried. k Gypsum Hill Cemetery Trust Deed for perpetual care for Lee Churchman was filed. On motion of Commissioner Rundquist, seconded by Commissioner Waddell the Cemetery Trust Deed was approved. Carried. City Engineer filed final estimate - Job 447 - Riker Manor Addition - Brown and Brown,; Inc. in the amount of $5,648.67. On motion of Commissioner Exline, seconded by Commissioner Waddell the estimate was approved. Carried. I City Engineer filed partial estimate Number 2 - Job 454 - Sewers - Construction Industr'iies in the amount of $2,067.12. On motion of Commissioner Waddell, seconded by Commissioner Exline the estimate was approved. Carried. City Engineer filed partial estimate Number 6 - Job 450 - Construction Industries - in the amount of $16,922.19. On motion of Commissioner Exline, seconded by Commissioner Rundquist the estimate was approved. Carried. 1_98 Cereal Malt Beverage application was received from Kenny E. Milliard - 540 Willis Aven On motion of Commissioner Waddell, seconded by Commissioner Exline the application was approved. Carried. Petition Number 2853 was filed by Dr. Jack Lungstrum for rezoning to "DD" Lot 1, less the North 19 feet. and Lot 2 in Replat of Block 5, Oakdale Addition (Northwest corner of Iron Avenue and Oakdale) On motion of Commissioner Exline, seconded by Commissioner Rundquist the petition was referred to the City Planning Commission. Carried. City Manager recommended 40 mile an hour speed limit on Ohio Street from Pacific to Elm, and from Greeley south; Marymount Road from Iron to Crawford; and Crawford Street from Ohio east to Marymount. On motion of Commissioner Waddell, seconded by Commissioner Exline the recommendation was accepted and approved. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Exline, seconded by Commissioner Waddell the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1291. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Waddell, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5).
