Regular Meeting of the Board of Commissioners August 30, 1965. Meeting was called to
order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist,
1 Waddell, City Attorney Bengtson, and City Manager Olson responded. Commissioner Exline
absent.
The Minutes of the Regular Meeting of August 23, 1965 were read and approved.
An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and
confirming a contract with the 0. M. Wilbur Construction Company for the construction of
certain sidewalks in the City of Salina, Kansas, heretofore designated as Engineering Job
457, and providing for the issuance of Temporary Notes to pay the cost thereof, pending
the issuance and sale of bonds."
On motion of Commissioner Waddell, seconded by Commissioner Rundquist the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline Absent. Mayor approved
the ordinance and it is numbered 6875. Carried. Ordinance was introduced for first
reading August 23, 1965.
An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and
confirming a contract with the 0. D. Wilmoth Excavating Contractor, Inc., for the constructiot
of certain improvements on certain streets in the City of Salina, Kansas, and providing for
the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bond$."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance was,
adopted by sections and on its final adoption the following vote was had: Ayes: Stark,
Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered 6876. Carried. Ordinance was introduced for first
reading August 23, 1965
i Feasibility Report was filed for Westport Exchange Addition improvements, (Curb, gutter,,;
paving, Sanitary Sewer and Water service) approximate total cost $171,215.00;
Private Property $162,460.65 and the City at Large $8,754.35.) On motion of Commissioner
Casebeer, seconded by Commissioner Rundquist the Report was accepted and filed. Carried.
City Manager reported on Petition 2850 for a street light at the corner of Ralph and
Roach Streets, and recommended that the street light be installed. On motion of Commissioner
{ Rundquist, seconded by Commissioner Casebeer the recommendation was accepted and the street
light was approved for installation. Carried.
A Resolution was introduced and passed entitled: "A Resolution by the City Commission
of Salina, Kansas approving the undertaking of surveys and plans for an Urban Renewal Project,
and filing of an application by the Urban Renewal Agency of Salina, Kansas, in connection
with the Northeast Industrial Park Project in Salina, Kansas."
On motion of Commissioner Waddell, seconded by Commissioner Rundquist the resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell. (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and
it is numbered 2838. Carried.
A Resolution was introduced and passed entitled: "A Resolution directing that a detailed'
estimate of the cost of erecting and equipping a Public Library shall be made under oath by
Wilson -Shaver, Architects and Engineers, and providing for the submission thereof by said
Engineers, all preliminary to the issuance and sale of bonds of said City as heretofore duly
authorized by the qualified electors of said City."
On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and it
is numbered 2839. Carried.
Petition Number 2829-A was filed by Fuller Auto Salvage on Lot 1 and 2, Block 1, Golden
Belt Sub -division to be rezoned for auto salvage. On motion of Commissioner Casebeer,
seconded by Commissioner Rundquist, the petition was referred to the Zoning Board of Appeals.
Carried.

Petition Number 2852 was filed by George and Ray Laughlin for approval of preliminary
E plat of Laughlin Park Sub -division, lying south of White Street and west of Broadway Blvd.
On motion of Commissioner Waddell, seconded by Commissioner Rundquist the petition was
referred to the City Planning Commission . Carried.

Petition Number 2844-A was filed for the Rezoning of Lot 9 and 10, Bristol Addition
to "DD". On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the
petition was referred to the City Planning Commission. Carried.
