07-19-1965 Minutes18( COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas JULY 19, 1965 Regular Meeting of the Board of Commissioners July 19, 1965. Meeting was called to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline, Rundquist, Waddell, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of July 12, 1965 were read and approved. An ordinance was introduced for second reading entitled: "An Ordinance providing for various uses to be known as Special Classes which may be located in any district within the City of Salina, Kansas, under Special permission by the Board of Zoning Appeals, and amendin Section 15 of Ordinance Number 6613 of the City of Salina, Kansas, and repealing the origina section." On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 6865. Carried. Ordinance was introduced for first reading July 12, 1965. A letter was received from the City Planning Commission regarding Petition Number 2843 for the naming of Campground Road. The City Planning Commission recommended the road be named Diamond Drive. On motion of Commissioner Exline, seconded by Commissioner Waddell the City Commissioners accepted the recommendation of the City Planning Commission and appr the naming of the road Diamond Drive. Carried. A letter was received from the City Planning Commission regarding a change in Article 5 Section 16-508 of the City Code. On motion of Commissioner Casebeer, seconded by Commission Waddell the recommendation of the City Planning Commission was approved and referred to the City Attorney to draw up an ordinance. Carried. A letter was received from the Citizens Advisory Committee for Community Improvement requesting the City Commission to proceed immediately with a second Urban Renewal Project Study. On motion of Commissioner Waddell, seconded by Commissioner Exline the City Manager was authorized to proceed. Carried. On motion of Commissioner Waddell, seconded by Commissioner Rundquist, the City Manager was instructed to accept the best written proposal for the renting of Lower Indian Rock Park for farming purposes up to Thursday, July 22nd, at 5:00 P. M. Carried. A report was received from the City Engineer concerning the use of City owned property on Center Street for parking. Mayor tabled the report until the next meeting. A communication was received from the Downtown Development Committee of the Chamber of Commerce asking that the Angle parking for on -street parking be changed to 30 degrees and jthat certain parking lot meters be converted to ten hour meters. On motion of Commissioner Waddell, seconded by Commissioner Rundquist, the City Manager was authorized to proceed with new parking program and install or convert meters so as to have approximately 256-10 hour meters, and 416-6 hour meters on parking lots and change the degree of angle parking to i 30 degrees on Santa Fe Avenue, and mark tires to regulate parking. Carried. City Engineer filed Partial Estimate Number 4 - Job 450 - Construction Industries - in the amount of $10,914.61. On motion of Commissioner Exline, seconded by Commissioner E j Waddell the estimate was approved. Carried. i City Engineer filed Final Estimate - Job 431 - Faith Addition Improvements - Brown and Brown - in the amount of $9,276.90. On motion of Commissioner Waddell, seconded by Commissioner Exline the estimate was approved. Carried. Cereal Malt Beverage application was received from Jimmie G. Mar for the Ramada Inn ! (Coronado Club) 222 Diamond Drive. On motion of Commissioner Casebeer, seconded by .. Commissioner Rundquist the application was approved. Carried Petition Number 2844 was received from the Employment Security Division for the rezoning at 626 West Walnut to "DD" Office Building. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the petition was referred to the City Planning Commission. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation; for the payment of certain claims." On motion of Commissioner Exline, seconded by Commissioner Waddell the Ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1285.
