REGULAR MEETING OF THE BOARD OF COMMISSIONERS
June 8,2020
4:00 p.m.
Z Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107,
City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
silence.

Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Commissioners
Trent W. Davis, M.D., Rod Franz,Melissa Rose Hodges, and Karl Ryan.
Also present: Michael Schrage, City Manager; Greg Bengtson, City Attorney; and Cheryl Mermis,
Deputy City Clerk.
AWARDS AND PROCLAMATIONS
(3.1) The month of June, 2020 as "Elder Abuse Awareness Month" in the city of
Salina. Abbey Hunter, Victim Advocate Mentor with DVACK read the
proclamation.
Mayor Hoppock asked if there were any events planned, Ms. Hunter stated that there will
be an Elder Abuse Virtual Training, a ZOOM presentation on June 15, 2020, from 1-2pm;
more information was available through DVACK Facebook page and Salina Journal
calendar. Mayor Hoppock thanked Ms. Hunter for her presentation and signed the
proclamation.
CITIZENS FORUM
Joan Ratzlaff, Salina, stated she had a complaint pertaining to the technical issues that
occurred on June 2, 2020 during the live broadcast of the Planning Commission meeting,
stating that if callers could not be recognized, the meeting would not meet requirements of
a public meeting. Mayor Hoppock thanked Ms. Ratzlaff for her comments and stated that
City staff were aware of the problems and were trying to resolve those issues.
Jericho Johnson, Norman Howell, Santiago Vasquez, Kathleen Willow Enders, Miranda
Bachman, Alexandra Griffin, Piyush Labhsetwar,Jon Blanchard, Alicia Mendez, Abbi Han,
Tamara McElrafth, Edy Cheremond; all from Salina, spoke in response to the tragic death
of George Floyd, the individual associated with a nation-wide movement for police reform,
and to end racism and brutality towards people of color. The speakers' collective and
resounding message was to raise awareness to the need for open dialog and establishing
specific policies on a local level.
Some individuals requested that the Commissioners consider redirecting $10 million
dollars to community enhancement for empowerment programs. There were echoing
comments from the group, appreciative of the supportive gestures from City
Commissioners and City leaders that attended the NAACP/Vigil for Justice Rally.
Theresa Hernandez, Salina, stated she previously served on the Salina/Saline County Law
Enforcement Advisory Committee and mentioned that a citizen complaint process was
already available and underutilized.

Michael Schrage, City Manager and Sean Morton, Deputy Chief, explained the policies
already in place which were well publicized on the City's and Police Departments'
websites, in response to questions from Commissioner Hodges and Commissioner Franz.
Mr. Schrage stated that he, Police Chief Nelson and police department leadership were
coordinating a future meeting, to discuss the ongoing dialog for accountability and a more
publicized approach to allow for public participation.

CONSENT AGENDA
(6.1) Approve the minutes of June 1,2020.
20-0182 Moved by Commissioner Ryan, seconded by Commissioner Hodges, to approve the consent
agenda as presented. Aye: (5). Nay: (0). Motion carried.
ADMINISTRATION
(7.1) Second reading Ordinance No. 20-11032 terminating the Lambertz Addition/Kohl's
Tax Increment Financing Project Redevelopment District.
Mayor Hoppock noted that Ordinance No. 20-11032 was passed on first reading on June 1, 2020
and since that time no comments have been received.
Debbie Pack, Director of Finance & Administration, stated that there were two changes made to
the ordinance since the first reading; adding a summary that could be published which was left out
and that the ordinance was introduced and read on June 1, 2020 with the second reading to occur
on June 8, 2020.
20-0183 Moved by Commissioner Hodges, seconded by Commissioner Ryan, to adopt Ordinance No. 20-
11032 terminating the Lambertz Addition/Kohl's Tax Increment Financing Project Redevelopment
District on second reading. A roll call vote was taken. Aye: (5) Davis, Franz, Hodges, Ryan,
Hoppock. Nay: (0). Motion carried.
(7.2) Consideration of a change to the Special Alcohol funding allocation for the
remainder of the two (2) year period 2019-2020.
Debbie Pack, Director of Finance&Administration, explained the request,fiscal impact and
action options.
Mayor Hoppock stated he read about additional staff being hired. Shane Hudson,President
and CEO of CKF and Andy Houltberg, Executive Director of Ashby House responded that
they are collaborating together, and collectively stated that the additional funding allowed
for their agencies to increase capacity and serve more women and children that seek their
services, and confirmed three additional staff had been employed.
20-0184 Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve reassignment of
Special Alcohol Funds for the 2019-2020 funding cycle from Ashby House to Central Kansas
Foundation. Aye: (5). Nay: (0). Motion carried.

(8.1) Consider acceptance of proposed easement and restricted access dedications on the
proposed final plat of the Southgate Plaza Addition, located on the west side of
South Ohio Street between Albert Avenue and Buckeye Avenue.
Mayor Hoppock recused himself due to a conflict of interest. Vice-Mayor Hodges
recognized Dean Andrew, Director of Planning that explained the current request, lot
design, variation request, utilities and drainage, Planning Commission action, fiscal impact
and action options.
20-0185 Moved by Commissioner Ryan, seconded by Commissioner Franz, to accept the offered and
restricted access dedications and authorize the Mayor to sign the plat of the Southgate Plaza
Addition on behalf of the City of Salina. Aye: (4). Nay: (0). Motion carried.
OTHER BUSINESS
(9.1) Request for executive session(trade secrets).
I move the city commission recess into executive session for _ minutes to discuss
the subject of a specific economic development prospect based upon the need to
discuss data relating to financial affairs or trade secrets of corporations,
partnerships, trusts, and individual proprietorships pursuant to K.S.A. 75-
4319(b)(4). The open meeting will resume in this room at p.m.
20-0186 Moved by Commissioner Davis, seconded by Commissioner Ryan, to recess into executive session
for 10 minutes to discuss the subject of a specific economic development prospect based upon the
need to discuss data relating to financial affairs or trade secrets of corporations, partnerships,
trusts, and individual proprietorships pursuant to K.S.A. 75-4319(b)(4). The open meeting will
resume in this room at 5:37 p.m. Aye: (5). Nay: (0). Motion carried.
The City Commission recessed into executive session at 5:27 p.m. and reconvened at 5:38
p.m. No action was taken.

Board of City Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The meeting
