05-03-1965 Minutes1 67 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas May 3, 1965 Regular Meeting of the Board of Commissioners May 3, 1965. Meeting was called to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Exline, Rundquist, Waddell, City Attorney Bengtson, and City Manager Olson responded. The Minutes of the Regular Meeting of April 26, 1965 were read and approved. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Construction Industries, Inc. for the construction of Lateral Sanitary Sewers 498, 499, 500, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner Exline, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 6855. Carried. Ordinance was introduced for first reading April 26, '65 An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Waddell, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 6856. Carried. Ordinance was introduced for first reading April 19,'65, 20 day Notice of Hearing up on the rezoning of Lots 3, 4, 5, Block 6, Moose Addition from District "A" to District "D". No protests, written or oral, were filed. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer an ordinance was introduced for first reading for the rezoning of the �pproperty. Carried. Ordinance Passed: �2n� j l I -1 J Number: City Engineer filed Partial Estimate Number 2 - Job 450 - Construction Industries - in the amount of $9,913.24. On motion of Commissioner Exline, seconded by Commissioner Waddell the estimate was approved. Carried. City Engineer filed Partial Estimate Number 3 - Job 431 - Brown and Brown, Inc. - in the amount of $20,971.06. On motion of Commissioner Exline, seconded by Commissioner Waddell the estimate was approved. Carried. City Engineer filed Partial Estimate Number 3 - Job 447 - Brown and Brown, Inc. - in the amount of $21,387.80. On motion of Commissioner Exline, seconded by Commissioner Waddell the estimate was approved. Carried. House Mover's Bond was received from Robert L. Smith. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist, the bond was approved. Carried. A letter was received from the City Planning Commission regarding street name changes. On motion of Commissioner Waddell, seconded by Commissioner Rundquist the letter was referred to the City Manager to be checked. Carried. On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the City Clerk was instructed to advertise for bids on one current model Utility Type Tractor and Standard Rotary Cutter mounted ready for service. The date set to receive the bids is May 17, 1965. Approved. Carried. A Resolution was introduced and passed entitled: "A Resolution approving the under- taking of surveys and plans for an Urban Renewal Project and filing of an application by the Urban Renewal Agency of Salina, Kansas in connection with the Civic Center Prgject in Salina, Kansas." I On motion of Commissioner Rundquist, seconded by Commissioner Casebeer the resolution was approved as read and the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the resolution and it is numbered 2823. Carried. Change order Number 2 was received - for Job 450. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the Change Order was approved. Carried. i !I f 1-68 Persons appeared regarding improvements of street on North Second Street from Ash to Elm. On motion of Commissioner Casebeer, seconded by Commissioner Rundquist the matter _ was referred to the City Manager and City Engineer for checking. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Exline, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1274. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Waddell,seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Stark, Casebeer,, Exline, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1275. Carried. Commissioner Waddell suggested that the City Manager check into the feasibility of a walkway around the pond in Indian Rock Park with some type of protection on the part where persons could slip into the pond from rock ledges; also give some study to the use of Municipal Airport for Municipal Golf Course if the Municipal operations are moved to Schilling.
