COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM
Salina, Kansas
April 26, 1965
Regular Meeting of the Board of Commissioners April 26, 1965. Meeting was called
to order by Mayor Stark, the roll was called and Commissioners Stark, Casebeer, Rundquist,
Waddell, City Attorney Bengtson, and City Manager Olson responded. Commissioner Exline
absent.
The Minutes of the Regular Meeting of April 19, 1965 were read and approved.
Bids were received on Sewer Job 454. Lateral Sewers 498, 499, 500.
Construction Industries, Inc ----------------- $3,995.00
Brown and Brown, Inc.------------------------ 4,790.00
Engineer's Estimate ------------------------- 4,475.00
On motion of Commissioner Waddell, seconded by Commissioner Casebeer the bid was
awarded to Construction Industries, Inc. Carried.
On motion of Commissioner Waddell, seconded by Commissioner Casebeer the Contract
Ordinance was introduced for first reading. Carried.
Ordinance Passed: � Number: J J
Appraisers for Job 454 - Robert Frederick, Warren Garrett and N. C. Grant.
An ordinance was introduced for second reading entitled: "An ordinance creating an
authority to be known as the "Salina Airport Authority" for the purpose of acquiring
property from the United States or any of its agencies, the State of Kansas, any political
subdivisions thereof or any Municipality therein or any other source authorized by law,
and to own, maintain, operate and improve, develop and dispose of such property; and to
levy taxes and to issue General Obligation bonds, Revenue Bonds, Industrial Revenue Bonds
and Warants to provide revenue for such purposes; provided further that said authority
shall be vested with all powers and subject to all limitations provided in Senate Bill
Number 235 as adopted by the 1965 session of the Kansas Legislature."
On motion of Commissioner Rundquist, seconded by Commissioner Waddell the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Stark, Casebeer, Rundquist, Waddell (4). Nays: (0)..; Mayor approved the ordinance and
it is numbered 6854., Ordinance was introduced for first reading April 19, 1965. Carried.
Commissioner Exline absent,,
Petition Number 2832 was filed by Lou Tickel for the paving of the street running in
front of the Grain Belt Supply and the Ramada Inn (Ramada Road Street) from US 81 Highway
East to the City Limits. On motion of Commissioner Rundquist, seconded by Commissioner
Casebeer the petition was referred to the City Manager for checking. Carried.
On motion of Commissioner Waddell, seconded by Commissioner Rundquist the City Clerk
was instructed to advertise for bids on Two Police Cars. The date set to receive the bids
is May 10, 1965. Carried.
A Resolution was introduced and passed entitled: "A Resolution approving the
submission of an application by the Urban Renewal Agency of Salina, Kansas for an advance
grant loan for the purpose of survey and planning for the Civic Center Urban Renewal
Project."
On motion of Commissioner Rundquist, seconded by Commissioner Waddell the resolution
was approved as read and the following vote was had: Ayes: Stark, Casebeer, Rundquist,
Waddell. (4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and
it is numbered 2822. Carried.
k A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist that
"Workable Program for Community Improvement" be submitted to Housing and Home Finance
Agency on April 27, 1965. Carried.
Mayor appointed the following to "The Salina Airport Authority"
M. J. Kennedy 3 year term
William Yost 2 year term
j C. J. Wertz 2 year term
Edward H. Bell 1 year term from April 28th, 1965, thereafter each
Allen R. Dodge 1 year term appointment to be for a 3 yr, term.

Mayor appointed to the Library Board for 4 year term from April 30, 1965:
Mrs. Sidney (Dorothy) Youngquist in place of Mrs. John Riddle
Franklin Adams in place of John G. Williamson.
Mr. Lindbloom, owner of All Star Lanes, was present with his attorney, Tom Lillard,
protesting that the Bowling Alley License illegal. On motion of Commissioner Rundquist,
seconded by Commissioner Waddell the matter was referred to the City Manager and the City
Attorney for two week period and that any action for collection of license be deferred
during this period. Carried.
On motion of Commissioner Rundquist, the Board of Commissioners,.�3journed.
