03-22-1965 MinutesU511 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas March 22, 1965 Regular Meeting of the Board of Commissioners March 22, 1965. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull, Exline, Spangler, Stark and City Attorney Bengtson responded. The Minutes of the Regular Meeting of March 15, 1965 were read and approved. A report was received on bids taken on mower for Park Department. On motion of Commiss Bull, seconded by Commissioner Exline the bid was awarded to Turf Equipment Company as low bidder in the amount of $1,245.00. Carried. Bids were received for Civil Defense warning point installation. On motion of Commissi Bull, seconded by Commissioner Exline the bids were referred to the Civil Defense Department to check bids. Carried. Charter Ordinance Number One was introduced for second reading entitled: " Charter ordinance exempting the City of Salina, Kansas, from K. S. A. 79-1951 and providing substitut and additional provisions on the same subject, authorizing and limiting tax levies in any one year on each dollar of assessed tangible valuation and prescribing an aggregate limit for all City wide tax levies." On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered Charter Ordinance Number One. Carried. Ordinance was introduced for first reading March 15, 1965. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain properIly within the City and prescribing the proper uses thereof. " On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered 6852. Carried. Ordinance was introduced for first reading March 8, 1965. An ordinance was introduced for second reading entitled: "An ordinance for the vacation of a certain street within the City of Salina, Saline County, Kansas." On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered 6853. Carried. Ordinance was introduced for first reading March 15, 1965. A letter was received from the City Planning Commission recommending the rezoning of ;Lots 18 and 19, Block 7, Shalimar Plaza Addition be rezoned from "DD" to "D" (Local Business) as requested in Petition Number 2820 filed by Salina Labor Building Association. On motion of Commissioner Stark, seconded by Commissioner Spangler the recommendation was accepted and approved and the City Clerk was intstructed to publish Notice of Hearing. Carried. Petition Number 2821 was filed by Maynard E. Nelson for Mrs. T. C. Oehlert for curb sidewalk on the West side of Fairdale Road from Melrose Lane to Overhill Road. (owner at 204 Fairdale Road wants to install his own at this time.) On motion of Commissioner Bull, seconded by Commissioner Spangler the petition was referred to the City Manager and Engineer for checking. Carried. Beer License application was filed by Dale Longbine, 600 North Santa Fe Avenue, Viv's Tavern. On motion of Commissioner Bull, seconded by Commissioner Exline the applicat :was approved. Carried. Beer License application was filed by Bennie Benton, Jr., 308 East North Street, ;Benton Cafe. On motion of Commissioner Spangler, seconded by Commissioner Bull, the application was approved. Carried. Petition Number 2822 was filed by M. L. Michaelsen for the approval of Plat of Sotith Industrial Area. On motion of Commissioner Spangler, seconded by Commissioner Bull the !petition was referred to the City Planning Commission. Carried. A Resolution was introduced and passed entitled: "A Resolution approving the Salina Interlocal Cooperation agreement subject to the approval of the Attorney General of Kansas." On motion of Commissioner Spangler, seconded by Commissioner Stark the resolution was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, 4Stark (5). Nays: (0). Mayor approved the resolution and it is numbered 2816. Carried. r 1 1 On motion of Commissioner Bull, seconded by Commissioner Spangler to accept and approve j Resolution from Citizens Advisory Committee of Salina, Kansas on Urban Renewal. Carried. 6 1A motion was made by Commissioner Bull, seconded by Commissioner Spangler to approve amendments to Senate Bull 235 and set the amount of 3% Limit on assessed valuation for General Obligation Bonds. Carried. Petition Number &2 was filed by Dan Bolen for Rezoning in Indian Rock Addition. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Planning Commission. Carried. A Resolution was introduced and passed entitled: "A Resolution authorizing and providing: for the issuance of Temporary Notes of the City of Salina, Kansas in the sum of $133,542.20, to pay a portion of the Costs of installing sewer and water improvements in the City of Salina to be designated as Series PT -74 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Bull, seconded by Commissioner Exline, the resolution was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays (0). Mayor approved the resolution and it is numbered 2817. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1267. Carried. City Manager reported with regard to employing an Administrator Intern from Kansas University at approximately $475.00 per month. On motion of Commissioner Spangler, seconded by Commissioner Bull it was approved. Carried. On motion of Commissioner Spangler the Board of Commissioners adjourned. ��— City Clerk
