01-25-1965 Minutes36 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas January 25, 1965 Regular Meeting of the Board of Commissioners January 25, 1965. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Exline, Spangler, Stark and City Attorney Bengtson responded. Commissioner Bull absent.' The Minutes of the Regular Meeting of January 18, 1965 were read and approved. Bids were received on Job 450, for sewer and water north of Euclid along US 81. On motion of Commissioner Stark, seconded by Commissioner Spangler the bids were referred to the Engineering Office to be checked and reported on at February lst meeting. Carried. 0 An ordinance was introduced for second reading entitled: "An ordinance calling a Specia Election in the City of Salina, Kansas for the purpose of submitting to the qualified electo of said City two propositions to issue the General Obligation Bonds of said City, to -wit: (1) In the amount of $1,100,000.00 for the purpose of paying the City's Share of the cost of acquiring a site for and constructing, furnishing and equipping an office building for the joint use and occupancy of the City of Salina, Kansas, Saline County, Kansas, and the Board of Education of the City of Salina, Kansas, and (2) in the amount of $675,000.00 for the purpose of acquiring a site for and constructing, furnishing and equipping a Public Library Building in and for said City, designating the time of holding said election, prescribing the form of ballot to be used thereat, and authorizing the publication of notice of said election." On motion of Commissioner Exline, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Exline, Spangler, Stark. (4). Nays: (0). Commissioner Bull absent. Mayor approved the ordinance and it is numbered 6844. Carried. Ordinance was introduced for first reading January 18, 1965. An ordinance was introduced for second reading entitled: "An ordinance providing for thej various uses of land and the structures thereon which may be legally used in a district "D" (Local Business District) and providing that no building, structure, land or premises shall be used and no building or structure shall be hereafter erected, constructed, re -constructed or altered except as those specifically set out in the ordinance and amending Section 11 of Ordinance Number 6613 of the City of Salina, Kansas and repealing the original section." On motion of Commissioner Spangler, seconded by Commissioner Exline, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Exline, Spangler, Stark (4). Nays: (0). Commissioner Bull absent. Mayor approved the ordinance and it is numbered 6845, Carried, Ordinance was introduced for first reading January 11, 1965. A letter was received from the City Planning Commission recommending the rezoning of Lot 2, Block 8, Replat of Garden Home Addition from District "D" to District "DD"; Lot 11, Block 8, Replat of Garden Home Addition from District "A" to District "DD"; Lot 10, Block 1, Talley Addition from District "F" to District "B"; Lots 11 to 22 inclusive, Block 1, Talley Addition from District "F" to District "A"; On motion of Commissioner Spangler, seconded by Commissioner Stark the recommendations were accepted and approved and the City Clerk was instructed to Publish Notice of Hearing. Carri A letter was received from the City Planning Commission recommending the rezoning of Lot 54, Block 6, Replat of Edgemere Addition to District "D". On motion of Commissioner Stark, seconded by Commissioner Exline the recommendation was accepted and approved and the City Clerk was instructed to publish Notice of Hearing. Carried. A letter was received from the City Planning Commission recommending the rezoning of the East 100 feet of Lot 9, Surveyor's Plat "G" to District "D"; also the west 45 feet of Lot 9 and all of Lot 8, Surveyor's Plat "G" to District "D". On motion of Commissioner Exline, seconded by Commissioner Stark the recommendation was accepted and approved and the City Cler was instructed to Publish Notice of Hearing. Carried. Cereal Malt Beverage applications were received from Bill Chism for Sav-a-sec Food Stores, at 1009 East Crawford, 2740 Belmont Blvd. 1118 West Cloud; On motion of Commissioner Stark, seconded by Commissioner Spangler the application was approved. Carried. Cereal Malt Beverage application was received from D. W. ARcher, One Spot Lounge, 768 North Broadway. On motion of Commissioner Stark, seconded by Commissioner Spangler the application was approved. Carried. I Cereal Malt Beverage application was received from Leon Ashton, Ashton Grocery, 901 West! Crawford, On motion of Commissioner Stark, seconded by Commissioner Spangler the application was approved. Carried. I Petition Number 2815 was filed by Dr. Maurice Connolly, for the rezoning of Lots 11, 12,E 13, 17, Block 1, Beebe's Second Addition from District "C" to District "DD". On motion of Commissioner Spangler, seconded by Commissioner Stark the petition was referred to the City Planning Commission. Carried. Tree Trimming application for 1965 was filed by Jerry Green, 411 Yale. On motion of Commissioner Exline, seconded by Commissioner Spangler the application was approved.
