12-14-1964 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas December 14, 1964 Regular Meeting of the Board of Commissioners December 14, 1964. Meeting was called to order by Acting Mayor Exline, the roll was called and Commissioners Exline, Bull, Spangler, Stark and City Attorney Bengtson responded. Mayor Rundquist absent. The Minutes of the Regular Meeting of December 7, 1964 were read and approved. Bids were received on two 1965 model Station Wagons for the Engineering Department. On motion of Commissioner Bull, seconded by Commissioner Spangler the bid was awarded to Long -McArthur Inc. as low bidder if the cars meet the specifications. Carried. (Bid was in the amount of $4,221.00) An ordinance was introduced for second reading entitled: "An ordinance prescribing the corporate limits of said City, including land described in Ordinance Numbers 6810, 6784, 6779, 6777, 6766 and repealing Section 1 of Ordinance Number 6759" On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Exline, Bull, Spangler, Stark(4)Nays: (0). Mayor Rundquist absent. Acting Mayor approved the ordinance and it is numbered 6834. Carried. Ordinance was introduced for first reading December 7, 1964. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Brown and Brown, Inc. for the construction of certain improvements on certain streets in the City of Salina, Kansas and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds On motion of Commissioner Stark, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Exline, Bull, Spangler, Stark (4). Nays: (0). Mayor Rundquist absent. Acting Mayor approved the ordinance and it is numbered 6835. Carried. Ordinance was introduced for first reading December 7, 1964. An ordinance was introduced for second.reading entitled: "An ordinance creating and defining a certain lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 499, and providing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 499, so created and providing for the payment of the cost thereof and for the levying of Special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Exline, Bull, Spangler, Stark (4). Nays: (0). Mayor Rundquist absent. Acting Mayor approved the ordinance and it is numbered 6836. Carried. Ordinance was introduced for first reading December 7, 1964. An ordinance was introduced for second reading entitled: "An ordinance requiring the securing of a license by persons desiring to provide entertainment in restaurants, cafes or cafeterias located in an area zoned District "D", within the City of Salina, Kansas; providing for the method of making application for said license; the fee to be charged for said license; the manner of issuance of license; provisions for suspension and revocations; and providing penalties for violation of said ordinance." On motion of Commissioner Bull, seconded by Commissioner Stark the ordinance was adopted by sections and on its final adoptions the following vote was had: Ayes: Exline, Bull, Spangler, Stark (4). Nays: (0). Mayor Rundquist absent. Acting Mayor approved the ordinance and it is numbered 6837. Carried. Ordinance was introduced for first reading December 7, 1964. A Resolution was introduced and passed entitled" A Resolution determining the advisability of certain sewer, water mains and hydrant improvements, estimating the cost, thereof, defining the boundaries of the improvement district ,method of assessment, and apportioning the cost between the improvement district and the City at large." On motion of Commissioner Bull, seconded by Commissioner Spangler the resolution was approved as read and the following vote was had: Ayes: Exline, Bull, Spangler, Stark (4). Nays: (0). Mayor Rundquist absent. Acting Mayor approved the resolution and it is numbered 2807. Carried. City Engineer filed partial estimate -#5 Job 449 - Asphalt resurfacing - Brown and Brown, Inc. in the amount of $13,471.01. On motion of Commissioner Spangler, seconded by Commissioner Stark the estimate was approved. Carried. 1 i� Petition Number 2810 was filed by Kenneth Albright for the rezoning of the East 100 ft. of Lot 9, Surveyor's Plat "G" to District "D". On motion of Commissioner Spangler, seconde by Commissioner Stark the petition was referred to the City Planning Commission. Carried. I On motion of Commissioner Spangler, seconded by Commissioner Stark an ordinance was introduced for first reading for Bus Route Schedule. Carried. i Ordinance Passed: -. a i + f Number: 1 Petition Number 2811 was filed by Edgemere Housing, Inc. for the rezoning of Lot 54, Block 8 in the Replat of Edgemere Addition from District "A"' to District "D". On motion of Commissioner Spangler, seconded by Commissioner Stark the petition was referred to the City Planning Commission. Carried. On motion of Commissioner Spangler, seconded by Commissioner Stark an ordinance was introduced for first reading for the amendment of Section 26-1107 of the Code of the City of Salina, Kansas (Sidewalks) Carried. On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Exline, Bull, Spangler, Stark (4).
