11-16-1964 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas November 16, 1964 Regular Meeting of the Board of Commissioners November 16, 1964. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Exline, Bull, Spangler, Stark and City Attorney Bengtson responded. The Minutes of the Regular Meeting of November 9, 1964 were read and approved. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted ane providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered 6827. Carried. Ordinance was introduced for first reading November 2, 1964. The City Clerk reported that the assessment rolls are ready for Job 430, for the following improvement, to -wit: 1. Curbing, guttering and pavement with concrete, 41 feet wide, from back of curb to back of curb, on Ohio Street from the end of existing concrete. Pavement just north of Elm Street to the center line of Pacific Street. 2. The water main to be installed within the limits of right-of-way on Ohio Street from the center line of Elm Street to the center line of Pacific Street. 3. 1" water service to be stubbed out from the main to back of curb for each lot. I 4. Sanitary Main and pump station within the limits of right-of-way on Ohio Street from the center line of Elm Street to the center line of Pacific Street. 5. Storm sewer to be installed within the limits of right-of-way on Ohio Street from the Smoky Hill River just north of Elm Street to the center line of Pacific Street. as authorized by Resolution Number 2693 passed on February 26th, 1963. Commissioner Bull made motion, seconded by Commissioner Spangler that the City Clerk be directed to publish notice in the official paper at least once not less than ten days prior to the date of December 7, 1964, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of the property made liable to pay the assessments at their last known address, a notice of hearing and a i statement of the cost proposed to be assessed against the land so owned and assessed. Motion Carried. Petition Number 2804 for the vacation of alley abutting Lots 51, 52, 53 on Front St. j and Lots 103, 105, 107 on Second Street was recommended by the City Manager reserving utility rights. On motion of Commissioner Bull, seconded by Commissioner Exline the recommendation was accepted and an ordinance for the vacation of the alley was introduced for first reading. Carried. Ordinance Passed: ff� } l� Number: 0 Twenty days protest period up on Resolution Number 2799. Job 447. Riker Manor Add. There were no protests filed, written or oral. On motion of Commissioner Spangler, seconded by Commissioner Stark the City Clerk was instructed to advertise for bids to be received December 7, 1964. Carried. Petition Number 2805 was filed by L. F. Eaton for a feasibility report for pavement, sewers, and water service in Westport Exchange Addition. On motion of Commissioner Stark seconded by Commissioner Spangler the petition was referred to the City Manager to be checked. Carried. A Resolution was introduced and passed entitled: "WHEREAS, the Union Pacific Railroad Company has tendered to the City of Salina, State of Kansas, a rider (Hereinafter called "agreement") extending to October 19, 1969, the term of agreement dated October 20, 1959, covering a drainage ditch and a flood control levee on right of way of the Railroad Company's Plainville Branch, near Salina, Kansas; said agreement being identified as Railroad Company's C.D. No. 43132-7-A;" On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the resolution and it is numbered 2804. Carried. 1 1 A letter was received from the Chamber of Commerce requesting permission to erect wires across streets for Christmas decorations and lights. On motion of Commissioner j Bull, seconded by Commissioner Exline permission was approved subject to no decorations being put up before Thursday November 19, 1964. Carried. tl i Beer license application was received from J. Edwards to transfer location from 146 South 5th to 121 East Walnut, (Jimmies Canteen.) On motion of Commissioner Bull, seconded by Commissioner Exline the trasnfer was approved. Carried. i i Petition Number 2806 was filed by Gailen L. Keeling & Fred H. Kramer against the rezoning on Petition 2799-Michaelsen Inc., in Shippel Addition. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Planning Commission. Carried. 1 ! On motion of Commissioner Spangler, seconded by Commissioner Bull to remove from table Petition Number 2766 and City Plannind Commission Letter approving change of street names, Mohawk to Windsor Drive; Seminole to Vassar Drive; Shawnee to Plaza Drive for consideration at meeting of November 23, 1964. Carried. Petition Number 2801 for a street light at the entrance of Country Club Heights Add. # 3 at Knollcrest and Marymount Road was recommended by the City Manager. On motion of Commissioner Bull, seconded by Commissioner Exline the street light was approved. Carried. , ! Petition Number 2803 for a street light at the intersection of Second and Bond Street: i was recommended by the City Manager. On motion of Commissioner Bull, seconded by Commissioner Exline the street light was approved.
