COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM

November 9, 1964
Regular Meeting of the Board of Commissioners November 9, 1964. Meeting was called
to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Exline,
Spangler, Stark and City Attorney Bengtson responded. Commissioner Bull absent.
The Minutes of the Regular Meeting of November 2, 1964 were read and approved.
Bids were received on a Police Car. On motion of Commissioner Exline, seconded by
Commissioner Spangler, the bid was awarded to Long -McArthur, Inc. as low bidder in the
amount of $1,190.00. Carried.
Bids were received on a Truck for the Street Department. On motion of Commissioner
Stark, seconded by Commissioner Spangler, the bid was awarded to Long -McArthur, Inc. as
low bidder in the amount of $2,792.00. Carried.
20 day Notice of Hearing up on the rezoning of Lot 1, Block 1, Mayfair Addition from
District "A" to District "D" (Local Business). No protests written or oral were filed.
On motion of Commissioner Stark, seconded by Commissioner Spangler an ordinance was
introduced for first reading for the rezoning of the property. Carried.
Ordinance Passed: ! i - Number:
An ordinance was introduced for second reading entitled: "An ordinance levying
assessments on Lots, pieces and parcels of ground in the City of Salina, Kansas, for the
purpose of paying a portion of the cost of:
1. The curbing, guttering, and paving of:
(a) Neal Avenue from a point 200 feet east of the west line of
Bonnie Ridge Addition to a line from the northwest corner
of Lot 17, Block 7, to the Southeast corner of Lot 12,
Block 9, Bonnie Ridge Addition.
2. Water Mains to be installed in the above described streets.
3. Sanitary sewer to serve Block 12, Block 9; Lots 8, 9, 10, 11, 12, 13,
Block 8; Lots 1 thru 7, Lot 9 and Lot 10, Block 2; Lots 16 thru 18,
Block 1; Lots 4 thru 11, Block 5 and Lots 6 thru 16, Block 7
Bonnie Ridge Addition. Sewer lines described as follows:
(a) An 8 inch clay pipe sewer beginning at an existing manhole
in Melanie Lane, thence west to Neal Avenue to Lot 16
Block 1 where a manhole will be built.
(b) An 8 inch clay pipe sewer beginning at a manhole to be
built in Neal Avenue at Bobby Place, thence north 50 feet.
(c) An 8 inch clay pipe sewer beginning at a manhole to be
built in Neal Avenue at Linda Lane, thence south 50 feet. "
On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist
Exline, Spangler, Stark (4). Nays: (0). Commissioner Bull absent. Mayor approved the
ordinance and it is numbered 6824. Carried. Ordinance was introduced for first reading
November 2, 1964.

(a) Leland Way from the south line of Wayne Avenue to the west
line of Quincy Street.
(b) Raymond Avenue from the south line of Wayne Avenue to the
North ine o Kensington Road.
(c) Kensington Road from the west line of Quincy Street to the
east line of the Union Pacific Railroad right-of-way.
(d) Montclair Drive from the west line of Quincy Street to the
east line of the Union Pacific Railroad right-of-way.
2. Water Mains to be installed in the above described streets.
3. A Sanitary Sewer to serve Blocks 1, 2, 4, 5, and 6, Meadowlark Acres
Addition. "
On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Exline, Spangler, Stark (4). Nays: (0). Commissioner Bull absent. Mayor
approved the ordinance and it is numbered 6825. Carried. Ordinance was introduced for
first reading November 2, 1964.

I An ordinance was introduced for second reading entitled: "An ordinance providing for
the periodic issuance of Temporary Notes of the City of Salina, Kansas, in the principal
i sum not to exceed $120,000.00, to pay for the cost of erecting, constructing, furnishing
I and equipping a public building and for other necessary costs authorized by G. S. 1961 Su
12-1736 to 12-1739, inclusive, of the Laws of the State of Kansas."
On motion of Commissioner Exline, seconded by Commissioner Spangler the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist
Exline, Spangler, Stark (4). Nays: (0). Commissioner Bull absent. Mayor approved the
ordinance and it is numbered 6826. Carried. Ordinance was introduced for first reading
November 2, 1964.
A resolution was introduced and passed entitled: "A Resolution directing and ordering
a public hearing on the advisability of sewer, water mains and hydrant improvements in
certain districts and giving notice of such hearing."
On motion of Commissioner Exline, seconded by Commissioner Spangler the resolution wa
approved as read and the following vote was had: Ayes: Rundquist, Exline, Spangler, Stark
(4). Nays: (0). Commissioner Bull absent. Mayor approved the resolution and it is
numbered 2802. Carried.
A resolution was introduced and passed entitled: "A RESOLUTION authorizing the
acceptance of first amendment to grant agreement, Contract No. FA -CE -2060, relating to
the development of The Salina Municipal Airport, Salina, Kansas."
On motion of Commissioner Spangler, seconded by Commissioner Stark the resolution was
approved as read and the following vote was had: Ayes: Rundquist, Exline, Spangler, Stark
(4). Nays: (0). Commissioner Bull absent. Mayor approved the resolution and it is
numbered 2803. Carried.
On motion of Commissioner Stark, seconded by Commissioner Spangler an ordinance
was introduced for first reading for the inclusion of land within the City Limits
in Faith Addition, Wallerius ^Addition, Key Alcor/es Addition and Mayfai�r7 Addition. Carried.
Ordinance Passed: Number: �4 ✓ �f�
Petition Number 2803 was filed by Flossie Pearl Clark for a street light at Second
and Bond Streets. On motion of Commissioner Exline, seconded by Commissioner Spangler
the petition was referred to the City Manager for checking, Carried.
A motion was made by Commissioner Spangler, seconded by Commissioner Stark authorizing
the City Manager to sign Airport Maintenance Hangar Contract with Wilson Engineering Co.
Carried.
Petition Number 2804 was filed A. L. Fankhauser & J. S. Dillon & Sons Stores Co., Inc
for the vacation of alley abutting Lots 51, 52, 53 on Front Street and Lots 103, 105, 107
on Second Street in the Original Townsite. On motion of Commissioner Spangler, seconded
by Commissioner Stark the petition was referred to the City Manager for checking. Carried
On motion of Commissioner Exline, the Board of Commissioners Adjourned.
