Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull, Exline, Spangler, Stark responded. City Attorney Bengtson absent. The Minutes of the Regular Meeting of September 14, 1964 were read and approved. Bids were received on Job 431 - Faith Addition improvements. Brown and Brown, Inc. $49,779.50 Construction Industries 50,684.07 Engineer's Estimate 56,857.50 On motion of Commissioner Spangler, seconded by Commissioner Stark the bid was awarded to Brown,and Brown, Inc. as low bidder in the amount of $49,779.50. Carried. On motion of Commissioner Spangler, seconded by Commissioner Stark the Contract Ordinance was introduced for first reading. Carried. Ordinance Passed:� c) C Number: 20 day Notice of Hearing up on the Rezoning of Lot 26, Block 2, in the Replat of Part of Blocks 1 and 2, Evergreen Park Addition, in the City of Salina, Saline County, Kansas, from District "A" to District "D" (Local Business). No protests written or oral were filed. On motion of Commissioner Bull, seconded by Commissioner Exline an ordinance was introduced for first reading for the rezoning of the property. Carried. Ordinance Passed: (� �/ j� Number: dl�� An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 498, and providing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 498, so created and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes:Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered 6816. Carried. Ordinance was introduced for first reading September 14, 1964. An ordinance was introduced for second reading entitled: "An ordinance Providing for �he vacation of a certain easement located in Block Nine in the Replat of Faith Addition to the City of Salina, Saline County, Kansas." On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered 6817. Carried. Ordinance was introduced for first reading September 14, 1964. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering, paving and grading of the East side of Fourth Street with concrete (Twenty -(20) feet wide from back of curb to edge of pavement) from the south line of Ellsworth Avenue to the north line of Jewell Avenue." On motion of Commissioner Spangler, seconded by Commissioner Stark the resolution was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the resolution and it is Numbered 2794. Resolution was introduced for first reading September 14, 1964. On motion of Commissioner Buil, seconded by Commissioner Exline a resolution was introduced for first reading for the curbing, guttering and paving of Third Street with Concrete from Forrest Avenue to Woodland Avenue. Resolution Passed: (i,�- Number: 1 1 1 1 On motion of Commissioner Spangler, seconded by Commissioner Stark a resolution was introduced for first reading for the curbing, guttering and paving of Thirteenth Street from Broadway to Woodland. Resolution Passed:--� , j Number: ?i'% q*4 The City Clerk reported that the assessment rolls for the following improvement to -wit; 1. This improvement consists of the Curbing, guttering, paving of: (a) Leland Way from the south line of Wayne Avenue to the west line of Quincy Street (b) Raymond Avenue from the south line of Wayne Avenue to the north line of Kensington Road. (c) Kensington Road from the west line of Quincy Street to the east line of the Union Pacific Railroad right-of-way. (d) Montclair Drive from the west line of Quincy Street to the east line of Union Pacific Railroad right-of-way. 2. Water Mains to be installed in the above described streets. 3. A Sanitary Sewer to serve Blocks 1, 2, 4, 5, and 6, Meadowlark Acres Addition. as authorized by Resolution Number 2712 passed on April 30, 1963. Commissioner Spangler made motion that the City Clerk be directed to publish notice ii the official paper at least once not less than ten days prior to the date of October 19, 1964, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of the property made liable to pay the assessments, at their last known post office address, a notice of hearing and a statement of the cost proposed to be assessed against the land so owned and assessed. Motion carried. The City Clerk reported that the assessment rolls for the following improvement to -wit: 1. The curbing, guttering and paving of: (a) Neal Avenue from a point 200 feet east of the west line of Bonnie Ridge Addition to a line from the Northwest corner of Lot 17, Block 7 to the southeast corner of Lot 12, Block 9 of Bonnie Ridge Addition. 2. Water Mains to be installed in the above described street. 3. A sanitary sewer to serve Lot 12, Block 9, Lots 8, 9, 10, 11, 12, and 13, Block 8; Lots 1 thru Lot 7, Lot 9 and Lot 10, Block 2; Lots 16 thru 18, Block 1; Lots 4 thru 11, Block 5; and Lots 6 thru 16, Block 7, Bonnie Ridge Addition. as authorized by Resolution 2704 passed on April 2, 1963. On motion of Commissioner Spangler, seconded by Commissioner Stark the resolution was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark. (5). Nays: (0). Mayor approved the resolution and it is numbered 2795. Carried. A request was received from Nora Lee Anthony to keep riding horses in the City Limits at 1301 North Front. The City -County Health Department did not recommend that the permit be approved. On motion of Commissioner Bull, seconded by Commissioner Exline the request II to keep riding horses at 1301 North Front was denied. Carried. l City Engineer filed partial Estimate Number 2 - Airport - Construction Industries - in the amount of $7,584.22. On motion of Commissioner Exline, seconded by Commissioner Bull the estimate was approved. Carried. i A beer license application was received from Dale W. Jellison for the Rex Smoker at 150 North Santa Fe Avenue. On motion of Commissioner Spangler, seconded by Commissioner Stark the application was approved. Carried. 1091 A pool hall application was received from Dale W. Jellison for the Rex Smoker at 150 North Santa Fe Avenue for 6 pool tables. On motion of Commissioner Spangler, seconded by Commissioner Stark the application was approved. Carried. A beer license application was received from Dorothy J. Reilly for the East Cloud Grocery, 520 East Cloud. On motion of Commissioner Spangler, seconded by Commissioner Stark the application was approved. Carried. Petit:; -on Number 2789 was received from William H. Cooper for the rezoning of Lots 4 and 12, Block 10, Shalimar Plaza Addition to Zone "D". On motion of Commissioner Exline, seconded by Commissioner Bull the petition was referred to the City Planning Commission. Carried. Petition Number 2790 was received from John M. Monk for the rezoning of Lot 1, Block 1, Mayfair Addition to Zone "D". On motion of Commissioner Exline, seconded by Commissioner Bull the petition was referred to the City Planning Commission. Carried. Petition Number 2791 was received from M. L. Michaelsen for the replat of Blocks 4 and 5 and 3, Schippel Addition. On motion of Commissioner Exline, seconded by Commission Bull the petition was referred to the City Planning Commission. Carried. Petition Number 2792 was received from B. A. Breon and J. D. Williams for the rezon of the North 114 feet of Lot 1, Block 1, Wilbre Addition to Zone "E". On motion of Commissioner Exline, seconded by Commissioner Bull the petition was referred to the City Planning Commission. Carried. Mayor appointed H. C. Rickerson to the Electricians Examining Board in place of Robert A. Lange. On motion of Commissioner Bull, seconded by Commissioner Exline the appointment was approved. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriati for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark, (5).
