Regular Meeting of the Board of Commissioners September 14, 1964. Meeting was called
to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull, Exline
Spangler, and Stark,and City Attorney Bengtson responded.
The Minutes of the Regular Meeting of August 31, 1964 were read and approved.
Bids were received on Job 451 - Water Main Improvements.

On motion of Commissioner Bull, seconded by Commissioner Exline the bid was awarded
to Catherman Construction Company. Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE creating
the position of a parole officer for the Police Court and City Court of the City of Salina
Kansas providing for the method of appointment and defining the duties of said parole
officer."
On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance
and it is numbered 6812. Carried. Ordinance was introduced for first reading August 31,
1964.
An ordinance was introduced for second reading entitled: "An ordinance repealing
Chapter XVII, Article 1 (Memorial Hall Management) of the Code of the City of Salina,
Kansas, 1960."
On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist,
Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is
numbered 6813 . Carried. Ordinance was introduced for first reading August 31, 1964.
An ordinance was introduced for second reading entitled: "An ordinance limiting the
I gross weight of loads and vehicles operated on any street or bridge within the City of
Salina, Kansas; amending 27-2108 of the Code of the City of Salina, Kansas, 1960;
and repealing the original section."
On motion of Commissioner Stark, seconded by Commissioner Spangler the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance
and it is numbered 6814. Carried. Ordinance was introduced for first reading August 31,
1964.
An ordinance was introduced for second reading entitled: "An ordinance providing for
the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist
Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is
numbered 6815. Carried. Ordinance was introduced for first reading August 31, 1964.
A resolution was introduced and passed entitled: "A resolution directing and ordering,
a public hearing on the advisability of sidewalk, street, sewer and water mains and hydrant
improvements in certain districts and giving notice of such hearing."
On motion of Commissioner Spangler, seconded by Commissioner Bull the resolution
was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline,
Spangler, Stark (5). Nays: (0). Mayor approved the resolution and it is numbered 2793.
Carried.

On motion of Commissioner Spangler, seconded by Commissioner Stark a resolution was
introduced for first reading for the curbing, guttering, paving of the East side of Fourth

On motion of Commissioner Spangler, seconded by Commissioner Stark an ordinance was
introduced for first reading for lateral Sanitary Sewer Number 498 to serve lots 1, 2, 3,
4, Block 1, Pacific Addition. Carried.

On motion of Commissioner Spangler, seconded by Commissioner Bull an ordinance was
introduced for first reading for the vacation of Easement in Block 9, Replat of Faith
Addition. Carried. v

On motion of Commissioner Spangler, seconded by Commissioner Stark, the City Clerk wa;
instructed to advertise for Bids on Job 431, Replat of Faith Addition Improvements, Blocks
3 and 7, for September 28, 1964. Carried.
City Manager recommended that Petition Number 2776 for the vacation of alley between
Cloud Street and Russell Street from Quincy Street west to the lagoon be approved, subject
to utility easements. On motion of Commissioner Bull, seconded by Commissioner Exline
the recommendation was accepted and the petition was approved. Carried.

On motion of Commissioner Exline, seconded by Commissioner Bull the City Clerk was
I instructed to tdke bids 6n.$630,000.00 of Internal Improvement Bonds, curb, gutter, paving
and sewer improvements to be taken October 5, 1964. Carried.
Petition Number 2788 was filed requesting a street light at Marc and Roach Streets.
On motion of Commissioner Spangler, seconded by Commissioner Stark the street light was
approved. Carried.
Petition Number 2786 was filed by Mrs. C. A. Gaumer protesting the paving in block
on North 13th Street from Broadway to Woodland. On motion of Commissioner Exline, seconded
by Commissioner Bull the petition was referred to the City Manager for checking.
Concrete Construction Bond for M. T. Damker was filed. On motion of Commissioner Sta#k,
seconded by Commissioner Spangler the bond was approved. Carried.
Pool Hall license application was received from Salina Bowling Company, Inc.
at 624 South Broadway for 5 billiard tables. On motion of Commissioner Bull, seconded by
Commissioner Exline the application was approved. Carried.
Petition Number 2787 was filed by Rev. and Mrs. Gerald Eden for the changing of the
name of Arapahoe Street to Benton Drive. On motion of Commissioner Bull, seconded by
Commissioner Exline the petition was referred to the City Planning Commission to be checked.
Carried.

Mayor appointed Mrs. John Riddle to Library Board to fill the unexpired term of
Mrs. Lavern M. Myers who resigned. Term to April 30, 1965. On motion of Commissioner
Spangler, seconded by Commissioner Stark the appointment was approved. Carried.
Commission approved the City Manager to go to Managers Convention September 27 -
October 1, 1964.
Attorneys appeared regarding Ordinance on Parole Officer and favored the appointment
of C. F. Leiker at this time.
City Engineer filed Plans and specifications on September 4, 1964 for Job 450, as
required by Resolution Number 2789. On motion of Commissioner Bull, seconded by Commissioner
Exline the Plans and Specifications were accepted and approved. Carried.
An ordinance was introduced and passed entitled "An ordinance making an appropriation)
for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:Rundquist,
Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is
Numbered A-1237.
An ordinance was introduced and passed entitled: "An ordinance making an appropriation}
for the payment of certain claims."
On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist
Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is
