08-31-1964 Minutes134 COMMISSIONERS PROCEEDINGS - Regular Meeting COMMISSIONERS ROOM Salina, Kansas August 31, 1964 Regular Meeting of the Board of Commissioners August 31, 1964. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull, Exline, Spangler, and Stark and City Attorney Bengtson responded. The Minutes of the Regular Meeting of August 24, 1964 were read and approved. Appraisers report was filed for Job 445. On motion of Commissioner Exline, seconded by Commissioner Bull the report was accepted and the City Clerk was instructed to publish Notice of Hearing. Hearing Date was set for September 14, 1964. Carried. 20 day notice of Hearing up on the Rezoning of the East 10 feet of Lot 7 and all of Lot 8, Block 6, Phillips East Salina Addition from "A" to "B". There were no protests filed, written or oral. On motion of Commissioner Spangler, seconded by Commissioner Stark the rezoning Ordinance was introduced for first reading. Carried. Ordinance Passed: q, /67(d -f-- Number; Petition Number 2778 was checked and found to have 50% signers for the paving with concrete of the 700 block of North Third Street from Woodland to Forrest. On motion of Commissioner Exline, seconded by Commissioner Spangler the petition was approved for a resolution. Carried. Petition Number 2779 was checked and found to have 100% signers for the paving with concrete of the 700 block of North Thirteenth Street from Broadway to Woodland. On motion of Commissioner Exline, seconded by Commissioner Bull the petition was approved for a ! resolution. Carried. Feasibility Report was filed for Job 447, for the improvement of Brookwood Lane, Crestwood Road, Driftwood Road, sidewalks, water mains and sewer to serve Blocks 13 & 14, i all in Riker Manor Addition. Approximate cosO'the property $62,178.60; City $10,171.70. On motion of Commissioner Exline, seconded by Commissioner Bull the Feasibility Report was approved for a resolution. Carried. An ordinance was introduced for first reading changing the name of Ohio Street to l Ohio Boulevard. On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance was tabled. Carried. On motion of Commissioner Bull, seconded by Commissioner Spangler an ordinance was introduced for first reading creating position of parole officer for Police Court and City Court. Ordinance Passed:, ` �i ( b Number:' A letter was received from the City Planning Commission approving Petition Number 27 filed by Marvin T. Brown fora: the rezoning of Lot 26, Block 2, Replat of Blocks 1 & 2, Evergreen Park Addition to District "D". On motion of Commissioner Bull, seconded by Commissioner Spangler the recommendation was accepted and the City Clerk was instructed to publish Notice of Hearing. Carried. A beer application was received from Lawrence Gray for North Santa Fe Recreation at 806 North Santa Fe Avenue. On motion of Commissioner Spangler, seconded by Commissioner Stark the application was approved. Carried. A beer application was received from Albert L. Shields, Jr. for Dee's Tavern at 124 East Iron Avenue. On motion of Commissioner Spangler, seconded by Commissioner Stark the application was approved. Carried. City Engineer filed partial Estimate Number 3 - Job 446 - Streets - Brown & Brown, I0c. in the amount of $45,670.87. On motion of Commissioner Spangler, seconded by Commissioneir Exline the estimate was approved. Carried. City Engineer filed partial Estimate Number 1 - Job 448 - Sewers - Brown & Brown, Incj. in the amount of $8,912.34. On motion of Commissioner Exline, seconded by Commissioner Spangler the estimate was approved. Carried. J i. 1 1 1 City Engineer filed partial Estimate Number 3 - Job 449 - Street Resurfacing - Brown and Brown, Inc. in the amount of $9,192.28. On motion of Commissioner Stark 1 seconded by Commissioner Spangler the estimate was approved. Carried. 1 Petition Number 2784 for the concrete paving of South Ohio Street from the north edge to the south edge of the Bonnie Ridge Sub -division, and request that they be assessed only for the west half of the paving. Signed by 41 persons in Bonnie Ridge Addition. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred j to the City Manager for checking. Petition Number 2785 was filed by,property owners in the Replat of part of University Addition asking that Lateral Sanitary Sewer Number 493 not be installed. The petition was filed with the sewer job. Pool Hall license application was received from Carl E. Bibbs, for 502 North Third j Street for 2 pool tables. On motion of Commissioner Bull, seconded by Commissioner Exline the application was approved. Carried. Pool Hall license application was received from Lawrence Gray for the North Santa Fe >' Recreation at 806 North Santa Fe Avenue for 3 pool tables. On motion of Commissioner Bull, seconded by Commissioner Exline the application was approved. Carried. A resolution was introduced and passed entitled: "A resolution authorizing and v providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the i sum of $132,557.23, to pay a portion of the cost of improving certain streets in the City of Salina to be designated as Series PT -71 pending the issuance of bonds to pay the cost of said work." - i On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was _ approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler,! Stark (5). Nays: (0). Mayor approved the resolution and it is Numbered 2790. Carried. A resolution was introduced and passed entitled:" A resolution authorizing and providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the �! sum of $28,046.18, to pay a portion of the cost of improving certain streets in the City of Salina to be designated as Series PT -68 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Mayor approved the resolution and it is Numbered 2791. Carried. A resolution was introduced and passed entitled. "A resolution authorizing and providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the sum of $18,577.10, to pay a portion of the cost of improving certain streets in the City of Salina, to be designated as Series PT -66 pending the issuance of bonds to pay the cost of said work." i On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was approved as read and the following vote was had: Ayes'j Rundquist, Bull, Exline, Spangler) Stark (5). Nays: (0). Mayor approved the resolution and it is Numbered 2792. Carried. An ordinance was introduced and passed entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Exline,. Spangler, Stark (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1236. Carried. On motion of Commissioner Stark, the Board of Commissioners adjourned. City Clerk
