COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM

August 17, 1964
Regular Meeting of the Board of Commissioners August 17, 1964. Meeting was called
to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull,
Spangler, and Stark and City Attorney Bengtson responded. Commissioner Exline absent.
The Minutes of the Regular Meeting of August 10, 1964 were read and approved.
An ordinance was introduced for second reading entitled: "An ordinance making a levy
of taxes for general revenue and other purposes by the City of 'Salina, Kansas, for the
year 1965."
On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Bull, Spangler, Stark (4). Nays: (0). Commissioner Exline absent. Mayor
approved the ordinance and it is numbered 6807. Carried. Ordinance was introduced for
first reading August 10, 1964.
An ordinance was introduced for second reading entitled: "An ordinance providing for
the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Bull, Spangler, Stark (4). Nays: (0). Commissioner Exline absent. Mayor
approved the ordinance and it is numbered 6808. Carried. Ordinance was introduced for
first reading August 3, 1964.
An ordinance was introduced for second reading entitied: "An ordinance providing for
the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:

approved the ordinance and it is numbered 6809. Carried. Ordinance was introduced for
first reading August 3, 1964.
A resolution was introduced and passed entitled: "A Resolution determining the
advisability of certain, sewer, water mains and hydrant improvements, estimating the cost I
thereof, defining the boundaries of the improvement district, method of assessment, and
apportioning the cost between the improvement district and the City at large." (Sanitary I
Sewer Main and water Main to serve area approximately 400 feet each side of U.S. 81 Highwa�
from Euclid Street north approximately 12 miles to Culver Road.)
On motion of Commissioner Spangler, seconded by Commissioner Stark the resolution wasi
approved as read and the following vote was had: Ayes: Rundquist, Bull, Spangler, Stark
(4). Nays: (0). Commissioner Exline absent. Mayor approved the resolution and it is
numbered 2788. Carried.
Petition Number 2778 was filed by Mrs. Virgil Longbine for the paving with concrete
of the 700 block of North Third Street from Woodland to Forrest. On motion of Commissioned.
Bull, seconded by Commissioner Spangler the petition was referred to the City Manager.
Carried.
Petition Number 2779 was filed by Morrison Grain Company for the paving with concrete
the 700 block of North Thirteenth Street with roll back type curbing, between Broadway
and Woodland. On motion of Commissioner Bull, seconded by Commissioner Spangler the
petition was referred to the City Manager. Carried.
Petition Number 2780 was filed by Equitable Investment Company for the rezoning of
the East 25 feet of the North 100 feet of the West 100 feet of Block 9, Riker Addition
to "D"; and the rezoning of the South 1572 feet of the North 2572 feet of the West 100 feeIt
of Block 9 Riker Addition to "DD". On motion of Commissioner Bull, seconded by Commissiorer
Spangler the petition was referred to the City Planning Commission. Carried.
Petition Number 2781 was filed by Riker Manor, Inc. for the inclusion of the East 2
of Block 14, Riker Manor Addition into the City Limits. On motion of Commissioner Bull,'
seconded by Commissioner Spangler the petition was approved and an ordinance was introducdd
for first reading. Carried.
Ordinance Passed: Number: ��
Mayor appointed Earl Woodward to the Welfare Board in place of Carl Byers who
resigned. Term to May 21, 1965. On motion of Commissioner Bull, seconded by Commissioner
Spangler the appointment was approved. Carried.
Mayor appointed Lawrence Clovis to Memorial Stadium Baseball Park Committee in place
of Alan Hocking who resigned. Term to April 3, 1965. On motion of Commissioner Bull,
seconded by Commissioner Spangler the appointment was approved. Carried.
