08-10-1964 Minutes1 11 1 ti COMMISSIONERS PROCEEDINGS - REGULAR MEETING - COMMISSIONERS ROOM l"Salina, Kansas August 10, 1964 Regular Meeting of the Board of Commissioners August 10, 1964. Meeting was called to order by Acting Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull, Exline, Spangler, and Stark and City Attorney Bengtson responded. The Minutes of the Regular Meeting of August 3, 1964 were read and approved. I I i i I REORGANIZATION MEETING I I City Clerk, H. E. Peterson, presiding. On motion of Commissioner Stark, seconded by Commissioner Spangler, Carl Rundquist was nominated for Mayor and Chairman of the Commission for the unexpired term of Donald Tucker who resigned as Mayor and Commissioner on June 17, 1964. Carried. On motion of Commissioner Bull, seconded by Commissioner Spangler, Ralph Exline was nominated as Acting Mayor to fill the vacancy created by Carl Rundquist being promoted to Mayor. Carried. Rundquist stated he would serve the unexpired term as Mayor and then leave the position open. j Hearing on Resolution Number 2786 for the installation of Sanitary Sewer Main and Water Main to serve the area approximately 400 feet each side of US 81 Highway from j Euclid Street north approximately 12 miles to Culver Road, at an approximate cost to i the property of $222,081.52 and to the City $11,141.80. There were no protests written or oral. On motion of Commissioner Bull, seconded by Commissioner Stark Resolution Number 2780 and the improvements and descriptions listed in the Notice of Hearing be approved. Carried. 20 day notice of Hearing up on the rezoning of Lots 1 to 9, and 11, 13, 15, Block 7, Shalimar Plaza Addition from "C" to "D"; and Lot 17, Block 7, Shalimar Plaza Addition from "C" to "DD". No protests, written or oral, filed. On motion of Commissioner Spangler, seconded by Commissioner Bull the rezoning ordinance was introduced for first reading. Carried. Ordinance Passed:-( Number: An ordinance was introduced for second reading entitled: "An ordinance levying o g special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots and the parkways abutting thereof in the City of Salina, Kansas." I On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquisrl Bull, Exline, Spangler, Stark, (5) Nays: (0). Mayor approved the ordinance and it is numbered 6806. Ordinance was introduced for first reading August 3, 1964. I � Hearing was held on the 1965 Budget. On motion of Commissioner Bull, seconded by Commissioner Exline the budget was approved and the Tax Levy Ordinance was introduced j for first reading. Carried. j I Ordinance Passed:Number: fC o I � Feasibility Report was filed for Blocks 12, 13, 14 and North 2 of Blocks 21, 22, 23 11 in Riker Manor Addition for curbing, guttering, paving, storm sewers, sanitary sewers, I water mains and sidewalks for Brookwood Lane, Crestwood Road, and Driftwood Road. Job 447, at approximate cost to the property of $62,178.60 and to the City $10,171.70. On motion of Commissioner Bull, seconded by Commissioner Exline the feasibility report was held to see about bringing the balance of Block 14 into the City Limits. Carried. A motion was made by Commissioner Stark, seconded by Commissioner Bull, that Harold Crawford be appointed Clerk of the City Court to take office as soon as possible. Carried. j A letter was received from the City Manager regarding Parole Officer. The letter j was referred to the City Attorney to draw up an ordinance. i Mayor appointed Leonard Altman to replace C. P. Anderson on Zoning Board of Appeals. Term expires May 8, 1967. On motion of Commissioner Bull, seconded by Commissioner Exlind the appointment was approved. Carried. Mayor appointed R. W. Bull and Carl Rundquist to serve on the City -County Joint ittee. On motion of Commissioner Exline, seconded by Commissioner Building Steering Comm Spangler the appointments were•approue&, Carried. An application for Merchant Police was received from Paul J. Gestl for renewal. On motion of Commissioner Bull, seconded by Commissioner "Stark the application was approve Carried. Beer application for Ace High Lounge at 138 North Fifth Street was filed by Dale M. Larsen. On motion of Commissioner Exline, seconded by Commissioner Bull the application was approved. Carried. Petition Number 2775 was filed by Everett E. Sailsbury for the change of the name of Cheyenne Avenue to Terrace Avenue. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Planning Commission. Carried. Petition Number 2776 was filed for the vacation of the alley between Cloud Street and Russell Street from Quincy Street west to the lagoon. On motion of Commissioner Exline, seconded by Commissioner Bull, the petition was referred to the City Manager. Carried. Petition Number 2777 was filed by Elmer Ogborn for permission to install a 4 foot wide curb sidewalk in Blocks 1 and 2 Millview Addition. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Manager. Carr: City Engineer filed estimate Number 9 on Job 430 - Ohio Street - Construction Industries - in the amount of $41,081.42. On motion of Commissioner Stark, seconded by Commissioner Spangler the estimate was approved. City Clerk led.
