COMMISSIONERS ROOM Salina, Kansas July 29, 1964 COMMISSIONERS ROOM Salina, Kansas August 3, 1964 Regular Meeting of the Board of Commissioners August 3, 1964. Meeting was called to order by Acting Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull, Spangler, and Stark, and City Attorney Bengtson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of July 20, 1964 were read and approved. 20 day Notice of Hearing up on the rezoning of Lots 20 to 25 inclusive, of Block 4; and Lots 1, 2, and 3 of Block 5; Lots 1, 2, 3, 11, 12, 13, 14, 15, 16, 17, 18, Block 6; all in Rolling Hills Addition to District "A" (Single }Family District); and the Rezoning � of Lots 1, 2, 3, Block 7, Rolling Hills Addition to District "DD" (Office District). No protests written or oral. On motion of Commissioner Bull, seconded by Commissioner Spangler an ordinance was introduced for first reading for the rezoning of the property. Carried. _ Ordinance Passed: L �e Number: p 6 20 day Notice of Hearing up on the rezoning of Lots 31 to 42 inclusive, Block 1, Van Trines Addition and the corresponding frontage of Wellington Reserve to District "C" (Apartment District). No protests were filed, written or oral. On motion of Commissioner Bulw, seconded by Commissioner Spangler an ordinance was introduced for first reading for the rezoning of the property. Carried. Ordinance Passed: �( Number: 81 0 1 An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Brown and Brown, Inc. for the construction of Lateral Sanitary Sewers 493, 497, 494 and Main Sanitary Sewer "AK" and providing for the, issuance; of temporary notes to pay the cost thereof, pending the issuance and sale of Bonds." _(Job 448 - Riker Manor Addition.) On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: j Rundquist, Bull, Spangler, Stark (4). An ordinance was introduced for Third reading entitled: "AN ORDINANCE granting to Donald L. Tucker a franchise for the operation of motor buses in the City of Salina, Kansas." On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Spangler, Stark (4). Nays: (0). Commissioner Exline absent. Acting Mayor approved the ordinance and it is numbered 6803. Carried. Ordinance was introduced for first reading July 13, 1964. An ordinance was introduced for second reading entitled: "AN ORDINANCE relating to and adopting rules and regulations for the operation and government of Salina Municipal Airport and prescribing penalties for the violation thereof." On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Spangler, Stark (4). Nays: (0). Commissioner Exline absent. Acting Mayor approved the ordinance and it is numbered 6804. Carried. Ordinance was introduced] for first reading July 20, 1964. An ordinance was introduced for second reading entitled: "AN ORDINANCE creating s Board of Appeals for the City of Salina, Kansas, in accordance with Section 107 of the National Building Code." On motion of Commissioner Stark, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Spangler, Stark (4). A letter was received from the City Planning Commission regarding Petition 2767 filed by Robert G. DeWitt for the rezoning of the East 10 feet of Lot 7 and all of Lot 8, Block 6, Phillips East Salina Addition to District "B", and recommending the rezoning be approved. On motion of Commissioner Bull, seconded by Commissioner Stark, the recommendation was accepted and the City Clerk was instructed t6 publish Notice of Hearing. Carried. 88 A report was received from the City Attorney concerning alleged violation of taxi -cab license by Yellow Taxi Inc. On motion of Commissioner Bull, seconded by Commissioner Spangler the City Clerk was instructed to file the report. Carried. A letter was received from the Salina Public Library Board regarding New building. On motion of Commissioner Spangler, seconded by Commissioner Bull the City Clerk was instructed to file the letter with the Feasibility Report. Carried. Plans were presented for pedestrian overpass at US 81 Highway and Hageman Avenue prepared by State Highway Commission. On motion of Commissioner Bull, seconded by Commissioner Spangler the plans were accepted and approved. Carried. A report on Petition 2771 for street light on Columbia Avenue, at first alley south of Iron was received from the City Manager. On motion of Commissioner Stark, seconded by Commissioner Spangler the report was accepted and approved. Carried. Twenty Days up on Resolution 2783, Job 431, Faith Addition. There were no protests j filed, written or oral. Application for Pool Hall license was received from Brad B. Buell for 717 Bishop for 2 pool tables. On motion of Commissioner Bull, seconded by Commissioner Spangler the application was approved. Carried. Application for Pool Hall license was received from John H. Finney for 150 North Santa Fe Avenue for 6 pool tables. On motion of Commissioner Bull, seconded by Commissioner Spangler the application was approved. Carried. A resolution was introduced and passed entitled: "WHEREAS, the Union Pacific Railroad) Company has tendered to the City of Salina, State of Kansas, an agreement extending to July 6, 1969, the term of agreement covering the construction, maintenance and use of a private roadway across the right of way and over the track of the Railroad Company, near Salina, Kansas; said agreement being identified as Union Pacific Railroad Company's C. D. No.43132-6-A;.'_'.. On motion of Commissioner Bull, seconded by Commissioner Spangler the resolution was approved as read and the following vote was had: Ayes: Rundquist, Bull, Spangler, Stark (� Nays (0). Mayor approved the resolution and it is numbered 2787. Carried. A petition #2774 was received from Mrs. Fenton Fleming and Mrs. W. E. Harris to chang the name of Apache Drive to Westview Drive. On motion of Commissioner Bull, seconded by Commissioner Spangler the petition was referred to the City Planning Commission. Carried. Petition # 2773 was filed by Westport Exchange Inc. filing a preliminary plat of Westport Exchange Addition. On motion of Commissioner Bull, seconded by Commissioner Spangler the petition was referred to the City Planning Commission. Carried. City Engineer filed partial Estimate Number 2 - Job 446 - Streets - Brown and Brown, in the amount of $50,552.60. On motion of Commissioner Spangler, seconded by Commissioner Bull the estimate was approved. Carried. On motion of Commissioner Spangler, seconded by Commissioner Bull, an ordinance was introduced for first reading for the cutting of weeds from August 1, 1963 to August 1, 1964. No opposition from the City Commission. City Manager stated it would take a little time to get plans made and get it in operation. Carried. An ordinance was introduced and passed entitled "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Stark the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist,j Bull, Spangler, Stark (4).
