July 20, 1964
Regular Meeting of the Board of Commissioners July 20, 1964. Meeting was called to
order by Acting Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull,
Exline, Spangler, Stark and City Attorney Bengtson responded.
The Minutes of the Regular Meeting of July 13, 1964 were read and approved.
Bids were received on Sewer Job Number 448. Riker Manor Addition.

On motion of Commissioner Bull, seconded by Commissioner Exline the bid was awarded
to Brown and Brown, Inc. Carried.
• On motion of Commissioner Bull, seconded by Commissioner Exline the Contract Ordinanc
was introduced for first reading. Carried.

Mayor appointed N. C. Grant, Robert Frederick, Warren Garrett as appraisers for
Job 448. On motion of Commissioner Bull, seconded by Commissioner Exline the appointments
were approved. Carried.
On motion of Commissioner Exline, seconded by Commissioner Bull an ordinance was
introduced for second reading entitled "An ordinance granting to Donald L. Tucker a franchise
for the operation of motor buses in the City of Salina, Kansas."

An ordinance was introduced for second reading entitled: "An ordinance providing for
the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
On motion of Commissioner Spangler, seconded by Commissioner Exline the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Acting Mayor Rundquist approv
the ordinance and it is numbered 8601. Carried. Ordinance was introduced for first
reading on July 6, 1964.
On motion of Commissioner Exline, seconded by Commissioner Bull an ordinance was
introduced for first reading regarding the Rules and Regulations at the Airport. Carried.

A Resolution was introduced and passed entitled: "A Resolution determining the amount
of liability insurance to be required of Taxi -cab operators within the City of Salina,
Kansas'. On motion of Commissioner Exline, seconded by Commissioner Bull the resolution
was adopted as read and the following vote was had: Ayes: Rundquist, Bull, Exline,
Spangler, Stark (5). Nays (0). Acting Mayor approved the resolution and it is numbered
2784. Carried.

On motion of Commissioner Bull, seconded by Commissioner Exline an ordinance was
introduced for first reading for the Zoning Board of Appeals to serve as Building Board

Preliminary Budget for 1965 was filed by the City Manager. On motion of Commissioner'
Spangler, seconded by Commissioner Bull it is tentatively approved for publication and
hearing. Carried.

A resolution was introduced and passed'entitled: " A Resolution directing and orderin
a public hearing on the advisability of sewer, water mains and hydrant improvements in

certain districts and giving notice of such hearing." (Sanitary sewer Main and water main
to serve area approximately 400 feet each side of U. S. 81 Highway from Euclid Street
North approximately 12 miles to Culver Road.) August 10, 1964 is date set for hearing.

On motion of Commissioner Spangler, seconded by Commissioner Bull the resolution
was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline,
Spangler, Stark. (5) Nays (0). Acting Mayor Rundquist approved the resolution and it
is numbered 2786. Carried.
City Engineer filed Plans and Specifications for Job 431. Resolution Number 2783.
Faith Addition. On motion of Commissioner Bull, seconded by Commissioner Exline the
plans and specifications were accepted and approved. Carried.
Mr. King appeared regarding Taxi stickers in Telephone Books. Referred to City ManagE
and City Attorney.
Beer application for Bibbs Recreation Hall at 502 North Third Street was filed by
Carl E. Bibbs. On motion of Commissioner Bull, seconded by Commissioner Exline the applic tion
was approved. Carried.
Petition Number 2771 was filed by Helen Dickson for a street light on the west side
of Columbia, first alley south of Iron. On motion of Commissioner Exline, seconded by
Commissioner Spangler the petition was referred to the City Manager for checking. Carried.
Petition Number 2772 was filed by Marvin T. Brown for the rezoning of Lot 26, Block 2,
in the replat of part of Blocks 1 and 2 in Evergreen Park Addition to "D". 316 W. Cloud.
On motion of Commissioner Exline, seconded by Commissioner Bull the petition was referred
to the City Planning Commission. Carried.
Judge Tickel appeared regarding Parole Officer for City Court. City to pay $50.00
a month and County to pay $50.00 a month. On motion of Commissioner Spangler, seconded
by Commissioner Bull it was referred to the City Manager.
City Manager brought up the advisability of having an Ordinance requiring Private
Swimming Pools to be fenced, stated he would make research into the subject.
Ron Webster filed Report of Paul D. Harvey on City Water Treatment. On motion of
Commissioner Spangler, seconded by Commissioner Exline,the report was accepted and
approved. Carried.
An ordinance was introduced and passed entitled: " An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Bull, Exline, Spangler, Stark (5). Nays: (0). Acting Mayor approved the
ordinance and it is numbered A-1231. Carried.
Mayor appointed the following Judges and Clerks to serve for the Primary Election
August 4, 1964.
